Every four years, Washington voters elect a state superintendent of public instruction. But Senator Rodney Tom (D-Bellevue) believes it's time to re-think that. The governor has proposed a new Department of Education, which would put the K-12 system under her accountability. We talked with Senator Tom about his proposal.
