OLYMPIA, Wash. -- Washington Gov. Chris Gregoire said Thursday she is exploring whether to privatize the state's lottery and highlighted other ways that her government is outsourcing duties.
   
Gregoire said the privatization could generate savings and potentially new revenue for the state, so she wants the lottery to solicit proposals from the private sector to determine whether such a shift is feasible. The state would still maintain an oversight role.
   
"If it can be done better and produce more revenue, then we should absolutely move forward," Gregoire said. She also said the government shouldn't be in the business of gambling.
   
The lottery brought in $523 million in revenue in the last fiscal year, with most of that money going back out for prizes, commissions and administration. About $150 million went to state education, economic development and other programs.
   
Some 140 people work for the lottery.
   
Arlen Harris, a spokesman for the lottery, said it remains to be seen how the current system will stack up against private proposals. He said about a half-dozen states have private contracting with their lotteries.
   
"We applaud the governor for looking at all options and entertaining reform on this level," Harris said.
   
Gregoire said the state is also going to put up other state work for private bidding, including bulk printing, website development and some government mail services. She separately proposed the elimination of the three-person Liquor Control Board and suggested the use of a director to oversee licensing and enforcement.
   
Washington voters resoundingly approved the privatization of the state's liquor sales and distribution last month. That new system is expected to bring in more money for state and local governments.
   
Gregoire's privatization discussion came just a few hours before her appearance in Seattle at the annual meeting of business group Washington Roundtable.

Gregoire, if you want to privateize something go for the ferry system. If people want to live on the islands it is time they realize that privlage comes with a price sometimes. If you use it pay for it. Toll the highways also but take the tax off the gas pumps. Now thats fair. Just get BIG Bloted Goverment out of the state and our lives.

Intrepid 1, please learn how to perform simple percentage calculations, most 7 yr old's are capable of performing. Please learn to read and do the math at the same time.

The Washington State Lottery would be on the WORST USA CHARITY list. The lottery est. collected $2 Billion and only $500 Million went to education budget, or 25%. The Seattle School district financial report states less than 40% for actual school classroom funding, 60% were used for small business, paying off hidden debt and unused building, etc... The real amount that end up in the class room is less than 10%. That means for every $1.00 donated to the lottery less than 10 cents make it to the classroom. That would place the Washington State Lottery for education online and on air advertising for the State Lottery in the same category as the list of most fraudulent charity online!

Actually, what privatization of the lottery would decrease the revenue generated by ticket sales. See, what happens is that for a profit to be made, less of each ticket sale would go into the general revenue and more into administrative "overhead" costs (which include profit-taking). This is what will happen as a result of the privatization of the of the state's liquor sales and distribution... which was run "at cost" with 100% of profits going to the State (now, only a percentage of profits would go to the state, through (mostly) licensing and taxing). I do hope they are doing "due diligence" in reviewing this by doing a cost-benefit analysis... my experience is that this sort of thing seldom happens, though.

Notice the government labor union workers could not even find 25% in revenue when they were running the entire gambling scam! Where do they get this idea they can collect more in taxes from the citizens! I've paid more taxes than Washington State Labor Unions and Government Workers. When are the government workers going to pay their fare share?

The lottery took in over $2 Billion ($2,000,000,000)! Not million but billions! Where did all the money go? Notice the nine (9) zeros after the 2! Where did all the money go? It looks a lot like some of the worst donations one ever make, except it's government workers holding the education system in hostage!
