2:14 p.m: Truck check point set up - The Washington State Dept. of Transportation (WSDOT), with assistance from the Washington National Guard, has set up a truck control checkpoint on the Pierce County side of SR 7 at the Alder Rd Cutoff, near Elbe. The checkpoint is enforcing the WSDOT prohibition from truck traffic over 10,000 lbs GVW using SR 7 as a detour of the I-5 closure in the Chehalis area. Trucks with life-sustaining loads may be allowed access. WSDOT is recommending trucks going to and from Portland use I-90 to I-84 to I-82, about a 440-mile re-route. This restriction is in place until I-5 reopens.

2:13 p.m.: American Red Cross shelters - The American Red Cross Mount Rainier Chapter has opened Red Cross shelters for South Sound residents who have been evacuated because of rising floodwaters.

2:05 p.m.: Sounder commuter rail service between Everett and Seattle is will not resume until Thursday morning because of mud slides on the tracks.

2:05 p.m.: Clallam County emergency updates: West end of Clallam County experiencing heavy winds, and heavy rainfall. Temperatures have been rising to the mid 50's, causing rapid melting of snow fall that occurred earlier. Snow melt and rainfall resulting in extremely heavy runoff in all streams. Bogachiel is at flood stage and flooding highway 110 and MP 8, the Calawah, Hoko, and Elwha rivers have also reached flood stage.

Power and long distance phone service has been disrupted from the Joyce area westward. Down trees, and landslides are blocking SR 112 at several locations, isolating the communities of Neah Bay, Sekiu, and Clallam Bay.

The Sewage treatment plants at both Sekiu and Clallam Bay are over capacity and overflowing.

All streams west of Port Angeles in Clallam County exceeded flood stage this afternoon and are now slowly receding, except the Elwha River which is currently at 24.6' and forecast by the National Weather service to crest at 25.5' by 2200 tonight. Flood stage for the Elwha is 20'.

The Dungeness river is currently at 6.6' and continuing to rise, with a forecast crest of 7.7' by this evening. Flood stage is 7' for this river.

Power remains out in Forks, LaPush, Neah Bay, Sekiu, Clallam Bay, and other west end locations. Repairs are hampered by numerous road closures, and communications is still spotty with land lines and cell phones.

2:00 p.m.: Emergency declared - Pacific County and the cities of South Bend, Raymond, Long Beach, and Ilwaco have declared an emergency and activated the Emergency Operations Center in South Bend in response to Sunday's and Monday's wind storm. Power is out to the majority of Pacific County. The Bonneville Power Authority main transmission lines between Aberdeen and Raymond are down. The public should plan for an extended power outage, lasting from two to seven additional days. All main highways into and out of Pacific County are also closed. Crews are clearing hundreds of downed trees and clearing mud slides. The Department of Transportation estimates that some roads may be open beginning today. Most major county roads are passable for emergency vehicles only. The County recommends that people not travel unless absolutely necessary until all roads are confirmed open and passable.

River flooding has occurred due to high rainfall, winds and tides. However, the worst of flooding has subsided. Coastal flood warnings are continuing through Wednesday. In addition, a high surf warning is in effect and residents are urged to stay off the beaches. Public water systems are operating, but at reduced capacity. The public is urged to conserve water.

1:58 p.m.: SR 20, North Cascades Highway closed for the season - Following an assessment of snow conditions that revealed overwhelming snow accumulations on the roadway, the North Cascades Highway was officially closed for the season at noon today (Tuesday, Dec. 4). WSDOT had temporarily closed the highway Friday, Nov. 30 due to heavy snow, high winds and rain, creating unsafe avalanche conditions.

1:16 p.m.: Rescue Efforts Still Ongoing in Lewis County.  Rescue personnel are still being utilized in Lewis County to rescue stranded victims of the flood.  Boats and helicopters are being utilized throughout western Lewis County, primarily in the Boistfort, Adna, Doty, Galvin, and Centralia areas.  It is estimated that at least 300 people have been rescued and evacuated since the floods began.  Helicopters are being provided by the Navy, Coast Guard, and King County Sheriff's Office.

1:02 p.m.: King County Executive Ron Sims has issued an emergency proclamation at 12:30 p.m. today as a result of severe weather and flooding in King County over the last several days. This proclamation allows county departments to respond even more quickly to protect property, waiving normal contracting procedures and budgetary limits.

12:40 p.m.: Due to extreme weather in the Pacific Northwest resulting in downed trees, mudslides and the closure of Interstate I-5 in the Olympia and Chehalis, WA area, Amtrak Cascades service between Portland and Vancouver, BC, will be cancelled until further notice, with no alternate transportation.

12:10 p.m.: Additional buses added between Everett and Seattle - Due to the disruption of Sounder train service between Everett and Seattle, Community Transit will provide additional bus service from Everett Station to downtown Seattle Wednesday, Dec. 5, to accommodate Sounder passengers.

Buses will leave Everett Station at 6:12, 6:42 and 7:12 a.m. These buses will run as express service to Seattle, and will not stop at the

Eastmont Park & Ride or the Edmonds Amtrak Station. Community Transit supervisors will be at Everett Station to direct train riders to the Seattle buses.

Passengers who usually take the Sounder from Edmonds to Seattle can take Community Transit Route 404, which boards just west of the Edmonds Amtrak Station, for service to and from downtown Seattle.

Also, Sounder train passengers who travel from Everett to Edmonds have two bus options:

- Sound Transit Route 532 travels from Everett Station to the Ash Way Park & Ride, where riders can transfer to a Route 114, 115 or 116 bus to the Edmonds train station; or

- Community Transit Route 201 travels from Everett Station to both Ash Way Park & Ride and Lynnwood Transit Center, where connections can be made with Routes 114,115 and 116 to Edmonds.

Additional afternoon service between Seattle and Everett is not scheduled because passengers generally use existing transit options,

including Sound Transit Route 510, to return to Snohomish County.

A decision on additional service for Thursday, Dec. 6, will be made at a later time.

12:05 p.m.: Southbound US 101 at SR 8 is now open. A mudslide had closed the southbound lanes. SR 8 at milepost 15, in the Summit Lake area, remains closed.

11:46 a.m.: Woodinville roads update: As of 11:35 a.m., the City of Woodinville reports that all roads are now reopened. The maintenance crews have cleared all roads within the City limits and all roads are open to traffic.

11:13 a.m.: Clallam Co. PUD power update: As of 9am, crews were finishing restoring power in the Joyce.

Crews were beginning work in the Seku, Forks and Neah Bay area.

10:40 a.m.: Latest from Seattle DOT - Crews reopened Lake Washington Boulevard South through the Arboretum this morning. Water that had covered the roadway receded overnight and crews swept the street this morning to remove mud and debris.
- In the 2400 block of Westlake Ave N, one southbound lane remains closed for repairs following yesterday's landslide.
- Golden Gardens Drive at View Ave NW remains closed until spring due to a collapsed roadway. The dog run will be accessible from the park at the bottom of the hill.
- Streets in the Midvale area are now open after water receded early this morning. The four-block area that was flooded is bounded by Aurora Avenue N, Stone Way N, N 109 Street, and N 105th Street. SDOT crews are cleaning the streets.
- 35th Avenue NE from NE 109th Street to NE 110th Street is closed while SDOT paving crews fill a void that occurred in the street yesterday, and then restore the pavement.
- NE 105th at 27th Ave NE remains closed due to an exposed water main.
- 15th Ave NE is now open at NE 133rd St (in the Jackson Park area) after water receded.
- Perkins Lane at W Raye Street will be open will open later today when SDOT crews complete cleaning.

10:10 a.m.: - City of Kenmore public works crews reopened NE 169th Street between Simonds Road NE and 8400 block.

10:10 a.m.: - Gov. Chris Gregoire announces that the storm caused three fatalities - two from Grays Harbor County, one from Mason County.

10:05 a.m.: - The flood warning is cancelled for the Nisqually River near National, affecting Lewis and Pierce counties.

9:40 a.m.: - Pe Ell School Command says school is closed until further notice, but the Pe Ell School is open to evacuees. Food and sleeping arrangements are available.

9:30 a.m.: - The following roads have reopened in Kenmore:

9:10 a.m.: - The Mount Rainier Chapter of the American Red Cross will open a shelter at the Church of Jesus Christ of Latter Day Saints at 18051 Paulson Street in Rochester at 9:00 a.m. this morning. The shelter at the Rochester High School has closed.

Children must be accompanied by an adult. The Red Cross regrets that there are no facilities at the shelter for pets. Members of the public with special needs can call the Red Cross office in Olympia at 352-8575.

8:45 a.m.: City of Kirkland road closures update:

Totem Lake Boulevard between NE 124th Street and 120th Avenue NE remains closed in Kirkland this morning. The closure is expected to remain in effect through the day and may continue into the evening depending on the weather. Alternate driving routes to reach Evergreen Hospital Medical Center are encouraged.

Alternate Routes to Evergreen Hospital Medical Center:

Northbound I-405 travelers taking the NE 116th Street exit can head east and merge onto Slater Avenue NE. Continue across NE 124th Street heading north on 132nd Avenue NE then west on NE 132nd Street to 124th Avenue NE at the hospital entrance. Travelers taking the NE 124th Street exit can head east to 132nd Avenue NE and follow the directions previously identified.

North and south bound travelers on I-405 may also take the new NE 128th Street exit ramp for this evening's commute. Head east on NE 128th and follow signs to the hospital entrance. The City of Kirkland has enforcement authority for this ramp and will allow use during the road closure.

Road Condition Updates:

-- All lanes are now open in the 12600 block on NE 124th Street.

-- NE 116th Street under I-405 is open.

-- Water has subsided over the following roadways: northbound lane and portions of the turn lane on NE 99th Street and 124th Avenue NE, 98th Avenue NE between Forbes Creek Drive and NE 116th; Forbes Creek Drive east of 98th Avenue; and the 4600 block of 116th Avenue NE.

8:35 a.m.: Lewis County update: Lewis County rescue personnel continue rescue efforts this morning with a helicopter and several boats.  Rescue efforts are being conducted in West Lewis County (Adna, Doty, Boistfort, Chehalis, and Pe Ell).

Efforts are also being made in Centralia near Long Road where water is spilling over a dike.  It is unknown whether the dike has broken or whether water is just spilling over the top.  Updates will be provided as soon as the situation is accessed.

Approximately 40 elderly residents of a nursing home on Long Road were safely evacuated and are currently at local shelters.

The Chehalis River at Centralia rose to 74.8 feet at 0330 this morning.  Flood stage is 65.0 feet.  The old record stage was 74.31 on February 9th, 1996. Waters are starting to recede; the last river reading at 0800 showed the river to be at 74.20.

8:08 a.m.: AP - Coast Guard helicopter rescues continue - The Coast Guard says its helicopters have hoisted more than 130 people to safety from Western Washington floodwaters. A spokeswoman in Seattle, Petty Officer Tara Molle, says 66 were picked up last night and 65 this morning, and rescue operations are continuing. Some people are being plucked from rooftops, similar to Hurricane Katrina. She says the copters also rescued five dogs and a cat. The rescued people have been taken to an emergency center set up at a soccer field in Chehalis. Molle says ten Coast Guard copters are being used. They came from Port Angeles, Astoria and North Bend in Oregon, and San Francisco and San Diego.

7:58 a.m.: Four Lewis County senior centers are closed due to flooding. Closed are: Twin Cities Center in Chehalis, Pe Ell Senior Center, Winlock Senior Center and the Toledo Senior Center.

7:10 a.m.: Power outage update:

Clallam Co. PUD--- - still have outages in the very western part of Clallam County, Neah Bay, parts of Seku and Clallam Bay, plus west of Joyce area - total about 1,000-1,200 without power - estimated time of restoration sometime today, but hopefull everyone by dark.

Puget Sound Energy - No power outages for PSE.

Gray's Harbor - 32,000 still without power, 1,000 in Monteso were able to get power restored during the night.

BPA tower fell due to wind. Lost all BPA transmission lines.  No good estimate from BPA on restoration. telling customers 5-10 days.

Repairs to Gray's harbor lines and poles are in process.

Mason County PUD - Mason County has a little over 700 without power, about 500 north of Hoodsport, approx 200 in Union and some small scattered outages spread out.

6:53 a.m.: Commute travel time from Everett to Seattle is now more than an hour.

6:40 a.m.: Mason County Emergency Management update: Marty Best tells KING5 News the major concern this morning remains in the Tahuya Peninsula where an estimated 1,500 people are isolated. Several families in theskokomish Valley are also still cutoff and are "sheltering in place." Power has been restored in many areas, just a few isolated areas remain. Water levels on the Skokomish are dropping.

6:33 a.m.: King County update: Flood Warning Center reports dropping flows on most rivers. Conditions are improving in most major rivers across King County Tuesday morning, as floodwaters slowly recede from the season's first flooding.

King County flood patrol crews are in the field checking for potential trouble spots, particularly along lower Snoqualmie River, where expect the river to crest at Carnation by mid-morning. The Snoqualmie and Tolt rivers remain at flood levels early Tuesday morning.

6:20 a.m.: Lewis County update and evacuation notice: The Lewis County Emergency Operations Center is requesting voluntary evacuations in the Centralia area. Anyone who has water coming into their residence is requested to leave now, if safe to do so, instead of waiting to be rescued. Rescue personnel have been working around the clock and resources are becoming depleted, therefore, residents are being asked to leave before they need to be rescued.

A little after midnight this morning flood waters started flooding areas of Centralia. Long Road, Alder Street, South Street, Brotherson Street, Woodland Street, Christy Lane and parts of Mellen Street are underwater at this time. It is unknown whether the dike broke at the Long Road dike or whether the water is coming over the banks. Rescue personnel will not be able to determine the amount of damage until daylight.

Approximately 40 people have been rescued overnight and rescue operations continue this morning. Coast Guard Helicopters from Pt. Angeles and Astoria are assisting with helicopter rescues. Active rescues are currently occurring.

An additional shelter has been set up at the LDS Church in the on Mt Vista Road in Centralia.

6:09 a.m.: KING5 News photographer reports Snohomish/Monroe Road is closed because of flood waters from the rising Pilchuck River. Lowell Larimer Road between Seattle Hill road and Hwy 9 is closed because of a sinkhole.

6:00 a.m.: WSDOT update on I-5 in Chehalis - A 20-mile-long section of I-5 in Chehalis remains closed to all traffic due to high water over the roadway. The southbound detour begins at south of Olympia near Grand Mound (milepost 88). The northbound closure begins south of Chehalis (milepost 68). The freeway will remain closed for at least 36 hours and likely longer while crews wait for the Chehalis River to recede. Once the water receeds, crews will assess the damage to the asphalt and begin the repair and clean-up process. At one point, the water level on the roadway measured eight feet. Forty National Guard Troops have been deployed at closure points on I-5 and SR 7 to assist with traffic control. This is the first complete freeway closure due to flooding in this area since 1996.

At daylight, WSDOT crews will be out in full force to asses the damage from the overnight windstorm and check on drainage from the last 48-hour rainstorm.

5:52 a.m.: Jeff Myers of the Grays Harbor Emergency Management tells KING5 News there are still major areas without power in the county. He says a BPA line collapsed. He estimates some of the more isolated areas may not have power restored for up to eight days. 5:17 a.m.: Sounder commuter rail service between Everett and Seattle is cancelled today because of mud slides on the tracks. Community Transit is offering bus service from the Everett station to Seattle at 6:12, 6:24 and 7:12 a.m. The buses will not stop at the Eastmont Park and Ride or the Edmonds train station. Edmonds passengers should take bus 404 west of the Edmonds Amtrak station.

5:16 a.m.: Seattle Public Utilities reports it has 31 crews hitting the streets this morning, including six vactor trucks for cleaning out drains throughout the city. Seattle Department of Transportation crews will also being working on roads and streets that are closed due to the flooding and land slides. The city reports there were more than 5.8 billion gallons of record rainfall, the equivalent of six Green Lakes full of water, has caused neighborhood flooding and landslides throughout the city of Seattle.

5:00 a.m.: King 5 News' Chris Daniels reports that the cause of the overflow of the Little Bear Creek in Woodinville is a massive tree stump blocking a culvert. That caused the flooding of the SR 202.

3:32 a.m.: The National Weather Service in Seattle has issued a flood warning for urban areas and small streams in the following western Washington counties until 3:30 p.m. today: Clallam, Grays Harbor, Jefferson, King, Kitsap, Lewis, Mason, Pierce, central Skagit, Snohomish, Thurston and Whatcom. According to the NWS, scattered light rain continued overnight across western Washington. Flood waters will continue to drain over the next 12 hours but many problem areas still exist. The flood warning has been extended into Tuesday afternoon. A Flood Warning means that flooding is imminent or has been reported.

3:20 a.m.: SR 522 is completely open westbound and one lane is open eastbound in Woodinville. The area near the trestle where SR 202 drops into Woodinville is still under water and several other major intersections are still blocked.

3:16 a.m.: Little Bear Creek Parkway in Woodinville is still flooded. We're shooting video there now.

3:05 a.m.: Cowlitz river at Kelso: Flood warning until 2 a.m. Wednesday. At 11 p.m. Monday the stage was 21.4 feet and the river was expected to crest at 22.8 feet around 12 a.m. Above 21.5 ft flooding of several low lying and secondary roads begins, including the Cowlitz gardens neighborhood, along with flooding of pastures and lowlands upstream of Kelso.

Chehalis river at Porter: Flood warning until further notice. At 7 p.m. Monday the stage was 21.5 feet. Flood stage is 21.0 feet. Minor flooding is occurring. The forecast is for major flooding , with the river rising to near 25 feet Wednesday morning. At 25.0 feet, the Chehalis river in Grays Harbor will cause major near record flooding from Oakville downstream to Grays Harbor. Deep and swift flood waters will inundate numerous farms and roads, including SR 12. High tidal levels at Aberdeen will worsen flooding along the lower reaches. Flooding will occur all along the river including headwaters, tributaries and other streams within and near the Chehalis river basin. Satsop river near Satsop: Flood warning until Tuesday afternoon. At 9 p.m. Monday the stage was 36.5 feet. Flood stage is 34.0 feet. Moderate flooding is occurring. The forecast is for moderate flooding. The river crested around 36.6 ft at 7:30 p.m. Monday. The river will continue to recede and fall below flood stage late this morning.

Deschutes river near Rainier: Flood warning until Tuesday evening. At 10:15 p.m. Monday the stage was 13.6 feet. Flood stage is 11.0 feet. Moderate flooding is occurring. The forecast is for minor flooding. The river was nearing its crest at around 13.6 feet. It will fall below flood stage this morning. At 13.5 feet, the Deschutes river will flood residential areas, especially Cougar Mountain, Driftwood valley and falling Horseshoe. Downstream flooding will occur in areas of Tumwater valley including The Golf Course. Many roads and farm lands will also be flooded.

Nisqually river near National: Flood warning until Tuesday morning. At 10 p.m. Monday the stage was 10.5 feet. Flood stage is 10.0 feet. The river crested at 11.37 feet at 6:30 p.m. Monday. It will fall below flood stage around 5 a.m. today. At 11.0 feet, the Nisqually river will flood along the upper reaches of the river from Mt Rainier National Park downstream to Alder Lake. Swift waters will flood roads, pasture lands and farms. Erosion may damage the river banks.

Puyallup river near Orting: Flood warning until late Tuesday. At 7 p.m. Monday the flow was 5,235 cubic feet per second. Flood flow is 4,500 cfs. Minor flooding is occurring. The forecast is for minor flooding. The river rose above flood flow at 3:25 p.m. Monday and will continue rising, cresting near 5,520 cfs around 4 a.m. today. The river will fall below flood flow this evening. At 5,000 cfs, the Puyallup river will flood some areas along the upper Puyallup river above Orting. Areas include but are not limited to the neadham Road vicinity, Orville Road east vicinity in areas south of Brooks Road east and north of electron Road, and the country subdivision/tomolla tree farm vicinity.

Skagit River near Mt. Vernon: Flood warning from 1 p.m. Tuesday until Wednesday afternoon. At 10:15 p.m. Monday the stage was 22.9 feet. Flood stage is 28.0 feet. Minor flooding is forecast. The Skagit is expected to rise above flood stage around 1 p.m. Tuesday and crest near 29.0 feet around 4 p.m. Tuesday. The river will fall below flood stage Wednesday morning. At 28.0 feet the Skagit River will cause minor flooding from Sedro Woolley downstream through Mount Vernon to the mouth, with shallow flooding in low pasture lands and over a few low-lying roads near the river.

Skagit River near Concrete: Flood warning until late Tuesday. At 10:15 p.m. Monday the stage was 28.5 feet. Flood stage is 28.0 feet. Minor flooding is occurring. The forecast is for major flooding. The river rose above flood stage around 930 p.m. Monday. The river will crest near 31.0 feet around 4 a.m. today. The river will fall below flood stage Tuesday night. At 31.0 feet, the Skagit River will flood low areas and

sections of roads along the river from Rockport downstream to Sedro Woolley.

Nooksack River at north Cedarville: Flood warning until late Tuesday. At 10 p.m. Monday the stage was 145.9 feet. Flood stage is 146.5 feet. The river was expected to crest Monday night near flood stage. The river will recede Tuesday.

Stillaguamish River at Arlington: Flood warning continues until Tuesday evening. At 10:09 p.m. Monday the stage was 15.1 feet. Flood stage is 14.0 feet. Minor flooding is occurring. The forecast is for minor flooding. The river will fall below flood stage noon Tuesday. At 16.0 feet the Stillaguamish will cause minor flooding mainly in the Silvana area, including over Pioneer Highway and along Norman Road.

South Fork stillaguamish river near Granite Falls: Flood warning until Tuesday morning. At 10 p.m. Monday the stage was 14.0 feet. Flood stage is 14.0 feet. The river will remain near flood stage until early

Tuesday morning then start receding. Flooding will continue for some areas until the flood wave has completely passed downstream. At 14.0 feet the South Fork Stillaguamish will cause flooding along the river and tributaries.

2:09 a.m.: Westbound State Route 522 has been reopened. Eastbound SR 522 remains closed just past the Woodinville exit.

1:14 a.m.: An update from the Washington State Emergency Operations Center at Camp Murray: U.S. Navy and King County Sheriff's Office helicopters flew missions in Lewis County until 10 p.m., using night vision goggles to spot people in the darkness. The Coast Guard continues to fly through the night. Two helicopters from Spokane's Fairchild Air Force Base are also expected to fly to Mason County early Tuesday to provide assistance.

Power outage update: Three utility districts reported significant numbers without power, with most outages in Grays Harbor. There, 33,000 residents are spending the night in darkness. The Grays Harbor utility district says it may take between five and eight days to return power to all its customers. In Pacific County, nearly all 16,000 customers are also in the dark. And in Clallam County, 6,000 people are spending tonight without power. Power was restored mid-evening in Mason County for most of the 10,000 who were out for the day.

The EOC has supplied more than 56,000 sand bags in western Washington.

12:33 a.m. - Central and northeast Oregon as well as south central and southeast Washington are next in line for weather-related problems. The National Weather Service has a flood watch in effect until Tuesday evening for those areas because warm and moist air heading that way has resulted in high snow levels and moderate to heavy rain. "Also, a significantly warmer air mass has warmed temperatures in the mountains above the freezing mark. These conditions have led to excessive runoff from rainfall and melting snow…which will result in significant rises on many rivers and streams with the possibility of flooding."

MONDAY

11:43 p.m.: National Weather Service cancels high wind warnings for southeastern Washington and eastern Oregon.

11:33 p.m.: U.S. Coast Guard units are continuing rescue operations throughout the night throughout Puget Sound and along the Washington and Oregon coast. The Coast Guard is using two HH-60 Jayhawk helicopter crews from Air Station Astoria, in Warrenton, Ore., three HH-65C Dolphin helicopter crews from Air Station Port Angeles, Wash., two HH-65 Dolphin helicopter crews from Air Station North Bend, and a C-130 from Coast Guard Air Station Sacramento, Calif. Three Coast Guard 25' response boats and nine crews from Maritime Safety and Security Team 91101 in Seattle are on standby to assist as requested. Boat assets will also be arriving from California Tuesday.

11:27 p.m.: The National Guard is mobilizing in Western Washington: 358 have been told to be prepared to be called up; 150 have reported in and 13 have been sent to Lewis County to help with the I-5 closure diversion. The others are awaiting orders.

11:04 p.m.: The Washington State Department of Transportation urges people to avoid Seattle-Portland highway travel if possible. I-5 is closed from exit 88 near Grand Mound (approximately 20 miles south of Olympia) to exit 68 (11 miles south of Chehalis) due to flooding. The freeway will remain closed for at least 36 hours and likely longer while crews wait for the Chehalis River (at milepost 77-79) and Dillenbaugh Creek (at milepost 74) to recede. This is the first complete freeway closure due to flooding in this area since 1996.

• Rivers and streams continue to rise and additional highway and mountain pass closures are expected. If you must go, stay on the interstates. Note that the interstate detour route is 440 miles, takes at least seven hours during good weather and traffic conditions and is vulnerable to  winter closures near Snoqualmie Pass.
• From the Portland area: West on Oregon’s I-84 then north on I-82 to The Tri-Cities and Ellensburg and then west on I-90 to Seattle.
• From the Seattle area: East on I-90 to Yakima and then south on I-82 at Ellensburg to The Tri-Cities then west on Oregon’s I-84 to Portland.
• US 12, US 97 and State Route 7 reserved for local traffic only. US 12 may close overnight due to flooding. US 97 is currently open to traffic though there is water over the roadway.
• Commercial vehicles over 10,000 lbs. GVW are not allowed on State Route 7, from US 12 between Tacoma and Morton.

10:02 p.m.: Mason County PUD reports 2,500 outages. Restoration expected Tuesday midday.

9:10 p.m.: Several city streets expected to be closed for Tuesday morning's commute:

* In the 2400 block of Westlake Ave N, one southbound lane is closed due to landslide

* Golden Gardens Drive at View Ave NW will be closed until spring due to a collapsed roadway. The dog run will be accessible from the park at the bottom of the hill.

* Lake Washington Boulevard through the Arboretum is closed due to flooding. Traffic exiting SR 520 at that location is diverted to Montlake. Traffic approaching from the south is diverted to Interlaken.

* Streets between Aurora Ave N and Stone Way N, N 109 St and N 105th St are closed due to flooding.

* NE 105th at 27th Ave NE is closed due to an exposed water main.

* 15th Ave NE is closed at NE 133rd St due to flooding.

The following streets will be open after having been closed earlier today: Virginia Street at Third Avenue, Perkins Lane at W Raye Street, Beach Drive SW, and Harbor Ave SW and Fairmont.

8:10 p.m.: The city of Kenmore Emergency Operations Center will reopen Tueday at 7 a.m. Residents needing to report an urgent flooding issue can call 206-296-8100. If residents have a life safety emergency, they should call 911.

7:57 p.m.: 7.5 inches of rain fell on Kitsap County in the 24-hour period ending at 8:30 a.m. Monday - a record according to Lt. Charlie Rinard of Bremerton Fire Station 2, which has tracked rainfall in the county for the past 50 years. An additional 1.08 inches of rain fell until 3:30 p.m., setting a new two-day total record of 8.58 inches, and the day wasn't even over.

The previous record for the same date was 2.12 set in 1998. The previous record overall was 4.3 inches, recorded on Jan. 7, 2002. An additional 2.78 inches fell the following day, bringing the two-day total to a record 7.08.

6:38 p.m.: Flooding is beginning in the Centralia and Chehalis lowlands and cities. All citizens who live in these areas should be making preparations to evacuate. Shelters are set up at the Presbyterian Church on N. Market Blvd. in Chehalis, at the Salvation Army at 303 N. Gold St, Edison Elementary and Centralia Middle School. There is no evacuation order at this time for these areas, but citizens are advised to monitor the water levels.

6:38 p.m.: Thurston County road closures:

- Cooper Point Road and Black Lake Boulevard from the Highway 101 intersection to Capital Mall Drive. Motorists are advised to access this area via the Mud Bay Road or Evergreen Parkway from 101 or via Harrison Avenue from downtown.
- Grandview Avenue at Madison
- Cooper Point /Auto Mall Drive at the signal at Carriage Street, SW (west of the Percival Creek bridge; by the Auto Mall).

6:20 p.m. - Snohomish County residents are strongly encouraged to heed local weather service warnings regarding flooding on most Snohomish County rivers. Citizens in low-lying areas should be prepared to take the proper steps to ensure their personal safety in the event of flooding overnight.

The County is monitoring local river levels closely and has activated its flood information lines. The flood information line for the Snohomish, Snoqualmie and Skykomish Rivers phone number is (425) 388-3653. For the Stillaguamish River the number is (425) 388-3702.

Residents with livestock can seek shelter for their animals at The Evergreen State Fairgrounds in Monroe. To contact the fairgrounds regarding emergency animal shelter during business hours please call (360) 805-6700. After business hours the numbers are (425) 471-6522 or (425) 508-1840.

6:20 p.m.: The City of Kirkland has issued a proclamation of local emergency. Drivers need to use caution due to water in the roadway at the following areas: northbound lane and portions of the turn lane on NE 99th Street and 124th Avenue NE, 98th Avenue NE between Forbes Creek Drive and NE 116th; Forbes Creek Drive east of 98th Avenue; and the 4600 block of 116th Avenue NE.
- Totem Lake Boulevard between NE 124th Street and 120th Avenue will remain closed through the night.
- NE 116th Street under I-405 remains closed.
- Two eastbound lanes at the 12600 block on NE 124th Street will remain closed through the night. The center lane is open for east bound traffic.

6 p.m.: Amtrak Cascades service between Portland and Vancouver, BC, will be cancelled tomorrow with no alternate transportation.

The Coast Starlight will terminate at Eugene with alternate transportation only between Eugene and Portland. There will be no alternate transportation between Portland and Seattle.

5:20 p.m.: The Hood Canal Bridge has reopened to vehicular traffic.

5:15 p.m.: Current power outages: Grays Harbor County 33,000; Mason County 12,000; Clallam County 6,000; Snohomish County 1,750; Seattle 75.

4:50 p.m.: Red Cross opens shelters

The Mount Rainier Chapter of the American Red Cross will open a shelter at the Rochester High School at 19800 Carper Road in Rochester at 6 p.m. tonight.

Children must be accompanied by an adult. The Red Cross regrets that there are no facilities at the shelter for pets. Members of the public with special needs can call the Red Cross office in Olympia at 352-8575.

4:40 p.m.: Kenmore City Manager Steve Anderson has signed a proclamation declaring a local emergency in Kenmore city limits. Included below is updated information about road closures and resources.

4:35 p.m.: Latest information on power outages

Mason County has 12,000 customers without power, Clallam County 6,000 ( highway closed in both directions, so access is a challenge), Snohomish Count has scattered outages, but Darrington area 1,750 without power, Seattle City Light 75 homes, Puget Sound Energy has scattered outages due to flooding, and a few in Thurston County.

4:29 p.m.: The Pierce County Executive has signed a Proclamation of Emergency due to projected flood warnings for the Puyallup River.

4:06 p.m.: Chico Bridge, located between Silverdale and Bremerton, washed out.

4:05 p.m.: Gov. Gregoire said the worst counties are Lewis, Thurston and Mason Counties. 150 people are stranded. So far, 15 have been rescued by air and 60 by boat. Up to 80,000 customers are without power.

3:57 p.m.: Evacuations ordered in parts of Packwood and Randle. In Packwood a shelter has been set up at the Foursquare Church at 112 Lewis Road. A shelter is still being sought in Randle.

In Randle the river level was measured at 8.2 feet at 2 p.m., and was predicted to crest at 18.58 feet - 5 feet above "action stage" and a half-foot above flood stage. The 2006 floods crested in Randle at 25.21 feet.

The river reading at Packwood as of 1:45 p.m. was 5.83 feet. It was predicted to peak at 7.88 feet around 10 p.m. The "action stage" at Packwood is listed at 8.2 feet, and flood stage is listed at 10.5 feet. The devastating 2006 floods in Packwood crested at 14.59 feet.

3:50 p.m.: The Hood Canal Bridge on State Route 104 is closing to vehicular traffic due to high winds from milepost 14 to milepost 15.

3:47 p.m.: A 20-mile stretch of I-5 is closing due to flooding. I-5 will be closed from exit 88 near Grand Mound (approximately 20 miles south of Olympia) to exit 68 (11 miles south of Chehalis) due to flooding. The freeway will remain closed for at least 36 hours and likely longer while crews wait for the Chehalis River (at milepost 77-79) and Dillenbaugh Creek (at milepost 74) to recede. 3:40 p.m.: The National Weather Service in Seattle issued a flood warning for urban areas and small streams in the following counties: Clallam, Jefferson, Skagit, Whatcom, King, Kitsap, Lewis, Mason, Pierce, Snohomish, Thurston, Grays Harbor.

3:12 p.m: Court Apartments on 156th Ave. NE in Bellevue flooded, car stuck in middle of parking lot.

3:10 p.m.: Evacuation recommendation - Chehalis and Black Rivers Area Residents Should Consider Evacuation Heavy rainfall, melting snow and a surging Chehalis River are prompting officials at Thurston County Emergency Management to urge residents in the area to consider evacuation. "We're concerned about people becoming stranded in their homes and then needing to leave later," says Emergency Manager Kathy Estes. "Many county roads in the Chehalis and Black River areas are becoming impassable, and roads that are closing now and will close in the next 24 hours may not re-open for a long time. So we urge residents who live near these two rivers to strongly consider evacuating now in the daylight and before their roads may close."

3:09 p.m.: Sounder Service update - Due to the disruption of Sounder train service between Everett and Seattle, Community Transit will provide additional bus service from Everett Station to downtown Seattle Tuesday, Dec. 4, to accommodate Sounder passengers.

Buses will leave Everett Station at 6:12, 6:42 and 7:12 a.m. These buses will run as express service to Seattle, and will not stop at the Eastmont Park & Ride or the Edmonds Train Station. Community Transit supervisors will be at Everett Station to direct train riders to the Seattle buses.

Passengers who usually take the Sounder from Edmonds to Seattle can take Community Transit Route 404, which boards just west of the Edmonds Amtrak Station, for service to and from downtown Seattle.

Additional afternoon service between Seattle and Everett is not scheduled because passengers generally use existing transit options, including Sound Transit Route 510, to return to Snohomish County. A decision on additional service for Wednesday, Dec. 5, will be made at a later time.

3:05 p.m.: Northbound US 101 is closed from milepost 338 to milepost 340 along the Skokomish River.

3:04 p.m.: Grays Harbor Sheriff's dispatch says winds are dying down. SR 12 is closed into Aberdeen. SR 107 and Hwy 101 are closed.

Most roads into Aberdeen are closed with all roads coming from the east closed. Mudslides are reported in Porter on SR 12 and another on SR 105 in O'Leary Creek.

3:01 p.m.: State Dept. of Health water warning - The state Department of Health issued a boil water advisory this morning for the 4,700 people served by Montesano's water system. The entire community was without power after gale-force winds pounded the area. The city's water reservoir was heavily damaged. The roof and part of the structure fell into the water, creating the potential for contaminants to enter the water supply.

3:00 p.m.: Clallam Country reports every river west of Port Angeles is in flood stage.

2:54 p.m.: State Emergency Operations Center - Officials say the State Emergency Operations Center (EOC) was activated at a Phase III level at 10:30 a.m. today in response to flooding conditions on several Western Washington

rivers.

2:52 p.m.: Coast Guard operations update - The Coast Guard is responding to more than 90 people in distress due to flood waters around the state of Washington today. Two Coast Guard HH-60 Jayhawk helicopter crews from Coast Guard Air Station Astoria and an HH-65C Dolphin helicopter crew from Coast Guard Air Station Port Angeles is responding to more than 80 people in distress 20 miles west of Chehalis, Wash. Coast Guard Air Station Port Angeles launched an HH-65C Dolphin helicopter crew to Tahuyo River, Wash., to rescue 10 people trapped in their homes after a dike broke on the Tahuyu River near Hood Canal in Mason County, Wash.

2:51 p.m.: River update -The Snoqualmie, Tolt rivers are at Phase III flood alert level;

Moderate flooding anticipated as rainfall continues.

Issaquah Creek rises into Phase II flood alert status, with minor flooding expected

2:45 p.m.: Caller to the KING5 Newsroom says the water at the Edmonds ferry is up to car level.

2:37 p.m.: In N. Everett, police, fire and marine units are checking the possibility that a person was swept away into a flood area along the Snohomish River. The report was phoned in and they can not reach the caller. They are searching the Snohomish River near the bridges located near I-5 and SR 529.

2:02 p.m.: Sandbags available - King County Fire District 20 covering the neighborhoods of Skyway, Lakeridge, Bryn Mawr (West Hill) have sandbags available at the district's Administration/Training Center at 12424 76 Ave South. Residents are reminded roadways with water covering partial or fully should not be passed; as you are not able to see the street and don't know if there is a street underneath.

1:53 p.m.: Belfair rescues underway - KING5 News' Drew Mikkelsen reports helicopters are being used to rescue stranded residents in the Tahuya River Valley.

1:50 p.m.: Lewis County - KING5 News' Glenn Farley sends us the following update - The Meskil Bridge, which is between River Rd. and Leudinghouse Rd. has reported to be washed out, as well as the bridge at Hwy 6 and Chandler Rd.

The Newuakum River had broken its dike, and has now flooded the Burger King and McDonalds at exit 72 of I-5 and Rush Rd. with approximately 4 feet of water. Exit 72 of I-5 has been closed.

Lewis County Public Works advised the Adna shop is inaccessible for sand bags.

1:42 p.m.: AP - Mudslide warning - The National Weather Service says heavy rains have brought the risk of mudslides to Western Washington. Three-to-six inches of rain in the past 24 hours have saturated soils through out the region. People living above or below hills are advised to be aware of the danger and take precautions. Forecasters say heavy rain will continue this afternoon in Western Washington but rains should taper off tonight as a cold front moves through.1:40 p.m. - SR 522 is closed just past the Woodinville exit. The State Patrol reports there are cars submerged in the middle of the highway.

1:15 p.m. - The National Weather Service has issued a flood warning for the Cowlitz River at Randle.

1:05 p.m.: The Snohomish County Chapter of the American Red Cross will open an emergency shelter at the World Harvester Family Church, 20830 52nd Ave. W., Lynnwood, about 1 p.m. today (Monday) for people affected by heavy rains and flooding.

1:05 p.m.: Jefferson County reports that as of 12:35, Hwy 101 was closed to the South, near Brinnon due to deep water.

12:56 p.m.: AP - Gov. Chris Gregoire has declared a statewide emergency in response to storms lashing Washington. That means the state's Army National Guard is on standby to help local officials if they call for assistance.

12:51 p.m.: Onalaska Schools - releasing everyone at noon and cancelling all activities, including the basketball game.

12:45 p.m.: I-90 closure - The Transportation Department says westbound I-90 has been closed at Snoqualmie Pass near Easton by a snowslide.

12:44 p.m.: Shoreline road closures - Shoreline crews have been responding to reports of flooding since 2:00 a.m. today and several streets are closed. The most significant closure is Meridian Avenue North between N 167th Street and N 175th Street. Detour signs will direct traffic access to Shoreline Children's Center at Meridian Park Elementary School via Wallingford Avenue N. Other street closures include Innis Arden Way south of 10th Avenue N and Corliss Avenue at 171st and 172nd Streets. Free filled sandbags are still available for pick up at Hamlin Park at 16006 15th Avenue NE.

12:39 p.m.: The city of Lynnwood has activated its emergency operations center to help respond to a large amount of urban flooding.

12:32 p.m.: Kitsap county declares flood emergency.

12:28 p.m.: The Hood Canal Bridge is now open to vehicle traffic

12:24 p.m.: Fatalities reported. Grays Harbor Co. Sheriff reports 2 fatalities in the storm.

The first took place when a a tree fell into a homeowners home, he was out cutting the tree when another tree fell on him. The second person died when his medical equipment failed due to power outage.

90% of the county is without power at this time. No shelters are open at this time.

The county is asking people to stay inside because of flying debris due to high winds.

SR 12 is completely closed because of down trees and power lines covering the roadway.

Several major roads are also closed due to trees and power lines.

12:22 p.m.: City of Bothell declares local emergency - City of Bothell Mayor Mark Lamb has proclaimed a local emergency in Bothell city limits. Mayor Lamb provides the following statement:

"The City of Bothell is taking all necessary measures to ensure life safety for our citizens," said Mayor Mark Lamb. "The City is in full response to this emergency and is continuing to monitor the conditions as they are changing rapidly. Please secure yourself and your family, and ensure your emergency response plan is in place."

A local emergency exists within the City of Bothell due to flooding and emergency powers as defined under RCW 38.52.070 are enacted. Other updates include:

12:16 p.m.: Thurston County River Warnings update: Flood Warning for Local Rivers; Record Level Possible for Chehalis

-Chehalis: The Chehalis River at Grand Mound is expected to reach flood stage (14 feet) around 4:00 p.m. this afternoon and crest above 19 feet by late Tuesday. The National Weather Service is forecasting the possibility of severe to record flood levels (approaching 1996 levels). Residents in the Chehalis River area are urged to be prepared to evacuate on short notice.

-Deschutes: The National Weather Service is forecasting that the Deschutes River is currently at flood stage and is expected to crest at 14.8 feet (four feet above flood stage) around 10:00 p.m. tonight. Citizens living in flood prone areas closest to the river should be prepared to evacuate on short notice. County officials will continue to monitor the river and issue advisories as necessary.

-The Skookumchuck River is rising rapidly and is expected to reach flood stage at about 2:00 p.m. this afternoon. The river is predicted to crest at about 15 feet at about 4:00 p.m. Tuesday morning.

12:10 p.m.: Pierce County - Pierce County Department of Emergency Management has opened their

Emergency Operations Center to track progress of the regional storm now in progress.

12:08 p.m.: Clallam County - Most of the west end of the county is experiencing severe WeatherX problems. Communication is also a problem due to a power outage. All rivers in the west end of county are at flood stage

Hwy. 112 - certain areas are closed due to trees down and minor mudslides

Hwy 110 is flooded by the Bogachiel River.

11:59 a.m.: Bremerton update: Crews are out in the street working to clear water from roadways or mark roads with water problem.

11:52 a.m.: Kitsap County State of Emergency declared - Kitsap County Declared a county-wide state of emergency at 10:00AM this morning due to flooding conditions.

11:47 a.m.: Lewis County evacuations: Lewis County residents who live near rivers, or large bodies of water, are being asked to voluntarily evacuate. The Boistfort, Doty, Pe Ell areas are under water due to the severe flooding in the area. Several people are being rescued in the area which is depleting local resources. Residents who live in flood prone areas are asked to evacuate immediately. A shelter has been opened in Chehalis at the Presbyterian Church at 349 N. Market St. Shelters have also been opened at Boistfort Lions Club, Winlock Community Center, and at Vader Lions Club. The Red Cross has set up a shelter in the in Centralia at the Salvation Army at 303 N. Gold St, at Centralia Middle School, and at Edison Elementary.

11:45 a.m.: Mason County State of Emergency: Mason has experience heavy rain and high winds today. Rain has caused, mudslides, power outages, and down trees around the county. Several residents have experience flooding and mudslides. Co. Commission have declared the county in a State of Emergency

11:45 a.m.: I-5 Lewis County - Washington State Department of Transportation has closed the right northbound lane of I-5 in the vicinity of Chehalis (mile post 72) due to high water. Due to the heavy rains, high water conditions are developing on the highway. A full closure of the northbound and possibly southbound lanes is imminent and likely to happen by early afternoon.

11:40 a.m.: I-90 closure - Interstate 90 westbound over Snoqualmie Pass is temporarily closed at milepost 71 near Easton due to a blocking snow slide that occurred near mile 50. WSDOT crews are responding to the area.

11:31 a.m. - Nathan Hale High School in Seattle closed at 11:00 a.m. today due to flooding and will remain closed until Wednesday, December 5. Parents and guardians are being notified as quickly as possible via an automated telephone system, email and list-serves. Students who receive special education services and who typically travel by yellow school bus will be transported home via school bus.

11:14 a.m. - The Cowlitz County Public Works is advising all Ryderwood Water System customers to boil their drinking water after recent flooding caused a break in the main water line.

11:01 a.m. - King County has activated its Emergency Coordination Center in Renton in response to the severe rain and potential flooding around the county.

10:59 a.m.: Skokomish River flood warning: The National Weather Service in Seattle says heavy rain has driven the Skokomish River to its record level. "This is the worst flood on the Skokomish River in history." Avoid the Skokomish River Valley.

10:59 a.m.: Power outage update:

Snohomish County - approx 400 without power in Clearview. Crews are working on completing resoration due to a tree in the line.

Seattle Lights - 180 customers without power, expected to have power restored by 11:30a

10:53 a.m.: Bellevue road closures: The following Bellevue streets were closed or affected on Monday morning due to flooding:

-The outside (curb) lane of northbound 140th Avenue Northeast, north of Northeast 20th Street, should be avoided due to standing water on the road.

-Southeast 7th Place is closed in both directions east of Lake Hills Connector.

-The outside (curb) eastbound lane of Northeast 20th Street in the vicinity of 140th Avenue should be avoided due to standing water on the road.

-Southbound lanes on 148th Avenue Southeast, between Main Street and Southeast 8th Street, are closed due to water over the roadway.

-Newport Way is closed in both directions west of Lakemont Boulevard.

-The outside (curb) lane on southbound Factoria Boulevard, between Southeast 36th and Southeast 38th streets, is closed.

10:40 a.m.: Hood Canal Bridge closed to vehicle traffic. The bridge is in the open position due to an electrical problem. No ETA for it to reopen.

10:40 a.m.: Coast Guard communications problems: The Thirteenth Coast Guard District Command Center temporarily lost communications with Coast Guard Group Astoria today due to hurricane force winds sweeping the Pacific Northwest. A Coast Guard C-130 Hercules air crew launched from Coast Guard Air Station Sacramento and will be patrolling the northern and central Oregon coast to serve as a communication platform for distress calls. The Coast Guard Cutter Alert and the Coast Guard Cutter Fir, both homeported in Astoria, Ore. will serve as communication platforms.

10:36 a.m.: Lake Forest flooding: Lake Forest Park is experiencing serious flooding. Both McAleer and Lyon creeks and their tributaries are at capacity and overflowing their banks. Road travel can be hazardous. Bothell Way near the shopping center is a single lane. The shopping center near Starbucks is closed because of flooding. Water is over the road in many places including Beach Drive and Shore Drive, 37th near 205th and other lowland areas. NE 162 Street at 35th has been closed because of possible mudslides.

10:31 a.m.: Evacuation encouraged: The City of Bothell, WA strongly encourages evacuation in the North Creek Business Park located between SR 522, north to 240th Street SE, and 120th Avenue NE west to I-405. All businesses within North Creek Business Park are strongly encouraged to evacuate due to rapidly rising flood waters.

10:24 a.m.: King County: The King County Road Services Division reports as least 5 mudslides have prompted road closures in the county. The most serious slides are at Northeast 172nd Street at 152nd Place near Woodinville and at the intersection of Jones Road and 196th Ave. Southeast near Renton.

Crews say drainage from a hillside above Jones Road caused an estimated 200 to 300 yards of mud and debris to flow onto the roadway. The story is similar on Northeast 172nd Street, where 60 to 70 yards of debris has covered that roadway. Clean up efforts cannot even begin until the rain subsides and the hillsides stabilize.

There are also reports of smaller slides partially blocking travel lanes. King County road crews are responding to these and other problems such as downed trees and clogged storm drains.

10:24 a.m.: Emergency shelters: Lewis County authorities announce that as of 10 a.m., shelters have been set up at Boistfort Lions Club, Winlock Community Center, and at Vader Lions Club. The Red Cross has set up a shelter in the in Centralia at the Salvation Army Located 303 N. Gold St.

10:17 a.m.: AP - The Lynnwood fire department says flooding has forced the evacuation of about five residents from an apartment building to the Lynnwood Recreation Center. Everett police says residents of a half dozen homes have been evacuated as a precaution because of an overflowing storm retention pond.

9:18 a.m.: King County activated its Flood Warning Center at 8:45 a.m. Monday to monitor moderate flooding along the Tolt River, as heavy rainfall and melting snow raised the river into a Phase III flood alert level. Additional heavy rainfall could cause other King County rivers into flood conditions.

9:17 a.m.: The Lewis County Sheriff's Office has activated Emergency Operations Centers in Chehalis and Packwood due to severe flooding in Lewis County.

8:48 a.m.: Caller from the Ken Lake neighborhood in Olympia says he now has water running through his backyard. He says there are about 15 other homes with similar flooding.

8:48 a.m.: Mudslide reported in Redmond, WA - A mud slide is partially blocking the westbound lane of SR 202 at NE Ames Lake Road in Redmond. Traffic is slowly getting by the slide. WSDOT maintenance crews are bringing in a backhoe to clear debris from the roadway.

8:48 a.m.: KING 5 News' Tonya Mosley reports Westlake Ave. remains closed in both directions due to a mudslide at 2416 Westlake.

8:41 a.m.: Centralia College annouces its' main campus will close after 8 a.m. classes.

8:37 a.m.: Lewis County issues an update on flood warnings:

The Chehalis River is expected to reach a Phase II level of 70 feet, five feet above flood stage.

Currently the Newaukum is experiencing a Phase II flood level at 10.6'. The Chehalis at Doty is currently at Phase IV at 21.42 feet.

8:32 a.m.: AP - Snow slides have blocked Highway 2 in the Tumwater Canyon between Stevens Pass and Leavenworth. The Transportation Department says a semi-truck and three cars are stuck in the snow. Four people were rescued at 4:30 a.m.

8:32 a.m.: City of Olympia road conditions update:

Motorists are advised the following streets are experiencing flooding due to rain.

Road Closed: West Bay Drive between Brawn Avenue NW and Raft Avenue NW, is closed to all through traffic due to flooding. This is a result of Schneider Creek experiencing high water conditions and flooding.

Flooding Roadways: Public Works street crews have placed warning signs due to flooding at the below locations. Motorists are advised to take alternate routes.

Cooper Point Road and Capitol Mall Drive intersection is currently flooding.

Evergreen Park Drive south to Lakeridge Drive is currently experiencing water over roadway. Motorists are advised to avoid this area.

8:15 a.m.: AP - Seattle Mayor Greg Nickels says the city has opened its emergency operations center to coordinate transportation and utility workers and fire and police response to the rain storm. He says crews are out clearing drainage problems.

8:08 a.m.: Mudslides across the track have halted Amtrak passenger train service between Eugene, Oregon and Vancouver, British Columbia.

8:02 a.m.: KING 5 News Chris Daniels reports winds still continue to buffet Hoquiam where the power is out.

8:00 a.m.: AP - Grays Harbor County Sheriff Mike Whelan says the storm damage on the Washington coast is the worst he's seen in 30 years in law enforcement. Whelan says many roads and highways have been closed by falling trees. The power is out for tens of thousands of utility customers. Emergency officials advised schools in the county not to open today and for non-essential government employees to stay home. Whelan says officials are assessing the damage with daylight.

7:56 a.m.: Tonya Mosley reports all lanes, south and northbound, have been closed at 2416 Westlake Ave. in Seattle. Mud continues to slide from the hillside.

7:48 a.m.: TrafficKING reports continued mudslide closure of the southbound lanes at 2416 Westlake, halfway between Mercer and Fremont.

7:25 a.m.: KING 5 meteorologist Chris Warren reports some of the high wind gusts seen this morning include 84 mph gusts at Destruction and at Tatoosh Island and an 80 mph gust at Hoquiam.

7:24: a.m. From city of Olympia - road update: As a result of the large volume of participation that fell on 12/02 and into 12/03, there is an extensive amount of water that has accumulated on the roadways in different parts of the City of Olympia.

The most significantly flooded roadway as of 7:00 AM was on Cooper Point Rd., SW., from Black Lake Blvd to Capital Mall Dr.

Between 4:00 AM and 7:00AM approximately six motorists became stranded in the approximately 3ft of water that covered the roadway. This portion of roadway will closed to traffic until the water subsides. Motorists should find alternative routes and avoid this portion of roadway until further notice.

7:22 a.m.: Meeghan Black reports the travel time from Federal Way to Seattle is now 123 minutes! 2 hours and 3 minutes, nearly an hour more than normal.

7:13 a.m.: A check of the NOAA Web site shows that at 5:45 a.m., the Skokomish River near Potlach measured 16.64 feet. Flood level is 16 feet.

At 5 a.m. 60 mph winds at Clallam Bay with gusts to 90.

At 5 a.m. near Skokomish in Mason County, more than 4.5 inches of rain reported in pas nine hours. The spotter reports the rain gauge was overflowing.

6:03 a.m.: AP - Because of heavy rain the National Weather Service is warning of flooding on several Western Washington rivers. They include the Elwha, Puyallup, Chehalis, Willapa and Naselle.

6:01 a.m.: Sound Transit says no commuter rail service between Seattle and Everett this morning

5:25 a.m.: Mudslide blocks the southbound lanes of US 101 near SR 8, two miles west of Olympia, Thurston County. The State Patrol is at the scene of a mudslide across all southbound lanes. At this time there is no eta for reopening the lanes. A detour is in place to Shaker Church road, however large commercial vehicles are not able to take this detour and are suggested to find an alternate route.

5:05 a.m.: SR 106 is closed in both directions due to a mudslide and trees in power lines.

Gray's Harbor PUD - 33,000 without power. Crews have been called back to the shop due to severeity of conditions. Hoping to have crews out during the daylight hours to assess damage and being repairs. KING5 News is told it could be as long as 5pm to find out how much damage repairs that might need to be done. Could be days until power is fully restored.

4:00 a.m.: Two Grays Harbor PUD Line workers were injured when the bucket truck they were working in was struck by a tree on the Newskah (pronounced Nish-kah) Road just outside of Aberdeen at about 10pm last night. The workers were part of a crew working to restore power knocked out by high winds.
