SEATTLE -- The small hole in the fence outside the Victoria Clipper property on the Seattle Waterfront was mended on Monday. The owner has filled it with barbed wire.

This comes after a Clipper was stolen on Sunday. The boat was discovered 300 yards off Pier 69.

Sex offender, Samuel McDonough, was arrested on board the vessel. Court documents show it was his birthday on Sunday, and he was not wearing the GPS devise he is required to wear as a sex offender.

McDonough pleadED not guilty in court on Monday and is being held on $200,000 bail.

Every marine facility under Coast Guard jurisdiction is required to file a security plan with the Coast Guard which inspects each facility at least once a year.

Its not clear when the Coast Guard last inspected the Clipper facility.

The Commander for Coast Guard Sector Puget Sound, Captain Scott Ferguson, says the Clipper incident is under investigation.

We're in the process of investigating what happened, what went wrong, and what we need to tighten up prevent this from happening in the future.
