Does the phrase "onshore flow" mean winds are moving from sea toward land, or from land toward sea?

"Onshore flow" or "onshore winds" means winds are moving from sea onto the land. The phrase, "offshore flow" means winds are moving from over the land toward the sea; in our case, out over the Pacific ocean.
