SEATTLE -- Washington public schools chief Randy Dorn says he believes an initiative to set up charter schools in the state circumvents the Constitution.

Supporters on Friday submitted more than enough signatures to put on the ballot the initiative that would limit who could authorize a new school.

Dorn said it appears to set up an alternative state schools system to authorize and track the progress of charters.

The state's largest teachers union says the privately run, publicly funded schools take money from traditional public schools and have not been shown to do a better job at improving student achievement.

Those behind Initiative 1240, however, say the measure is written to ensure oversight is excellent and quickly shutter charter schools that aren't working.

Washington voters have rejected charter schools three times in the past 16 years.
