WSP arrests police impersonator
01:08 PM PST on Saturday, November 22, 2008
BELLEVUE, Wash. – The Washington State Patrol has arrested a police impersonator. Now investigators are asking for people to come forward if they had a run-in with the suspect.
From the bars on the windows to a decal on the side, it looks like a legitimate Washington State Patrol car.
"You can see that from the back if you're a citizen you'd assume this was a police car," said Sgt. Darren Mihelich, WSP.
The crown Victoria has spotlights, antennas and stickers that make it appear as a law-enforcement vehicle.
State troopers discovered it sitting on the side of eastbound SR 520 – as spot commonly used to by troopers to make traffic stops.
Behind the wheel they found 28-year-old Andy Hicks of Cashmere, Wash. He told troopers he wasn't an impersonator, but they weren't convinced after they found numerous items such as a body armor, a Motorola radio, ticket books, flashlights and binoculars.
What troopers don't know is if Hicks made any traffic stops acting as an officer and victimizing unwitting citizens.

Police impersonator Andy Paul Hicks
This isn't the first time Hicks is accused of being a fake cop. He apparently has made traffic stops in King and Pierce counties, one of which was foiled by a Lake Forest Park officer.
If you have seen him or if you have been pulled over by Hicks, detectives with the Washington State Patrol would like to hear from you.
"If there are any victims out there, contact us about what stops he has done," said Trooper Curt Boyle, WSP.
