Drivers who use the 520 bridge pass them everyday; ramps built in 1963 but never completed. They're known as "The Ramps to Nowhere". But now, thanks to some creative locals, they've turned a part of it into Seattle's newest outdoor art installation called, "Gate to Nowhere".
