Wash. Senate passes $804 million tax package

OLYMPIA, Wash. - After two days of contentious debate, the state Senate on Sunday approved an $804 million tax package that is centered on a three-tenths-of-a-cent sales tax increase.

The measure passed on a 25-23 vote, with six Democrats crossing the aisle to vote against it. Once the House passes its proposed revenue plan, both chambers will go into final budget negotiations.

"This is one of the toughest votes I have taken in my political career," said Sen. Tracey Eide, D-Federal Way. "Do I want to raise taxes? I say no, hell no, I don't want to raise taxes. Who does? But I have a constitutional duty to balance this budget."

The sales tax increase approved by the Senate, to expire in 2013, is worth about $313 million, and includes a rebate for lower-income people.

The measure also increases taxes on several kinds of service businesses for three years, raising about $170 million. Another $30 million would come from charging sales tax on bottled water. It also repeals a sales-tax break to some companies based outside Washington, following the state's loss in a recent court case with Dot Foods that cost the state about $118 million.

More than a dozen Republican amendments were introduced and debated for more than four hours on Saturday, including one that would require voters to approve the taxes. All were rejected except one, which would take away lawmakers' expense allowances if the sales tax is extended beyond June 30, 2013.

Debate on final passage of the bill lasted more than an hour Sunday, but before a final vote could be taken, Sen. Don Benton, R-Vancouver, made a motion that lawmakers vote on each of the 21 tax provisions in the bill. Lt. Gov. Brad Owen, who is also the Senate President, ruled against that request. Republicans further sought to delay the vote on the tax bill by seeking to have the measure indefinitely tabled, but that request was denied as well.

Republicans argued that Democrats have continued to increase spending, and tried hard enough to make government more efficient before seeking more revenue.

"Just like the people at home, we should tighten our belts," said Sen. Cheryl Pflug, R-Maple Valley.

Sen. Rodney Tom, D-Medina, said he was voting against the measure because it was too big.

"The inclusion of a sales tax is very harmful on an economy that is struggling to recover," he said. "I don't think we've fully recognized where our economy is at."

Other Democrats who voted against the measure were Sens. Steve Hobbs of Lake Stevens, Claudia Kauffman of Kent, Derek Kilmer of Gig Harbor, Chris Marr of Spokane and Tim Sheldon of Potlach.

Sen. Phil Rockefeller, D-Bainbridge Island, said that the tax increases were needed to protect programs important to the state.

"Who's going to step up to protect education in this state, who's going to speak for public health services, who's going to speak for the disabled and the vulnerable?" he asked. "These are values for all of us, and I think this budget reflects our values."

The Senate is also likely to vote Sunday on an extra $1-per-pack cigarette tax.

Lawmakers are racing to patch a $2.8 billion budget deficit before the legislative session ends on Thursday. House and Senate Democrats have passed budget proposals that have a mix of cuts and tax increases, but the Senate is the first to approve a revenue proposal. House Democrats have not proposed a sales tax increase, and instead are looking to shrink a long list of tax exemptions and collecting more money from smokers, lawyers, accountants and out-of-state businesses.

With only days left in the 60-day legislative session, the House and Senate will now have to work out differences in their budget blueprints and settle on a tax package to help pay for it all.

If lawmakers are unable to finish their work on time, Democratic Gov. Chris Gregoire could be asked to call the Legislature into a special session. The entire House and half the Senate are up for re-election this fall.

ddw3579 made a referance to the $1.00 per cigarette pack increase. Well I hate to admit it but I smoke. What has been left out here is when Obama took office he taxed our smokes at the store level, He called it a floor tax. We were taxed useing some formula that cost the average small grocery at least $1000.00 depending on stock. Some of this we were forced to pass along to the consumer but not nearly as much as you might think, It cost our store over $300.00. I only mention this because wethe people are taxed on our tax. it has been done here. It is the same with gas. And soon more road tolls. Progressives are at the root of this. Democrats and Republicans alike, both are hosts for these parasites. Before you vote out of anger check the history of the candidate. Hillery Clinton said " I consider myself a new age Progressive" Before I vote I listen to what they said. Obama said " I think sharing the wealth is good for everybody". Is it?

More than a quarter of your money this state takes away from you in taxes goes directly to people the state has determined are more deserving of your money than you are - primarily in the form of welfare, health care and other DSHS services. Another large chunk of your money goes to the state employees who administer these giveaway programs (pay and generous pensions). This state is in the business of redistribution of wealth - your wealth. Such 'charitable' contribution on your part is not optional, it is mandatory, and you have no say on who receives it.

Scott_Bellevue you say "NO more incumbents from either party." Who would you put in office then? The Republicans have been the only voice of reason on fiscal matters in this state since Governor Gary Locke and Dino Rossi came together and brought some amount of fiscal constraint into play. Since then, the voters (that is "we the people") have given the Olympia democrats and "spend it now" Gregoire a free ticket to ride on the gravy "tax and spend" train. There is no fiscal sense in our state's democratic party, you should read their party platform some time; it is socialism run amock at the expense of the wage earners. In the mean time the voters have given the democrats power to lock the republicans completely out of the room. Republicans are banned from even entering the room where the democrats are concocting their "spending" plans. Until fiscal restraint is once again put in play I refuse to call their spending plan a "budget". The word "budget" is a misnomer in this state

Wow see where they are coming from if they are going to tax us to death then they should have to give up their expense allowances, oh but no because who will pay for their lunches, dinners and gas to drive back and forth to the capital?? WE OF COURSE SAY THE MOUSE TO THE CAT!

Just vote these crooked politicians out of office. It doesn't matter what laws we vote on to pass; they just cancel them by making up new unjust laws. These crooks do not deserve the wages and expenses we lavish upon them. Unfortunately, there does not seem to be any competant and honest politicians out there to replace them. When these career politicians get elected, the first thing they seem to do is look for anything that will help them line their own pockets. Maybe it is time to pass laws that will put these people in jail when they steal from the public.

Sen. Tracey Eide, we the people have a responsibility to balance our personal budgets, in case you had forgotten. You do not have a constitutional right to take more of that money to cover your overspending. Stop saying you’re balancing the budget as you take from those of us who have already sacrificed much to balance ours. Stop insulting us with your excuses for doing nothing to tighten the overspending.

People, people, people I think we need to hold government accountable this year in the vote! They say thet will only suspend the exspence accounts only if the taxes last past these 3 years. Why not suspend them now? How many people out there make more than 50 or 60 thousand a year, my wife and I barely made 30 together and we dont have an exspense account, why should we be footing their bill when they make enough off of us already? We pay them to represent us and also pay for their exspenses? When are they going to start working for us?

Time for small businesses to start offering cash discounts that stay off the books. I oppose all new taxes. For those of us that are hurting, we would like to see the government tighten its belt as well. We're not seeing that at all. NO more incumbents from either party. period.

I say they work for free if they can't finish the job in the timeframe they're allotted. If you are given x amount of days to get a job done at the rates they're paid, get on it and get it done or finish on your own dime!!

How about all the Senaters take a pay cut that make $50,000 to work for three month's. The rest of the state is takeing furloughs and paycuts to balance budgets but not you you still take it all and make us pay more in these hard times. If there is a way to get more money from the taxpayer that is what you do!!! Just like the license plates having to buy new license plates every six year first off what a waste and second nice way to get us to pay a little more because you cant balnace a budget like you are suppose to!! Real business owners have to balance a budget they cant charge there employees for new name tags every six months to balance the budget!! Get a Clue.

Another Dino Rossi prediction come true!!! What a state of utter confusion. This is a huge cluster f@^$. The thing you have to watch about politicians is they write a bill about road and bridge repair and in the middle of the 3000 page bill there is one paragraph that says something about a new tax, a fee or an increase/cut. That is how so much cap gets through unnoticed and then folks say "when did that happen". Christine Gregoire and her lot of followers are liars and talk out of both sides of their face. They want to pat themselves on the back for obtaining all this federal money and how "tight" they are with the feds, yet look where we are. Shouldda listened to Dino.

like i said before, it was obvious why our govenor supported the suspension of I-960 a couple of weeks ago...... now here is the obvious outcome. i did not like her or rossi both times. i will not be voting for her or any of the lawmakers that supported the decision to ignore the voters. they know where they can stick their new tax plan :)

We sure do like to have that government spending here. Our state tax burden (as a %age of income or even, per capita) is right up there in the upper third of all the states along with the likes of Hawaii, Alaska, New Jersey, California and New York. Our neighbor, Oregon is way down the list in the bottom third, near Idaho. Why is our tax burden so high and what did we spend it all on during the fat years?

First our state legislators add billions in new spending we did not have have money for. Then governor just signs the new budget. Now we have to raise taxes to balance the budget, because the state is short money. Does any not see a problem here. I ask this question because it has been going on for years, it just worse than other years this time. We need to look at the list of the big spenders (google for "Washington state big spenders" one such list) and make sure these people at the top of list are not re-elected. I does not matter whether what party they are from. Our should also been looking first out how to cut cost. The state auditor had a nice list that I seen somewhere.

Where did all that money we got a few years ago from the cigarette companies? GONE How about all the money that the state got from the Federal Govt for road repairs, not that money but the money that was taxed to fix the roads before the Govt stepped in and gave us the money - 10 cents a gallon All GONE. Rainy day fund GONE. By this time next year, all this new tax money will be gone too. As well as all new small business incentives, smaller tax base and more unemployed.A carton of smokes will cost 65 bucks, A case of water 8 bucks, Gas is headed for 3 bucks a gallon and its not even spring yet.My question is, if we are spending a negative 3 Billion dollars a years, how is this bandage going to stop the hemorrhage?

Though I am not a smoker I oppose a $1 a pack tax on smokes. Smokers will continue to buy no matter the cost because they are addicted. The lawmakers know that so they know they can raise the taxes. This will drive people to the reservations to buy their cigs and bypass the tax. May I ask who is the main people that buy them? Lower income people...aka the Democrats' bread and butter voters. Looks like they are finding other ways to raise taxes. Oh wait, forgot about the .3% increase which adds onto the increase from earlier this year.

I don't really think we are taxed enough. I mean, if we had a 90% sales tax that would defiantly balance the budget, only the people who make money and spend it will get us out of this hole that somebody made. I really am not taxed enough, please tax us more. I have all this cash I just blow on electricity bills and the mortgage, surely it can go to a better cause, the budget.

The list of Senators voting can be found at the leg.wa.gov site by clicking on "bill information" on the left-side menu. On the page that brings up, enter the bill number (6143) in the box, hit search. The bill history will appear. Go to the last entry, today's, and click on "roll call". That will show you the vote. But keep in mind that only half of the Senate is up for re-election in November and it's at least possible (you think?) that one or more of the six Democrats who voted against this bill might have concerns about re-election. Protocol is such that each caucus knows how its members will vote -- with rare deviations -- and so the outcome (25-23) was not really in doubt.

I wish I believed that this will be either temporary, or efficacious. More likely, it will be permanent, and the influx of new revenue will make them say "Oh look! We have money! Let's find something new to spend it on!" That is human nature. I'd like to see them NOT act human about this for once.

What is the state of Washington going to do when they run all large business out of the State? Boeing is starting to pack up and leave Microsoft has set up their servers in Texas and Yahoo has just set another 100,000 sq. Ft server building in ND rather than N. Central Wa. due to a poor tax climate in Washington State. The evergreen Queen and her Jokers are quite a bunch.
