Spotted these guys on Friday around 2PM. I talked to an employee of the USGS last week in the same area who said they were looking for smelt. I think these guys are looking for something bigger. Maybe Sea Lions? I have spotted at least 5 in the area in the last couple of weeks dining on the Salmon runs.
