3:32 p.m. Press release from King County Metro:

Just as King County road and Metro Transit crews begin to gain the upper hand in their efforts to return roads and transit service to normal this afternoon, there's this: the onslaught of sub-freezing temperatures and a renewed threat of black ice - just in time for the afternoon commute.

Almost all Metro buses will be chained up for this afternoon's commute, and most routes serving the suburban and outlying areas of King County will be on snow routing. When buses are on adverse weather routing, Metro revises its service to bypass hazardous and hilly streets. Passengers should check paper timetables and online schedules for the adverse weather routing for their particular bus route. See Metro Online for information at <http://transit.metrokc.gov>.

2:47 p.m. An accident on Highway 101 at SR 3 near Shelton has resulted in serious injuries and backed up traffic.

2:20 p.m. Washington State Patrol reports that last night through this morning it responded to 653 calls for assistance in King County alone. Of these calls, 242 were collisions. The WSP says once traffic came to a halt in many of areas it never really got going again, creating one of the longest rush hour commutes in recent memory.

1:30 p.m. The National Weather Service has issued a winter storm watch for most of Western Washington from tomorrow evening through Thursday morning. Forecasters say moisture in an approaching frontal system will hit cold air and fall as snow. From the report:

Precipitation should begin as all snow, first at the coast early Wednesday evening, spreading inland later in the evening. As warmer air moves into the air late Wednesday night into Thursday morning, snow will likely change to a mix of rain, snow and possibly sleet or freezing rain. The wintry mix will taper off midday Thursday as the front moves across the area. At this time, snow or ice accumulation remain highly uncertain.

12:55 p.m. The Snohomish County Chapter of the American Red Cross will open an emergency shelter at 1 p.m. this afternoon (Tuesday, Nov.28) at the Community Church of Smokey Point, 17721 Smokey Pt. Blvd., Marysville, for individuals and families without electrical power. "Bring personal hygiene items, medications, and a pillow," said Coni Conner, Red Cross disaster services manager. "Cots and blankets will be available, but shelter occupants might want to bring their own bedding such as a comforter or sleeping bag."

12:47 p.m. Due to the inclement weather of the past 24 hours and the possibility of icy conditions this evening, Seattle University and The Evergreen State College have agreed to postpone tonight's women's basketball game scheduled for 7 p.m., at the Connolly Center. The two teams have agreed to reschedule this contest for Tuesday, January 30, at 7 p.m., at the Connolly Center.

12:33 p.m. Continued problems along SR 16. The left lane is blocked westbound at Pearl Street. And two lanes are blocked heading eastbound on the east side of the Tacoma Narrows Bridge.

12:30 p.m. A KING 5 crew just called in to say there are two new spinouts on I-5 between Mount Vernon and Stanwood. Very slick conditions.

12:24 p.m. SkyKING just flew over the intersection of 277th and 274th in Kent. Dozens of abandoned cars are lined up along the side of the road, and just a couple people are starting to come back to recover their vehicles. "This is a scene that's being repeated over and over in the Highlands of Kent and Auburn," said Gary Chittim, who's in SkyKING.

12:21 p.m. Traffic cameras are showing new spinouts along northbound 405 near highway 522.

12:10 p.m. Fantasy Lights at Spanaway Park will be closed this evening due to inclement weather. It is scheduled to be open tomorrow from 5:30 to 9 p.m. and each day through Sunday, Dec. 31.

11:42 a.m. Latest from the WSDOT: Maintenance crews are busy clearing snow, treating roadways with de-icing agents, and helping motorists stranded on state highways. There are a number of trouble spots throughout Western Washington. Snow accumulation and ice have caused backups on I-5 in northern Lewis County and further north along the I-5 corridor. There is also snow and ice accumulation on state highways in Pacific and Wahkiakum counties. Delaying your trip through the worst areas is advised. If you do need to travel, WSDOT urges motorists to check the routes prior to travel, and be prepared for significant delays.

11:38 a.m. The Seattle Animal Shelter reminds all pet owners that winter weather poses special risks to pets. When temperatures fall, pets need extra care to help keep them comfortable, cozy, healthy and safe. To help those dogs left outside, the shelter is also soliciting new and used dog igloos and doghouses to be redistributed to pet owners in need. For more information, call (206) 386-PETS (7387).

11:23 a.m. A semi has jack-knifed on Highway 522 near Maltby, shutting down the roadway.

11:20 a.m. Chris Daniels says the steep hill at Kent Des Moines road near Pacific Highway has been sanded. This was big trouble spot for drivers last night and this morning.

11:12 a.m. Jane McCarthy called in to report that communities east of Hamilton in Skagit County have been hit hard by falling trees. Power and phone service is out in many homes in Lake Tyee, Rockport, Marble Mount and Day Creek. Deputies are going into these neighborhoods and checking on people, and they're bringing out people who need provisions and medication.

11:03 a.m. Paul Aker is driving along southbound I-5 near Centralia. He says traffic is moving 20-30 MPH with numerous accidents due to ice. Two cars and a semi collided near Lacey in southbound I-5 with minor injuries.

10:50 a.m. Now that the morning commute is over, WSDOT crews are planning for the evening commute. In the coming hours they plan to:

- Apply liberal amounts of de-icer and sand to break up the icy spots on urban roads

- Come back through with plows and graders to push that moisture off the road

- Let Mother Nature's light winds dry the road under clear skies to evaporate what moisture is left on the roadway

Once the roads are bare, tonight's plunging temperatures will not have the moisture they need to form black ice. However, in areas that stay shaded or stay wet, there is certainly a risk of black ice forming overnight, especially in the suburban areas.

Southbound I-5 near Grand Mound is now open. It opened at 8:45 a.m. Southbound I-5 from Maytown to Chehalis is slow from earlier collisions and closures.

Pierce County

The Tacoma Narrows bridge deck is looking much better.

King County

I-405 to SR 181 in Renton is closed.

Snohomish County

The rest areas at Smokey Point on northbound and southbound I-5 are still closed due to power outage. SR 9/SR 522 has been hit hard by icy conditions.

Whatcom County

All roads north of Bellingham have compact snow and ice. Conditions are better south of Bellingham. Bellingham has low visibility and winds up to 30 miles per hour.

Skagit County

Most roads are bare and wet, but it is extremely cold.

Jefferson County

Chains are no longer recommended for semi-trucks on U.S. 101 between the Big Quilcene River (milepost 297) and Bee Mill Road (milepost 303) in the Mt. Walker.

Island County

Highway 20 south of Oak Harbor on Whidbey Island has compact snow and ice. Drivers should watch for downed trees.

Clallam County

SR 117 (Tumwater Truck Road) near Port Angeles remains closed to traffic in both directions until further notice due to snow and ice glaze.

Snoqualmie Pass

I-90 Snoqualmie Pass - traction tires advised.

Alternate Passes

US 2 Stevens Pass - Traction tires required. Chains required on vehicles over 10,000 gross vehicle weight.

10:22 a.m. More than 350,000 students in the central Puget Sound area alone got snow holidays today, including roughly 76,000 in Seattle and Tacoma.

10:13 a.m. The Woodland Park Zoo is open. Spokesman Jim Bennett says a few keepers had trouble getting to work but animals are getting food, water and their daily care. He says many of the animals can handle the temperatures in the 20s. The wolves love it and the bears don't care, although they are a little sleepy this time of year.

9:53 a.m. Jane McCarthy reporting from Mount Vernon warns people driving up I-5 in northern Skagit and Whatcom counties that some of the trees along the freeway are falling under the weight of all the snow.

9:50 a.m. The freeways are beginning to clear, but patches of ice remain. And the surface streets remain slick and dangerous in many areas. WSDOT's latest traffic update follows:

Thurston County

Southbound I-5 near Grand Mound is now open. It opened at 8:45 a.m.

Northbound I-5 at the Thurston/Lewis county line has slow moving traffic. The worst area is from milepost 85 to 92, the Maytown rest area.

Pierce County

SR 512 was reopened at 6:36 am after extensive sanding.

The Tacoma Narrows bridge deck is icy. Traffic is moving very slowly. We cannot use sand on the bridge deck. Liquid de-icing units are en route. Semi-trucks restricted to right lane only for westbound travel.

The SR 16/I-5 interchange is also icy. Difficult driving at SR 167 and SR 410, the interchange is icy.

King County

SR 518 to and from SeaTac Airport looks good. Westbound SR 516 to northbound I-5 is now open.

Snohomish County

The rest areas at Smokey Point on northbound and southbound I-5 are still closed due to power outage.

Whatcom County

All roads north of Bellingham have compact snow and ice. Conditions are better south of Bellingham. Bellingham has low visibility and winds up to 30 miles per hour.

Skagit County

SR 9 is now completely open. Most roads are bare and wet, but it is extremely cold.

9:36 a.m. State Patrol says it is attempting to clear the roadways of abandoned cars, but in order of priority. First, vehicles on the elevated structures such as overpasses. Then, any vehicles left in hazardous areas or blocking snow plows or sanders. "We would encourage you to try to get (your cars) as quickly as possible," said Trooper Jeff Merrill. "Our goal is to get them removed and try to get DOT to plow those areas before we have another storm front come in." Merrill said they had "hundreds" of collisions last night.

9:25 a.m. I-5 at Grand Mound has re-opened for traffic in both directions.

9:20 a.m. Snohomish PUD now reports 14,000 customers remain without power, mostly in the North Snohomish County area. PUD is calling in mutual aid crews from other parts of the state.

8:47 a.m. All locations of King County District Court are closed today. All hearings scheduled today will be rescheduled by the court and people will be notified by mail. There is no need to contact the court as the hearings will be automatically rescheduled. Also, all Bothell Municipal Court hearings scheduled for today are cancelled and will be rescheduled for Monday, Dec. 5. For details, contact the Court at 425.487.5587.

8:34 a.m. Traffic is beginning to show some improvement on the major freeways and highways, largely because fewer people are on the roadways (lots of folks staying home today). Southbound I-5 from Lynnwood to Seattle is moving smoothly, although slowly. Same story on I-405 at NE 160th. The worst trouble area remains I-5 in the Federal Way vicinity, with large numbers of abandoned cars. And SR 16 around the Tacoma Narrows Bridge, where ice has triggered numerous accidents.

8:19 a.m. For those keeping track, Seattle is now just .07 inches away from breaking the all-time monthly rainfall record.

8:10 a.m. Latest traffic report from WSDOT:

Lewis County

Southbound I-5 near Chehalis is completely closed at milepost 88 due to numerous collisions and jack-knifed semis. Crews are in the area applying extra abrasives to the road and tow trucks are on route to clear the area. The back ups extend more than seven miles. A detour is in place. We expect to reopen the area at 9 a.m.

Pierce County

The Tacoma Narrows bridge deck is icy. Traffic is moving very slowly. We cannot use sand on the bridge deck. Liquid de-icing units are en route.

Difficult driving at SR 167 and SR 410, the interchange is icy.

King County

8:00 a.m. Believe it or not, Everett Transit is operating on its normal weekday schedule and is not currently experiencing any delays in service.

7:57 a.m. Several accidents, spinouts and disabled vehicles in the Federal Way area of northbound I-5. The northbound ramp on to SR 516 is closed due to a stalled truck. Traffic begins to clear north of Kent.

7:53 a.m. More details on the I-5 closure in the southbound lanes at Grand Mound, mile post 88, near the Thurston County line. All southbound traffic is being diverted off the freeway and renters on Harrison Avenue. This is due to a large area of ice that has sparked multiple accidents. WSDOT says the closure will last until approximately 8:30 a.m.

7:45 a.m. WSDOT reports that SR 16 between Gig Harbor and I-5, including the Narrows Bridge, is a major trouble spot. "A sheet of ice." Lots of accidents and spinouts in the area.

7:44 a.m. King County Metro says buses are observing snow routes. They won't stop on icy hills, so in some cases you may need to walk (carefully) to the top or bottom of the hill. Wait times will vary. Also, buses will not drive down roads that have been closed.

7:37 a.m. Pierce County government offices are opening up to two hours late today to allow employees to travel safely from home to work.

7:35 a.m. Due to extremely icy conditions, Community Transit and Sound Transit will operate limited commuter service to downtown, the University District and the Eastside this morning. Community Transit will not operate 60-foot articulated buses. Service will be available at all major park & rides, but will not be available on surface streets except Route 417 between Mukilteo and Seattle.

7:27 a.m. Traffic update from WSDOT:

King County

The 320th ramp from northbound I-5 has reopened. Three semis have spun out on SR 522 at 160th, the road is completely blocked. The worst areas right now in the south end include I-5 and other state routes in Kent, SR 518 to northbound and southbound I-5.

We are applying extra abrasives to SR 518 between the Airport Drive through the northbound ramp to I-5. In Bellevue, ramps leading to I-405 are icy. WSDOT crews recently deiced the mainline in Bellevue. I-90 east of Issaquah is tough because the wind is blowing. The I-405/SR 522 interchange is getting better. We have trucks and sanders and tow trucks out there to get traffic moving again.

Pierce County

7:25 a.m. The state Transportation Department says highway crews have been working around the clock in Western Washington. More than 100 trucks are clearing snow and applying sand and de-icer and helping clear accidents. The department is urging drivers to stay off snow and ice-covered roads unless they absolutely need to travel.

7:23 a.m. Southbound I-5 is closed at Grand Mound, south of Olympia, due to a large number of accidents.

7:15 a.m. Multiple accidents and spinouts litter northbound I-5 south of Southcenter. Southbound I-5 is jammed, yet there are fewer accidents. Aerials from TrafficKING in Redmond show long lines of abandoned vehicles from people who tried to make it up icy hills. "It's amazing," says Eric Kirchner in TrafficKING. "Bellevue, Renton, Kirkland, everywhere we went so far this morning it's the same, with the exception of Everett."

7:08 a.m. WSDOT says travel times are being removed from the readerboards over the roadways because they're not accurate. There are too many variables due to icy conditions.

7:03 a.m. There will be no garbage pick-up in Seattle today. And Allied Waste of Bellevue and Lynnwood is telling its employees not to report to work today.

7:02 a.m. Naval Station Everett says only essential people should report to the station today.

6:54 a.m. An update from Sea-Tac airport: long lines, but spokesman Bob Park says they're still in business. Some airlines may delay take-offs for de-icing.

6:53 a.m. KING5.com is experiencing some technical issues and is not loading for all visitors. We apologize for the problem, and we're are working to fix it as quickly as possible.

6:45 a.m. Puget Sound Energy spokeswoman Dorothy Bracken says the utility has 100 scattered outages, and she couldn't say how many customers are affected. Most are in rural areas of Island, Kitsap, Jefferson, Skagit and Whatcom counties. She says crews should restore most of the outages today. But one area will take at least until tomorrow. That's in Skagit County between Hamilton and Concrete where crews have to hike through snow two feet deep to reach downed lines.

6:43 a.m. No garbage pick up in Kent today.

6:33 a.m. Snohomish PUD reports 16,000 customers without power, most in the northern part of the county. They have 52 crews working around the clock and are asking for additional help from Eastern Washington crews.

6:17 a.m. Reports from Sea-Tac Int'l Airport indicate passenger movement through security check points is slowing down because many screeners have not been able to report to work. The long lines, if they continue, may lead to delayed flights. If you have a flight at Sea-Tac this morning, you're asked to get there as early as possible.

6:09 a.m. WSDOT releases 6 a.m. road conditions update:

King County

Traffic volumes on SR 167 are starting to build. Three semis have spun out on SR 522 at 160th. The worst areas right now in the south end include I-5 and other state routes in Kent, SR 518 to northbound and southbound I-5.

SR 512 closed between Tacoma and Puyallup.. Drivers can expect icy conditions on the Tacoma Narrows Bridge (SR 16). In other locations crews report up to an inch of snow on state highways and temperatures below freezing.

Snohomish County

I-405 is mostly clear. WSDOT maintenance is on the scene.

SR 9 is now open, one lane only, between SR 534 and Camp Brotherhood. The road is closed after that to Bryant Road. SR 9 south of Arlington is compact snow and ice and trees are still blocking parts of lanes, Use care when traveling through the area.

Jefferson County

Chains are strongly recommended for semi-trucks on U.S. 101 between the Big Quilcene River (milepost 297) and Bee Mill Road (milepost 303) in the Mt. Walker.

Island County

Highway 20 south of Oak Harbor on Whidbey Island has compact snow and ice. Drivers should watch for downed trees.

Thurston County

Congestion and difficult driving on I-5 south of Olympia. Crews report snow accumulations of up to an inch on state highways and temperatures below freezing.

Clallam County

SR 117 (Tumwater Truck Road) near Port Angeles remains closed to traffic in both directions until further notice due to snow and ice glaze.

6:09 a.m. Microsoft clarifies status of Redmond campus. Microsoft says the campus will be open but services will be reduced.

5:58 a.m. AP reports: The national Weather Service has a snow advisory this morning for up to two inches of snow in the southwest interior of Washington. Forecasters say it will be windy in Western Whatcom County, which was hit hard yesterday by snow. Forecasters say it will remain cold today and tonight in Western Washington.

In Eastern Washington, forecasters are warning of wind chill this morning in many areas, including Spokane. Isolated snow showers are in the forecast. And tonight, forecasters says temperatures will fall below zero in some places in Eastern Washington.

5:38 a.m. Tacoma Public Libraries announce all locations will be closed today.

5:32 a.m. Waste Management in Seattle says there will be no garbage pickup in Renton, Burien and south unincorporated King County because of the ice and snow.

5:00 a.m. Community Transit issues following statement on schedules: As of 4:43 a.m., due to extremely icy conditions, Community Transit and Sound Transit will operate limited commuter service to downtown, the University District and the Eastside this morning. Community Transit will not operate 60-foot articulated buses. Service will be available at all major park & rides, butwill not be available on surface streets except Route 417 between Mukilteo and Seattle. Route 477 between Brier and downtown Seattle will not operate.On Route422 between Stanwood and Seattle, only one trip is planned, starting at 6 a.m.

Due to the icy conditions, Local service will be available on major arterials, but many local routes may not be able to operate.

4:07 a.m. Sound Transit says Sounder commuter trains should be running on normal schedule.

St. Express Bus service in Snohomish County is running on Sunday schedules, except for Route 532, which will run hourly and Route 513 which has been cancelled.

3:55 a.m. People at Sea-Tac Int'l Airport say they've been waiting for hours for a taxi.

2:00 a.m. Washington state DOT says it will activate its Emergency Operations Center early Tuesday to manage the morning commute response to challenging winter conditions in Western Washington.   WSDOT crews are working around the clock clearing snow, applying sand and deicer and responding to blocking incidents. 

Drivers should expect slick conditions across Western Washington with snow and/or ice on most highways and freeways.  WSDOT urges drivers to stay home unless they absolutely need to travel.  Here are some of the critical areas at this hour:

King County

A collision has closed both lanes of SR 509 at the S. 128th Street exit in Burien.  Drivers are able to get off the freeway at the exit and back on at the on-ramp.

I-90 is back open at Sunset Way in Issaquah after numerous collisions Monday night.  Drivers can expect compact snow and ice on the freeway.

Southbound I-5 remains congested between I-405 and SR 516 due to numerous disabled vehicles.

Northbound I-5 traffic is improving, but drivers can still expect delays between North Seattle and the Snohomish County line due to snow, ice and collisions.

WSDOT expects to open the I-5 Express Lanes in the southbound direction by 5 a.m.   Crews were planning to open the lanes at midnight, but they had to wait for a tow to clear a disabled vehicle that got stuck in the gate entrance at Northgate.  Crews are applying deicer to the entrance and exit ramps.

Snohomish County

Northbound I-405 is backed up between NE 124th Street in Kirkland and SR 527 in Bothell.  All lanes of the freeway are open following a long closure Monday night due to multiple collisions.

The rest areas at Smokey Point on northbound and southbound I-5 are closed due to power outage.

SR 522 is back open from SR 9 to Paradise Lake Road near Woodinville WSDOT crews sanded the highway Tuesday night, but drivers should be cautious due to snow and ice on the roadway.

Whatcom County

All lanes of southbound I-5 remain blocked at milepost 263 in Ferndale by a jackknifed semi.

All roads north of Bellingham have compact snow and ice.  Conditions are better south of Bellingham.

Skagit County

SR 9 is closed between SR 534 and Bryant Road due to falling trees. This five-mile section closed at 5 a.m. Monday and will reopen when WSDOT crews determine it is safe.

Jefferson County

Chains are strongly recommended for semi-trucks on U.S. 101 between the Big Quilcene River (milepost 297) and Bee Mill Road (milepost 303) in the Mt. Walker.

Island County

Highway 20 south of Oak Harbor on Whidbey Island has compact snow and ice.  Drivers should watch for downed trees.

Pierce County

No weather-related closures to report.  Drivers can expect icy conditions on the Tacoma Narrows Bridge (SR 16).  Late Monday night WSDOT cleared a midspan collision on the bridge. In other locations crews report up to an inch of snow on state highways and temperatures below freezing. 

Thurston County

No weather-related closures to report.  Crews report snow accumulations of up to an inch on state highways and temperatures below freezing.

Clallam County

SR 112 near Port Angeles reopened at 5 p.m. Monday. The route had been closed in both directions between mileposts 23 and 61.

SR 117 (Tumwater Truck Road) near Port Angeles remains closed to traffic in both directions until further notice due to snow and ice glaze.

Snoqualmie Pass

I-90 Snoqualmie Pass - traction tires advised. 

Alternate Passes

US 2 Stevens Pass - Traction tires required. Chains required on vehicles over 10,000 gross vehicle weight.

US 12 White Pass - traction tires required

US 97 Blewett Pass - traction tires advised
