Is it true that the equivalent of National Parks are being developed over the oceans, and why?

Yes, and the move was spearheaded by a local conservationist/marine biologist named Dr. Elliott Norse. Such preserves (and one was created south of the Hawaiian Islands) protect marine life from pollution and harmful fishing practices. Research has shown such protected preserves actually increase fish 'stocks' in surrounding areas.
