Does the Atlantic ocean or other bodies of water have El Nino/La Nina-like conditions?
Yes! The Atlantic has what's called the 'NAO' or North Atlantic Oscillation. There's a positive phase which leads to warmer weather in the eastern U.S. and northern Europe (and cooler than average weather in southern Europe and the middle East. Conversely, there's a negative phase which causes the opposite trend in each of those areas.
