King County's 'magic number' is 40 percent, Rossi, Lowry say

Dino Rossi, who ran as the Republican candidate in 2004 and 2008, and former Democratic Governor Mike Lowry (1993-1997), estimated about 40 percent of the vote is needed in King County in order to win the election.
