Nothing in my meteorological education or experience trained me for this, but after some research, it turns out that the optimal temperature for drying laundry is anything higher than seventy degrees. Increasing humidity slows drying, increasing winds speed drying. By the way, with sunshine, it's possible to dry clothes outside at temperatures 40 degrees or higher (though it may take a full day) and on cloudy days, at temperatures 50 degrees or higher.
