New poll shows Referendum 67 still too close to call

SEATTLE – A new poll released just 24 hours before election day shows Referendum 67, a controversial law aimed at requiring insurance companies to make good on their policies or face triple-damage lawsuits, is still too close to call.

The poll, conducted by SurveyUSA for KING 5 News, shows 41 percent of voters either likely to vote yes or leaning towards voting yes.  42 percent are voting or leaning towards no.  17 percent are not certain.

On Resolution 4204, which would make it so school levies only need a simple majority to pass instead of the current supermajority, 55 percent of voters say they are voting or leaning yes.  33 percent say no.  11 percent are not certain.

The numbers have changed dramatically for Initiative 960 -- the initiative by Tim Eyman requiring a two-thirds majority in the legislature or voter approval to pass new taxes.  50 percent are saying yes.  33 percent are saying no.  17 percent are not certain.

Just a week ago, the measure was losing, 44 percent to 22 percent.  SurveyUSA says the reason for the dramatic change may be the wording of the question.  In last week's poll, the question asked "On Initiative 960, about state taxes, are you certain to vote Yes? Certain to vote No? Or not certain?"  SurveyUSA suggests that the wording may have caused some to think a "no" vote would actually make it harder to raise taxes, when in fact, a "yes" vote would have that effect.

The new poll asked "On Initiative 960, which would require two thirds legislative approval, or voter approval, on taxes, are you certain to vote Yes? Certain to vote No? Or not certain?"

Only the final results after Tuesday's election will reveal which poll was more accurate.

593 likely and actual voters were polled, with a margin of error of +/- 4.1 percent.
