BELFAIR, Wash. -- A man who once served as president of the PTA at Belfair Elementary has been accused by federal authorities of recording a child rape at the school.
David Michael Navarro, 37, of Belfair, was arrested last Friday by FBI agents and accused of recording the rape of an 8-year-old girl he knew.
Australian and Denmark police investigating child porn cases discovered the video on the Internet in June or July. Authorities traced the video to Navarro's email address. GSP technology helped investigators determine the video was created in Belfair at the elementary school.
Navarro was arrested in 2009 in San Diego County for indecent exposure and committing lewd or lascivious acts with a child under 14, but the charges were dismissed due to a lack of evidence, according to charging documents.
North Mason School District Superintendent David Peterson said the FBI told him there was nothing the school could have done to prevent the incident, and it appeared the incident did not happen during normal school hours. Navarro had a key to the school because he was using a classroom as part of a community event.
Peterson said Navarro was a active member of the PTA and a volunteer at the school for a while. He said they do background checks on all volunteers. Since Navarro was never convicted of a crime, he had passed the background check in 2011.
