No.However, the moisture content decreases along with the air temperature. That's why snow is typically very light at very cold temperatures. Another factor is that extreme cold is usually associated with high pressure, sinking air, dry air. The two coldest regions on earth are classified as deserts-Antarctica and the Arctic...because of low (not no) snowfall.
