Pet food tax aimed at cutting euthanasia rate

SEATTLE - A proposed new tax could have pet owners paying more at the check-out stand.  HB 1406 and SB 5329 would tax dog and cat food distributors in Washington an additional 3 cents per pound. Most expect that expense would be passed on to consumers.  

Supporters of the legislation say 60,000 dogs and cats are euthanized in Washington every year, costing millions of dollars.  Members of Pawsitive Alliance believe the tax would help cut those numbers considerably. The additional funds would be used to subsidize spaying and neutering for low income pet owners.  The costs would be $20 for dogs and $10 For cats - a small fraction of the current costs. 

Alliance member Andrea Logan says it will be a cost saver to the state in the long run. 

"We're already paying for it as taxpayers. We're paying for the cost of animal control to round up animals and to euthanize them. This is a more cost effective solution; it's also a more humane solution," she said.

The Seattle Humane Society is one of the few animal organizations in the state that oppose the tax.  CEO Brenda Barnett says flatly, "This year we don't need another tax." 

Barnett believes that if passed, the tax would unfairly punish responsible pet owners who have already paid to have their animals altered.  She also worries that verifying income would be time consuming and costly, and questions whether focusing on euthanasia is really the best way to go about controlling the pet population. 

"I would say you have to do a combination of adoption, education and spay/neuter," says Barnett. "There's not just one thing that's the magic, silver bullet."

I support Brenda Barnetts position and I also have worked in dog rescue for 11yrs. There are already several organizations that provide low cost spay/neuter Coalition Humane and Pasado's safe haven to name two. Raising taxes to have the government choose who to fund to work on this problem will be a waste of money. How many people will they have to hire to direct the resources and then choose how the money is spent? There are many costs and responsibilities associated with taking an animal in. Food, vaccines, vet costs, if anyone thinks that simply lowering the cost of spaying an animal with secure it a long term permanent home they are naive and in my opinion taking a position that will utlimately harm many animals. Raising the costs of maintaining an animal will hurt individuals, animal rescue groups and sanctuaries. If you allow people with no resources to adopt a puppy or kitten you will eventually see an adult or senior pet at the shelter that has been neglected

If you are an animal lover, you should have no problem paying 3 cents per pound of cat/dog food to save the lives of needy pets. Prevention is key!!!!!! SPAY & NEUTER!

I was appalled when I saw the one-sided reporting on this story -- not something I usually expect from King-5 News. As one who has a very low income and has worked over the last 2 years to trap feral cats for neutering, I would WELCOME the small increase to my pet food costs for this purpose. Please please please, people -- educate yourselfs before jumping on the "poor me, I can't afford the extra money" bandwagon. Go to savewashingtonpets.org and see how similar bills have worked in other states. While you are there, look at how many humane society and pet rescue organizations are SUPPORTING these bills. Brenda and Seattle Humane Society, shame on you. You are in the minority on this issue!

OK people, this is very simple. 3 cents per pound is not a lot of money if passed down to the individual. For example; a 20 lb bag of food would have another whopping 60 cents added to it. A justifiable cost to help reduce the SENSELESS euthanasia for thousands of perfectly adoptable shelter animals each year; a problem that exists because there are FAR too many. Over the past several years, other methods have not been working well enough to reduce the population therefore something new needs to happen. Having been a manager of a spay and neuter program I can tell you that the cost to pay for surgery (easily $150 and up at a vet clinic) has definitely deterred low-income pet owners from sterilizing their animals and one unaltered cat can quickly turn into dozens who end up at county shelters - killed! Brenda Barnette's comments are appalling. She fully understands the tragedy of the pet population and why she doesn't support this bill has many in the animal welfare crowd flabbergasted

This law did not come from lawmakers, it is coming from people who are out there pounding the pavement to get cats and dogs spayed and neutered and have been working toward that end for a number of years. WA is coming along with improvements to animal welfare laws, spaying before adoptions, helping to get feral cats spayed and neutered and cared for, working together with all the animal groups such as Humane Societies, Animal Welfare groups, Animal Control agencies, non-profits, all the while pooling resources and helping one another to get as many animals spayed and neutered as humanly possible. Come join us! This tax is for ANIMALS, to help lower the numbers of unwanted, homeless, and uncared for living on our streetsor for those animals that are loved by people who simply cannot afford to offer them the best in medical care including spay/neuter but who are otherwise sensible to the need. Help US to help the ANIMALS!

I am appalled at the comments coming from Brenda Barnette from Seattle Humane. Stop the killing of healthy adoptable animals please!!! She is politicizing this issue and once again the animals have no say. Isn't she supposed to be fighting for the animals? Hmmmm.... I think she is treading on very thin ice and should take a hard look at what she really believes in. Every year more and more animals are dying, thowing rhetoric at this problem does not lessen these numbers! Adoption, SpayNeuter, Education! Come on people - the amount of money we are talking about is maybe 10 - 12 dollars a YEAR! Why is there so much opposition to this?????

This Spay/Neuter Assistance Bill will get animals altered and stop the killing. It’s really as simple as that folks. I personally don’t care if the surgeries are done for responsible or irresponsible pet owners. I don’t care if they drive a clunker or Mercedes. Animals are being killed EVERY DAY in Washington. Can you grasp what that means? Everyday some poor shelter person is having to hold a fuzzy purring cat…and kill it. A lovely dog is being held on top of a cold stainless steel table, with it’s wagging tail gently thumping because he’s trying to be a good boy and hold still like you want him to…so you can stick in the needle and kill him. It’s not pretty and it’s not right. Can we just give up a few pennies of the all mighty dollar so we can stop this? please.

I work hard for my money. I work a full-time and a part-time job. I'm tired of paying for other people. If you are so low income that you can't afford to spay your pet, don't get one. You probably can't afford to take proper care of it either; such as vet bills. Quit taxing me for others!!!!!!!!!!

They are planning taxes for a $250 million dollar renovation to Husky Stadium and people are complaining about spending an extra $1.00 per month to help thousands of people fix their pets and save thousands of lives. Seems like some screwed up priorities - think about it. I would gladly pay ten times that amount to reduce the amount of unwanted litters of puppies and kittens. Studies show that many people want to fix their pets but the cost is a barrier. Lets help them do the right thing.

People,people,people...if you aren't part of the solution-you are part of the problem! For every 5 puppies born and given away unaltered ...5 older dogs (who have been altered) in a shelter DONT get adopted. Therefor being euthanised. I'm not okay with this! If we all help the lower income and the elderly and people who just can't afford to have the pets altered...we all win.If our dogs(and cats) are sleeping on posh doggie beds and riding around in the back of our swanky SUVs ...Lets all skip one Latte a week and spay and neuter some animals!!! We all have habits that cost way more then the .30 cents a pound......if this passes it will be one less whiskey and water for me!!!!

So they want to help animals and low income people by making pet food more expensive so less low income people can afford to feed their pets? Sounds brain dead to me. How it is more humane to encourage people not to feed their pets is beyond me. Bravo to the Humane Society and Brenda Barnett for opposing this. If you want to tax me, personally, even more for a nonessential fine but don't tax anyone on the food their pet may need to survive when many can barely feed themselves or are eating petfood too.

This is a penalty against the very people who take animals out of the shelters! The problem of over population is EVERYONE'S problem! So everyone should be taxed... if that's the way they want to handle it. Everyone benefits from animal control so everyone should be taxed. It's everyone's burden. In fact, I believe that pet owners deserve a tax break! Certainly, pet owners do not deserve this penalty!!! C'mon Olympia! Get your head out of your a**!

There is a simple solution to a complex problem. I have a pet. It is fixed. I encourage everyone I know to get their pets fixed. It is a "must do". Bob Barker wasn't wrong, people. The more pets that are spayed or neutered, then less pets are being put down. If this tax allows shelters to prolong the life of animals simply because there is less of them, maybe the adoption rate would go up. Having the choice to own a pet is a right, though many people see it as an option. Pets are a responsibility. As a pet owner, you must understand that you are responsible for your pets actions. If you buy a 10lb. bag of food for $10, it's going to be $10.30. The difference in where you buy your food could be a simple factor. Large chain grocery stores sell a 6.6lb bag of cat food for $10, discount programs sell the same product for at LEAST $2 cheaper in most cases. People would actually save money after this bill passes, if they try to. Spay and Neuter before you spoil and "couture".

And who will oversee where the money actually goes? I don't mind the tax, although I have gotten several dogs at shelters over the years and had them all spayed/neutered and licensed immediately. The elderly should be exempt from this. Most are living on a fixed income and things are hard for them as it is. As usual, our leaders all have Tourette's syndrome......just say anything whether it makes sense or not.

The animal shelters are already strapped for money. If pet food is taxed, these shelters will be faced with the choice of going bankrupt or euthanizing their animals. This is just about the dumbest idea to come out of Olympia yet. I suppose their next move will be to fight hunger by taxing food. Oh, wait...

Why not just enforce the license laws? Cats can be chipped with the owners information and if they are picked up running wild and are not nutered hit the owner with a very large fine. Same on dogs.

OMG this is INSANE!!! Taxing feeding our pets!! We adopted our dog from a local shelter, saving him from being euthanized. It makes me so sad to think about how many of the most vulnerable creatures there are - pets - will be hurt by this tax! So many people are barely making ends meet already, and now they won't be able to afford to feed their pets and will have to take them to shelters. Where they'll be euthanized over a food tax on the poor animals! This will devastate not only the pets, but the families who will have to make the impossible decision and then grieve for them knowing their fate.

This makes no sense at all! We've heard for the past year the tremendous number of families that can no longer afford to keep their pets due to loss of jobs and the economy. People are taking family pets to the humane society. This will only add to that issue. Why can't people think. How sad.

Any how would this reduce the euthanasia rate?? If the people can't afford to buy the food because of the increase of cost, then they may be a higher number of euthanasia happening! All I see is another way to make money for the state and not addressing the issue.
