When it's been cloudy most of the day, why does the sun come out near 5pm?
Such conditions typically occur when low clouds called 'stratus' blanket our area. Sunlight/solar radiation gradually evaporates the water droplets making up the cloud deck. It's a slow process, sometimes clearing doesn't occur until late in the afternoon, depending upon the thickness of the cloud layer and other factors.
