Nearly 40 percent of Puget Sound homeowners underwater

A report by Seattle-based real estate website Zillow says about nine percent of Seattle-area homeowners owe more than double what their home is actually worth. Across the country, nearly one-third of mortgage holders are $1.2 trillion underwater.
