WA revenue forecast down another $780 million

OLYMPIA, Wash. - Washington's tax collections are projected to be down another $780 million, further deepening the projected budget deficit as lawmakers attempt to balance the state's budget.

Chief economist Arun Raha said the earthquake and tsunami disaster in Japan and the conflict in the Middle East are expected to help stymie the state's economic recovery. Japan is one of the state's biggest trading partners. Uprisings in several nations in oil-producing Middle East have contributed to spike oil prices.

"The uncertainties around oil prices and the tragedy in Japan are combining with the slow housing market to hold us back," Raha said.

Raha said revenues are expected to be down an additional $80 million for this fiscal year, which ends in June. This fiscal year is part of the 2009-2011 budget cycle, which now has a total budget of $28 billion.

That additional estimated drop in revenue makes the deficit for the current fiscal year at $200 million, said Marty Brown, the state's director of the Office of Financial Management. Earlier this session, lawmakers passed a package of cuts and money transfers to deal with the decrease in revenue.

"We must act quickly in closing the remaining shortfall in the current budget so we can begin tackling the even greater challenges in the next budget," Brown said in a statement.

Raha reported that job growth continues to slog; the housing market remains sluggish; and credit remains tight for small businesses, a key economic driver.

People curtailed their shopping after the holidays, and the winding down of federal government stimulus spending along with cuts in spending from local and state governments are also helping challenge the state's fiscal recovery.

Key lawmakers now turn their full attention to writing budgets for the 2011-2013 cycle. Revenue is expected to be down for that budget by an additional $700 million, Thursday's forecast said. Now, the deficit is estimated to be about $5.1 billion, but that includes voter-approved mandates that lawmakers don't plan to fund.

Lawmakers have been reluctant to talk about raising taxes to fill the gap this session, and have focused on cutting state programs and spending so far.

"We're looking at a bunch of different ideas; there are a lot of bad ideas in the world; some are less bad than others, some are very bad. We're going to try to do the least-bad set of options we can do," said Rep. Ross Hunter, D-Medina, and budget writer for the House Democrats.

But deficits are fluid because an array of assumptions and factors into the budget. The Office of Financial Management estimates a range for the deficit for the 2011-2013 budget is between $4 billion and $6 billion.

Services for the poor are not expanding. They are being discontinued at the state and federal level. There are going to be more tent cities and shanty towns. Sickness and diseases spread. ..etc.

When government becomes entrenched and sets up department after department, and departments to oversee departments and so on is it any wonder that the government is struggling to make ends meet? Goverment should not be any larger than it takes to serve the constitutionally mandated priorities of the citizens of our state. It can't be all things to all people. What is government's priority now? Well, it certainly isn't infrastructure, public safety, and education. All these things are declining in quality. The first priority, with democrats in charge, are entitlement programs. This are expanding exponentially. Ever notice that the more the state focuses on services for the poor and less on our failing education system the more poor there are? Yes there is a correlation. Poor educational resources and ever expanding services for the poor spells disaster.

Well I have said many times before- the state gave Boeing millions in tax cuts to build the 7E7 here in Washington. Guess what, it is not! It is being build in other plants, and jobs that were to be here at home sent to Japan and other places. The income for the state has not changed, since the Gov. said the states budget was ballanced. Now, we hear it is not. This is an outrage. To get jobs in to Washington state- it has to be competitave, it has to be business friendly and the tax structure for business FAIR- not a give away. That said, Mr.Conservitave- it is not a liberal issue or a tight wad issue it is our joint issue. The state has abused tax money, wasted it on stupid things and now trying to cover it all up. This is wrong no matter who you are. The Gov. should re think the business model for the state- and make it work. Stop taking bennifits from the poor to pay for the states poor budget choices.

Gee, whats a good liberal going to do? Voters axed a tax the wealthy income tax last fall. Sales tax is already at 10%. Most people buy their big ticket items in montana or oregon or buy their liquor out of state in california, montana or idaho thanks to double the price taxes and paying personnel in the liquor stores double what the private sector pays and who hardly work at all. Can't play games anymore as all the money has already been siphoned out of segregated funds and into the general account. Well let's start by cutting state headcount by 10% overall, kick the unions out of public employment like wisconsin did, privatize everything except law enforcement and the courts and get out of the welfare business which is rampant in this state.

Deficits are a spending problem. The solution is not to increase revenue (that means raise taxes for you liberals). The solution is to reduce spending. Not hiring 1,700 new state workers would have been a small, but reasonable beginning.

The forecaster is correctly saying we'll be down another $780M, based on data they track. My guess is they are more discerning and fact-based than the anti-govt bloggers here who can't spell or can't write a grammatically correct sentence. The problem is, our tax system is so reliant on retail sales, we get these wild swings which are extremely disruptive and expensive to simply ride the roller coaster of them. Let's get a little more progressivity in the taxes, we're giving away the store to the $millionaire$ who benefit from the societal system that exists. Guess what if we race to the bottom, nobody's going to have any income, there will be no spending, and even less coming in to the state. You like to ride the roads, call the police, keep the criminals in jail, etc. etc. ?? Well then there's a need for the state, you can't zero it out.

@seattlelovemonger...Why?? So we can have 1700 more people on unemployment? Those 1700 newly employed people will be able to earn a paycheck now. Which in turn will allow them to spend money, which is good everyone.

Lemme get ma' thinkin cap on... Bet it will be larger then that! Better plan on double as the Japanese thing kicks in. Otherwise sure as sh-- we will see another story of how our gubn't is surprised yet agin that our revenuer forcast is wrong.. It doesn't take a brain surgeon to see this coming.
