What causes some storms to rain, and others to produce rain and wind?
Wind is generated by differences in pressure; the bigger the pressure difference over some distance, the stronger the winds. A weather system may spread moist air over an area, resulting in rain...but not produce sizable differences in pressure, and therefore, not much wind.
