SHORELINE, Wash. – The owner of a dog who neighbors say has been locked up alone in the basement for months says he is talking to animal control, but he has no intentions of giving up his dog.
"It is just unbelievable the stench the poor dog lives in," said neighbor Gerry Harris about the conditions Lucky is living in. "There's moldy feces all over the floor in there and he urinates in there, has no place to sleep."
Lucky's owner says someone drops by several times a week to feed the dog and let him out. Animal rights organizations don't buy it.
"We do see this a lot. We go on cases all the time across the state, but I am really surprised that they've locked him in a basement. Why not just give him away?" said Kelly Page of Dogs Deserve Better.
Lucky's owner tells KING 5 that the dog is not locked in the basement and that he has the run of the house. He also says he is talking with animal control, but will not give up the dog.
Christine Lange of King County Animal Control said if negotiations with the owner do not result in the dog voluntarily being placed with a rescue group, animal control is prepared to use the search warrant to remove him.
Lucky's owner also says he is from Russia and claims his neighbors have long made racist comments toward him.
