Prosecutors plan to charge a third suspect, a juvenile boy, as an adult because of the nature of the crime.

Police believe the two wanted teenage suspects, including the shooter, are either in Pierce or Thurston County.

According to statements to police, the suspects told the victim they wanted to buy marijuana from him. The group met at a Lacey grocery store for the deal, but when the suspects didn t have money Smith took off.

Prosecutors say the group called Smith again and arranged to meet him at the College Glen Apartments. The suspects surrounded the victim s car and when he didn t hand over the marijuana, Smith was shot and killed.

It s caused me a great deal of anxiety, said Susan Emory, who lives at the complex.

With two suspects still at large, neighbors feel uncomfortable going out at night.

For what we know they could still be right here, said Emory.

Family friends say Smith was a loving father to two young girls and was trying to turn his life around. According to court records, the victim has an extensive criminal history including firearms, domestic violence and controlled substance charges.
