WARNING: VIDEO CONTAINS GRAPHIC IMAGES

ONALASKA, Wash. – Police say a horse owner in Lewis County could face animal cruelty charges. Neighbors noticed one of her horses was severely neglected, and contacted police. But help arrived too late.

Tuesday night, Hailey Nelson arrived horse trailer in tow, with every intention of taking the law into her own hands and launching a rescue operation.

Last weekend, she spotted four horses across the street from her family's cabin in Onalaska. One of them was a young foal, who's halter had been left on so long and so tight, it was embedded in its skin.

"I noticed it was freshly bleeding because how hard the bolts on her face were being pushed in," said Nelson. "It smells like death, 'cause she was rotting."

Nelson, who owns horses herself, said it was hard to bear. "I have a 14 month old foal at home, and just seeing the age comparison, knowing it could be stopped ..."

She had to do something, so she called police.

Kim Kune, an investigator from Pasado's Safe Haven, also came out to check on the horses.

"This is a young horse, probably 10 months old, the halter was put on and the horse was left," said Kune. "As this horse was grown the halter is now buried in the face."

But by the time authorities arrived Tuesday, only the three adult horses remained. Apparently, the woman who owns the horses had the foal put down before police arrived.

A spokesperson for the owner tells KING 5 that the owner checked the halter a month ago and it was fine. When she tried to remove it last night, the horse lashed out violently. She felt she had no choice but to have it put down.

While leaving a horse in such a state of neglect is illegal, Lewis County Sheriff's deputies say the owner has every right to put her horse down as long as she wasn't trying to destroy evidence.

The three other horses appear in decent shape, one of them appears to be pregnant.

Fearing history will repeat itself, Nelson plans on contacting the owner and offering to take the horses off her hands.

"I will take care of it on my own if that's all it takes," says Nelson.

Lewis County Prosecutor Michael Golden said he is waiting until investigation results are received from the Lewis County Sheriff’s Office and will make a decision about possible animal cruelty charges.

“The grotesque nature of the animal’s injuries and subsequent suffering is appalling. Charging decisions will be made as soon as we determine who all is responsible for injuries sustained by the foal and if other animals are in danger,” he said.

Has anyone done any follow up on this case? King 5 News? Pasado Safe Haven? Anyone? Was the body of this colt destroyed or buried before an autopsy by a certified veterinarian completed? Was photo evidence saved? Did the Lew County Sheriff's Office complete their investigation (at this time of writing, four months ago)? Did the Lewis County Prosecutor Michael Golden press charges? Do the remaining adult horses (including the pregnant mare) still reside, neglected, in this field? Does anyone CARE? Or is it just the sensational story of the moment, and the moment is passed and it is time to move on? Please, can someone DO SOMETHING about this case, at least find out the status of it?!!!!

I say let old west justice be served: Let this Lady Nelson who wants to take law into her own hands (and probably rightfully so I say) and this horse neglecting woman both strap on .45 Peace Makers stand at twenty paces and commence a-killin' each other. Whoever is standing gets the remaining horses. Nuff said!

This woman was lying. If not, she is just plain stupid. Take the animals away from her. She is not competent to care for them.

I've been around horses for 47 years and have been breeding horses and ponies for 24 years. THERE IS NO WAY THIS HORSE GREW THAT MUCH IN A MONTH. This woman is a complete liar. And the fact that she left the horse with a nylong halter and has barbed wire as fencing should be reason enough to take the other horses away. No surpise the filly with the halter imbedded in her head tried to kick her - she probably hasn't been able to eat because her mouth was clamped shut. SHAME ON OFFICIALS FOR LETTING THIS WOMAN OFF.

Why is she being charged. People are all yelling about big government over stepping its bounds, is this one? The Premise for prosecuting is humans that do this eventually do this to people. Is that true, is that the case here. neglecting human and animals are very differnt. Malicous , cruel, intentional, pleasure,.. the Public wants their pound of flesh whener the're OFFENDED and thats the way the laws are now. We replaced the whimisical laws of a KING with whimisical laws of the public masses,... so is this Perp a Public threat or just offended the public ?

First and foremost, the other animals need to be taken away from her, then she needs to be fined (to pay for their future care), then she needs to go to jail and never be allowed to have animals of any kind ever again.

People should be held accountable for animals, just like the are for children. TOOOO many animal abusers just get probation or a SMALL fine..Abuse a child and you go to jail. Animals have emotions,,,feelings,,pain, and suffering. Just like a childTie something on that (whatevers) head and forget about her. She did destroy evidence.Hopefully there are pictures.

You don't put a horse down just because it "lashes out" at you when you're trying to take off something embedded in its skin!! She should've had it sedated so the halter could be removed and proper medical treatment applied. Of course it's going to act up when you're doing something that obviously causes it PAIN. And checking the halter a MONTH ago on a growing horse???!! Don't even get me started. SHE IS OBVIOUSLY DESTROYING EVIDENCE (in this case, taking a LIFE) to cover her criminal behavior. Why did that one need a halter when the other 3 horses didn't have them on? We don't turn our horses out with halters just for the fact they could get snagged and injure the horse. This is DISGUSTING. Kudos to Miss Hailey for taking action!! We need more of her kind in the world! I pray these other 3 horses are taken from this woman, ESPECIALLY if one is pregnant!!

The foals remains need to be confiscated by AC/Police. That is evidence, and this IS A CRIME.

Oh my gosh! I live in Onalaska and this is very close to where I live. I have never been to the Nelson's cabin but I know where it is and to think that something this terrible is just happening around the corner and it took someone finally paying attention is heartbreaking an disgusting. I do not know who this women is but if Mrs. Nelson doesn't have a enough room for these horse (even though she is willing to take them) I would be willing to house one with permission from my land-lord. This is a terrible event and I am still having a heck of a time trying to bring to terms that it is so close to home.

It doesn't say a vet put the foal down. The owner could have dispatched the foal herself or had a neighbor or friend do it. I hope the authorities look into how the foal was put down, because if they did it without a vet under these circumstances, it definitely looks like "hiding evidence".

I wont even look at the pictures, I am sure they are horrific. WHY people do this I will never understand. The other animials should be removed from this loser's "care". IDIOT. If you cannot feed the animal or be bothered to take care of it, why have it? Absolute scum... I'd like to think she'd get put in that too tight bra and overfed - nice fantasy but sadly this scumball will probably be allowed to just go on with her life. Lets just wish her some BAD karma.

It would seem to me that the owner of this horse was trying to hide evidence by destroying it. That halter was on there cutting into that poor horse for way more than a month.

As a former horse owner I can tell you a horse does NOT grow out of a halter in one months time..........this woman definitely neglected the colt............besides that, any horse owner I know doesn't even leave halters on horses out in pasture....there are too many things they can get hung up on.

Kudos to the brave young lady who confronted this ... what a hero! Please! if this isn't destroying evidence, not to mention the initial crime of animal neglect, then you're smokin'. A horse cannot grow too fast to take the five minutes it would take you to remove equipment. But this raises the question.. If you own an animal should it be ok to kill it (or 'put it down') when it isn't convenient anymore? If the kitty pees on the carpet can I just throw it in the river? Since it's dead then it sn't abuse? It is legal Inow I guess but it shouldn't be. This needs to be adjudicated. That was WRONG. THANKS!!! King 5 for airing this story.

It is so obvious that the horse was neglected. That halter had been cutting into that horse for months! Of course the horse went nuts when they tried to remove the halter!!!! The horse needed to be heavily sedated to remove something so horridly painful. Hailey should be very proud of her efforts. It was an admirable thing to do and not easy to find the right people to handle the situation. Her dogged determination to try to find the horse after the owner moved it when she found out that people were after her, is admirable. The owner obviously put it down to hide the evidence, certainly not to help the poor horse. Why now would she finally take care of it the same day people were after her? I hope she goes to prison over this!! Law enforcement needs to make sure of it. In any case, Hailey Nelson is a HERO in my eyes.

This horse owner should surrender her animals if she's really this stupid. It's obvious from ANYONE that the halter was left for months and how stupid does she think people are to believe that she checked it last week and it was fine. Here's an idea. Let's tie her up with a rope and drag her behind that horse trailer for about 5 miles and see how she holds up. JUSTICE would then be done.

the horses owner should be put into a way to tight fitting bra and fed until she becomes obese.... that way she can suffer the same pain as the foal did.

As a former vet tech, from the photos/video shown, it is very hard to believe that foal had been "fine" a month before. The halter was embedded very deeply in the poor colt's head, visible in the picture. The skin had begun to try to grow over the halter in front. I hope that the owner is charged, as the photos should be proof enough of abuse/neglect. I certainly hope that Pasado's Safehaven pursues criminal charges against the owner. There is NO EXCUSE for this kind of treatment of an animal.

I hope this woman has her rights to own animals PERIOD taken away. That is a horrifying picture of the foal. I can't even invision the pain that poor thing was enduring. Then to have it's life ENDED instead of being put into a decent home where it could heal!!! Absolutely DISGUSTING.
