Secretary of State Sam Reed says a special election to replace Democratic Congressman Jay Inslee in the 1st district will require the state to reimburse counties $770,000.  His office is also looking at spending about $100,000 on voter education.  In an Up Front interview, Reed responds to criticism from Democrats that the costs are inflated and that he has a conflict of interest.
