SEATTLE -  Video shot by a photographer shows a Seattle police detective stomping on a robbery suspect and using what could be considered a racial slur against the man as he lay face down on the ground.

The video, obtained by KING 5 News Friday morning, was shot early on the morning of April 17 on Westlake Avenue near China Harbor Restaurant. Officers were responding to a crime reportedly committed by Latino suspects.

It's unclear exactly what happened before the camera started rolling. Once the camera is on, three Latino men are seen on the ground, surrounded by police. A male officer bends down over one of them and yells "I'm going to beat the f---ing Mexican piss out of you homey. You feel me?"

Moments later, that man moves his arm. At that point, a police officer stomps on the man's hand or arm. It appears the officer may have also brushed the man's head with his foot. The man later says on camera that the officer kicked him.

A few seconds later, a female officer appears to stomp on the back of the same man's leg.

In the end, police figured out these were not the men responsible for the crime and let them go, although one of the three – not the man who was stomped on in the video – was taken away in a police car.

Later, the photographer talks to the man who was stomped on camera. There are scrapes on his face next to his left eye.

Photographer: "So they kicked you in the head, man?"
Detained man: "Yeah, they did."
Photographer: "Tell me why they kicked you in the head?"
Detained man: "I don’t know. They knocked me down and kicked me in the head."
Photographer: "You had nothing to do with what was going on?"
Detained man: "Nothing to do."

KING 5 News has confirmed the officer is veteran detective Shandy Cobane, a member of the gang unit. He is known for doing a difficult job and doing it well, according to his fellow officers. He's twice been Officer of the Year for the East Precinct.

"It's not personal. It only becomes personal if somebody ever tries to hurt me," Cobane told KING 5 in a 2008 interview. Cobane and his gang unit face some of the city's most dangerous criminals. He told us how he handles them. "The beautiful thing about the street is you give a little respect and that gets you miles," he said.

So, did something happen that didn't end up on tape that could justify this behavior? Seattle police will only say the case has been forwarded to the internal affairs unit. Seattle police say they began an internal investigation of possible officer misconduct the same day as the incident. A police statement says the review is being handled by the Office of Professional Accountability.

Cobane and another officer – likely the unidentified female – have been temporarily reassigned. KING 5 News has been unable to reach Cobane for comment.

"I found the video to be deeply disturbing," said Mayor Mike McGinn. "I expect there will be a thorough and fair investigation. From my position as mayor, I'll insist on it."

Seattle Interim Police Chief John Diaz, who is Latino himself, reacted to the story late Friday.

"Let me make this clear. Anytime the use of a racial slur, there is no excuse for it in any way shape or form," said Diaz. "We all understand this, and we're a better department than that."

The chief says he hasn't seen the tape yet because, if officers are disciplined, he'll be the one to do it. He says he wants to be careful about how he considers the evidence.

"I've also asked that Kathryn Olson, head of our Office of Professional Accountability, that she fast-track this investigation," Diaz said, "because it is critical for the community to see how we handle things as a department."

The OPA handles police complaints, both internal and external, certifies their findings, and makes recommendations to the Chief of Police on possible disciplinary action.

Diaz added that he was concerned about the impact this will have on police relations with Seattle's Latino community.

"Is that going to damage relationships that we've tried really hard to continue to build in any community? Yeah, absolutely," he said, "and it's going to be part of our job to... rebuild those partnerships."

Diaz is one of nine candidates for the permanent police chief job who will be meeting with a citizens' committee on Saturday.

The Seattle City Council also released a statement, calling the officers' actions "extremely troubling," and requesting an update from police on the internal review.

Bellevue's former police chief, Van Blariem, is now a consultant on police practices. He says it's hard to justify what he sees on the tape.

"Force, first of all, has to be necessary. In this case, it wasn't necessary at all," said Blariem. He grades the police work seen in the video an 'F.'

KING 5's Chris Ingalls and Owen Lei contributed to this report.

@yessir, i'm sure pacifictower has dealt with many ret@rded cops including the recent one. that probably got him at the boiling point. i'm sure one stupid cop wouldn't change his or her perspective toward many other cops. keep watching the news, you'll see more and more loose cannon cops screwing up big time.

pacific towers... I'm kind of wondering who's the psycho here. "If" your alleged event ever actually even happened (or you are just another creative writer making up blog stories) you are referring to "one" police officer and announcing you are effectively blanketing "all" police officers with your opinion? Really? Seriously?

There are so many troubling aspects to this matter. We have a person with a gun and badge who seemingly on video is comfortable hurling racially charged threats and actually seconds later carrying out the threatened assault, under the color of authority. Several other police officers on scene chose to ignore their sworn duty should be held just as responsible as the cops who were seen on video kicking/assaulting a detainee. When those other officers failed to protect Mr. Melendez from officer Cobaine, they themselves became just as criminally liable.

THE PART 2 OF WHAT I WAS SAYING EARLIER: Before this incident and before Seattle’s incident, I was the guy who supported cops all the way whenever there was a controversy. Through my comments at various news website, I especially showed my support to cops last winter when the series of cop-killings happened. BUT NOT ANY MORE! I know everybody commenting here is busy, but I want to hear as many opinions about this as possible before I call the news room on Monday. I mean, just because he thought he heard an argument for a moment, can he knock on the door that loudly at almost midnight?? Then, what do you guys think of his anger releasing scream?? Is it alright for any police to shout, "Don't tell me how to do my job!!!???" Supposedly, if he said calmly, "Sir, please don't tell me how to do my job," then, I could somehow understand. Unfortunately, that wasn't so. Once again, I want everybody to know there was no loud argument.

There're a lot of psychos in police force. I'm a resident at somewhat luxurious high rise condo. For some reason, our home owner's association has managed to hire Tacoma Police Officers to patrol our condo building on Friday and Saturday nights. Just a couple hours ago, we got home from a long day of work, I began taking a shower, and my wife began washing dishes. Then, we heard a loud door knock. When my wife answered the door, we heard the police officer's loud yell, "Police! Open the door!" First, I thought someone hit our car in the parking garage. So I got dressed like crazy, and we both answered the door. And this idiot said he thought he heard an argument for a moment. That's why he knocked. We both shook our heads in disbelief. Then, I told him calmly, "Well, don't you think you should hear one of us screaming for help first at least?" Then, all of a sudden, this psycho screamed his lungs out, "Don't tell me how to do my job!" What a psycho! Please wait for part 2.

That is totally disgraceful. If the average citizen does something like this, they would be charged with a hate crime and get prison time or probation. He and the female officer should be thrown into something like a MMA cage and let 5 or so people stomp the sh*t out of them.

I get angry, i know of some SPD officers that think they are above the law and i have witnessed it, they also give each other special treatment. I am shocked that the other officers just stood there. I do know some good ones as well, but i do think that there needs to be some way of policing the officers as well, hopefully the idea that someone somewhere might be video taping there actions may snap them back into line...i think that needs to be in their minds as well. Some of them still make me sick...especially the ones that drink and drive and their pals on the force let them get away with it!!!

I encourage EVERYONE disturbed by this video to submit it to as many National Media outlets as possible. This is an outrage and should have been released immediately. This officer is only "sorry" and "remorseful" now because he was caught on tape. The City of Seattle and its residents do not need these type of Police Officers serving our community. If Seattle is going to hire a new Police Chief, they should be looking for qualified leaders that can clean out the department of racially bigoted Police Officers. They are a hinderance...not an asset.

The officers involved in hurting the man AS WELL as the officers standing around watching should not have a badge. Their job is to serve and protect ... not what I'm seeing in this video.

I cannot wait to see these cops diciplined to the fullest extent. I am also glad to see the El Centro de La Raza has become activly involved in this case as an advocate for this persons rights and mistreatment. It is amazeing the depths police will go to and yet it requires an investigation that always clears them of any wrong. l would fire the 6 that were there, two that kicked and stomped and the four that watched for not "Serving or Protecting" as they are sworn to do. The two who kicked and stomped should be in jail for assault.

Seattle needs to get Cobane off our streets. He is unstable. He is a menace to all. Cobane acted like a judge and jury in the field. His remarks and actions were brutal, criminal acts. If 6 other officers weren't present, would he have been an executioner as well? His scripted apology is under advice of counsel because he was caught on tape. Cobane is a coward. He attacked an innocent man....a citizen. Cobane's offensive rant and assault were deliberate. He threatened and kicked a subdued man in the head! Look at the injury. This inspired "the unidentfied female officer" to join the assault. Why did 5 other officers not restrain both officers? That is disturbing. All of these officers should be held accountable. We must have a few well trained, balanced and capable officers in the SPD. These two "thugs" in blue uniform need to go.They descredit an entire department. Our two thugs in uniform should be sued personally. We are not a cheap, dictatorship. This the United States of America!

What distresses me the most about this video is that the Police (all of them) are acting like a bunch of criminals. In my opinion they should ALL be held accountable for standing by and watching this abuse and not doing anything. This person was innocent, rest assured, it could happen to any one of us. As far as the officer who as of yet remains unnamed, is this because of her gender.? This whole incident sickens me. I will remain respectful to any Police Officer who is attempting to do a very difficult and dangerous job, however, these officers showed very poor judgment and total lack of regard for the laws they are commissioned to uphold.

I have read alot of comments regarding apologies. Even though apologies were recently made, the incident should be considered a "Hate Crime". This is what would have happened if any civilian committed the same act. The officers standing by should be charged as well. Administrative leave for an action that is obviously a "Hate Crime" is absurd! Now both officers get to sit at home, get paid $ while an inverstigation takes place. NO, they should be in jail and charged with a "HATE CRIME" like anybody else!

Earlier, a guy named democratsblow was not only backing up the cops, but was attacking ppl based on his perception that everyone else was unintelligent, lacking in education, and drug adddicts for disagreeing wth him. He made a point of mentioning anarchy, and that a lack of a police department would lead to it, which is a common thread amongst the beliefs and scare tactics of the ultra right-wing. Well, for someone attacking people's intelligence, he sure doesn't know his history very well, and I find it very ironic that he would say that, considering that this sort of misbehavior by the police and their unwillingness to control it will in fact lead to anarchy. History has proven beyond a doubt that absolute power corrupts absolutely, and too many cops think they have absolute power. Democrats blow, I strongly suggest you read up on the Roman Empire and while youre at it, you might wanna look at the Bill Of Rights too

I am deeply disappointed in Officer Cobane and his fellow female officer. I am disappointed he fails to apologize to the man and to the Latino individuals in the community. I believe they both need to be removed from their positions. But I am just as disappointed in the behavior of the other officers who stand around and make no effort to stop the behavior. I see no gesture or action taken to convey "don't do that". No one pulled Officer Cobane away from the man and call him on his behavior. Shame on them as well. Where is the corrective action for their participation in the incident? I am also disappointed that no one saw fit to give or get this man first aid. Acceptance and tolerance of this behavior by their peers is just as bad as doing the deed. What are the policies of the Seattle police department? Where are our values? Who are the role models?

1. When people get very stressed out--they become reactive--the "thinking" stops=and the reactive energy takes over-In a highly stressful job--how do officers keep a check on their stress levels--and what support are they given to recognize how disastrous--just "reacting" can be. Obviously split second decisions mean life and death in their occupation----But can't ithere be a clear protocol whenl ives are not immediatly threatened? 2. I am surprised there was no apology to the victim--only an embarrassment that the officer was caught--so embarrassing his colleagues.

I may have missed it but I don't think I have. Officer Cobane never apologized to the young man he assaulted / insulted that evening. He talked to superiors and coworkers for most of the 4 min. speech, at the end he spoke towards the community. To me it sounds as if he is worried about his job more than anything else. Every day humans make mistakes big and small and we have to live with the consequences. Assault/ battery charges should be brought forward on Officer Cobane and the unnamed lady officer that kicked the young man as he laid on the ground. Termination is warranted too.

Are female police officers exempt from police brutality charges??? Furthermore, it insults my intelligence that your news readers are only adding at the end, a short sentence that all persons involved in that video were INNOCENT!!!! Reading the previous comments, it appears just about all angles have been covered this morning except this one...just as it is true of career criminals, the same is true of police brutality....these officers have been doing this for years, just the first time they got caught! Here’s a large part of the problem. Most applicants for police positions are war veterans trained for Armageddon instead of being "Peace Officers." Soldiers are not trained to stop wars. They are trained to overcome and clobber the opposition. Not just Seattle, but nearly all inner cities have become ethnic and racial war zones. We need to get over the win-the-war mentality and start thinking of how we all can fit into our now rapidly becoming an overcrowded world. If we don't, none of us will, and all the religions will wag their tongues saying "we told you so" --as they go down with us. If nothing else, maybe the publicity of this incident will cause us all to realize how bad the situation is and start thinking about how to fix it. California transplants should remember Rodney King?

another reason for hatred for police. and how to lose trust in the communities they claim to serve and protect. if its ok to beat someone who fits the description of a criminal, then you cant be against crime against police simply because they have a badge if someone feels they may have done something wrong. just goes to show what excuses police use for their actions and how quickly defense for them turns up when the tables are turned, those who vs the police are almost set up to fail simply because of what the police career is. if having a badge and a gun means do what you want, sign me up. dont be surprised when crimes like in lakewood happen, police victims dont deserve what they got, so dont expect victims of criminal assaulting police to either. once this stops and police do what they claim to do, you will see a great drop in crimes against police because contrary to popular belief, aggressive police make "the streets" retaliate in their own justice system, just like the cops.

It would be enlightening, only to be followed by some 20 years later by the Japanese Internment during WWII. Our history is RICH with such incidents! And it keeps happening over and over when times get rough. Those who do no know their history are doomed to repeat it.

Why have you named the male officer over and over....showing his news conference over and over, yet, you only identify the female officer involved as just that, a female officer. Why don't you name her? And, by the way, using the term "racial slur" is incorrect. Hispanic is not a separate race. Ethnic slur is correct in this case.

Wars are so easy to start. It only takes an ignorant comment, insult, or threat, and off it goes. Quickly both sides feel they have justified grievances. Then stereotyped generalizations overcome intelligence as fatigue spreads to the mind. Knee jerk reactions overtake thought and reason. Both sides need to back off, take a deep breath, and do some calm thinking and honest talking about how this all started. Maybe then each can begin to appreciate the other. Unless that happens, the war will endlessly escalate until each are annihilated.. Neither side wins a war. This is just a rerun of history we haven’t learned from. Years ago I was a cop in a small town that had this problem. Our Chief did a remarkably smart thing and had a meeting with the “opposition” and a truce was called. It took a while for hurt feelings to dissipate, but an uneasy peace eventually reigned. He was a good Chief.

I see more issues than just vulgar, demeaning, language. It seems this officer has per his words the belief that he has a right to "beat" not use necessary force. His actions in stomping the hand of the detainee with glancing blow to the head is evidence of the use of un-necessary force, it was obvious the detainee was intending only to touch his own face. And, what ever caused the female officer to join the action when there were other officers already near the detainee. It very much appeared to be a power trip. Yes, there is an investment in the training of these two officers that would be a loss. But, there are plenty of candidates ready for a position that have more professional ethics that can take their place. The actions of these two officers are sufficient for termination, this type of character is not what should be expected. Instead of appologies they should be offering resignations and save the tax payers money.

I laughed at (soon to be "former") Officer Cobane's whimpering apologetic speech for his racial actions, because after 16 years of police service he's about to lose all of his retirement benefits and will have to work at McDonald's flippin' hamburgers. To "former" Police Officer Cobane & and your female co-partner (Miss Stomp-a-foot), I say this-- "We don't want your apology; we want your resignation. You feel me, Homey???"

I had a Asian/Latino sheriffs team treat me like this right in front of my then-7-year-old son in the hills above Los Angeles back in '93. I was told I didn't "belong" there and called all sorts of names while Hispanic families nearby (we were enjoying a state park) looked away. My son learned what "pig" meant that day. I came to accept the fact that L.A. was a racist nightmare, that nothing mattered but the color of your skin & the company you keep. Those sheriffs never found a reason to further detain me, no one stood up for me either. I left L.A. 15 years ago and now the nightmare is here, all of us judging each other because of our kin, our friends, our color... No longer Americans, all of us whatever hyphenation we choose to describe ourselves. Divide and conquer.

I find it funny, or rather, strange how these kinds of officers always seem to ONLY get suspended when they do stuff like this. If I yelled at someone at my job, using racist slurs, AND kicked and stomped on them, repeatedly, I would be fired, ON THE SPOT! No questions asked, do not pass go, do not collect $200. Yet, these tough guys/girls will (more than likely) just get a little slap on the wrist, maybe a little bit of (what's it called?), RACE TRAINING, or whatever, and in no time be right back on the street with their mighty badge/gun/SICK attitudes, ready to do it all over again to some other 'brown person' (be honest w/ yourself). Sickening. Thank GOD for technology. Which brings me to this; had they NEVER have been caught on tape, these losers would've never have been punished because it would be the "Do-No-Wrong Officer's" word's vs. the "Evil Scary Brown Man's" word...that's pretty darn scary. Based on Cobane's comments, it's quite clear that the police behaved very badly in this incident. Therefore in order for to have a satisfactory outcome, two things need to happen: 1. As a minimum, both officers involved need to be suspended without pay for a good long time, at least one month. 2. The Seattle police department and the two (or more?) officers involved should be sued for damages to the tune of hundreds of thousands of dollars.

If each individual doesn't start out by questioning their own beliefs, then there is little hope for change and a sense of forward motion for our society. - A deeply hurt 19 year old Mexican woman.

I think it's ironic to take footage after the fact of what happened. You leave the officer looking completely guilty when the video recording individual never taped the events leading to the two men being apprehended in the first place. his particular word choice was completely ignorant and destructive to the members of the police force. However, I find it so sad that the media continues to resort to such manipulationof coverage. we're all getting used to it and rely less on everyday coverage on the major news networks. soon you will be obsolete and i'll miss my 5-6 news time.

I am sorry it's come to the racial slurs, and this is going to impact the community more than anything, and maybe these guys will get a big pay off... but think about it... if it happened to you, you would too! It's a shame that people like this are supposed to be people our children are told to respect and look up to. My heart goes to everyone (not just the hispanic community) and to the truely good officers who are also going to be impacted by this. I do not condone what this officer did at all, but you have no idea the kind of abuse officers take daily from citizens. I have done ride-a-longs with police officers in a couple of communities and dressed in plain clothes I was even called all kind of names for being with a police officer from "Honky Trash" to other names I cannot write. I have tremendous respect for what these men and women have to absorb daily. This is a story because someone caught it on tape and our local liberal news networks picked up on it. If the new law in Arizona wasn't in the news this wouldn't be a front issue item. Take a ride-a-long with your local police department and tell me you don't respect them more for what they do and have to deal with everyday. Or let me come to your work and call you names and throw racial slurs at you but once you throw one back at me "Your Fired"! He is sorry and feels remorseful what happened. Let it go.

Maybe it is because these same people are committing the crimes day in and day out. These guys may be innocent for this, but there has to be more to the story. I know the stomping is not right, but it is not like this is an old lady crossing the street. You do not have to respect police officers, but you do have to follow the law. They had to have been involved in something they could not prove. If you disagree with me, then maybe you should think of a time where you were stolen from, or your rights were violated in some way but there was nothing you can do, maybe that is the case here. Everyone is so fast to be against the police, but when there is a murder, and they catch a person, nobody knows the truth or of any evidence but are so fast to say good job police lets hang this guy.

Then he used words that were un-necessary and yet why do u think ppl are killing officers? Last but not least if there was never a camera there the deed would have went unpunished!

I have very little if any respect for police officers because most of them always think that they are above the law and can't do know wrong. I do realize that being a police officer is a very stressful job, but it goes with the territory. You wanted to become a police officer and this is what you have to deal with, but at the same time it doesn't give you a ticket to do the things that you do. In my opinion they both should be fired. Also, I'm tired of hearing the same story every time a police gets caught violating someones right , that he or she was an outstanding officer and had the best record for this and that to me that's a bunch of BS, this is just a cover up. This uneccessary behavior and conduct of these and any police officer really need to stop. SmoothBass5

Look at ALL the other Police Officers just standing there doing nothing. They are a part of this also (and are just as guilty) which leads to the LEADERSHIP. It is kind of upsetting to see that now here in the NorthWest we are behaving like people down South., The Officer did not have the right to behave the way he did just because the guy was Hispanic.. you don't call names, you don't stomps on anybodys faces, arms... and how about the lady officer who does she think she is?? in the video you do not see the hispanic guys trying to kick themor attacking them back, they are just laying down while the wolfs are eating them.. I don't care how good of an officer everybody says he is .. he showed everybody he went too far with his language and behavior I wonder how nay more times he has done the same and never been caught in camera .. Good think this time somebody did. Erin O'Neal

I believe the officers used way to much force. I know personally that "hispanics" are discriminated against by the police I don't care what city or town you are from. My husband is Mexican and is treated differently when by himself compared to when I am with him. Fair I don't think so. If the suspects were the real ones put them in cuffs don't beat them up.

I like many other American citizens watch stories & videos of trusted & elected police officers, beat up & cuss out citizens who do not deserve such brutal behavior. I can see an officer protecting themselves when their life is in danger, but the last couple time the police shot and killed a citizen, was uncalled for. I get sick of seeing their organizations investigate these incidents, then let them go "scott free", knowing damm well they over used their authority. I say fire all of them who are displaying excessive force, including those standing around with their thumbs up their unhelpful behinds. And this latest video shows a female cop stumping the victim. Shame on her and she is a disgrace to the uniform, just like all those who watched and especially the bully cop who started this whole incident. These type cops give good cops a bad name. What goes around comes around. A bad cop will eventually get the same medicine he or she is giving out.

The sickest part is that it was not only one officer. All of the officers stood by watching and even made their own contribution to the abuse. That female cop did not have any cause to stomp on the man's leg, she just wanted to be a part of it. All officers participated in this crime just like all four suspects in the Sanders case will be found as accomplices in his murder whether they pulled the trigger or not. All officers were accomplices and all should be punished. Apparently, the only thing that separates the criminals and the police of Seattle is the bars between them.It would have been no different if the young men had been Asian or appeared to be any other race other than white. I could be mistaken as Mexican because people are ignorant when the attempt to define others race. I am increasingly growing in my disrespect of the law enforcement because this is not an isolated case. The officers involved should be required to complete mental health treatment to find their conscience.

Can someone please define "Latino?" Both the French and Italians, as well as the Spanish, are "Latinos", as their languages are local versions of the Latin language. Since when does a Spanish surname make one a "minority." Since when does being a native of Central or South America make one a "minority" in the USA? Please reacall that 98% of citizens of Argentina are European Americans. I hope affirmative action is finally dismantled,. Imagine a policy that rewards Spaniards who destroyed the Native American population in the Americas, but discriminates against Eastern European Americans who had nothing to do with the destruction of native populations in the Americas.

My prayer goes on to that young man because he didn't deserve that and not only him, but to any citizen that even broken the law, got caught and didn't resist arrest, should just be arested appropriately. The profiling have to stop!!!

It seems to me the officers are under a great deal of stress. Not just from recent events but for a long time. They take their anger/aggression out on a suspect laying on the ground. This injustice has been happening for a very long time. They are human. In a sense they need to be super-human and not act on their anger about the crimes and injustice they witness daily. Officers across the country need training to put their anger aside. Yes they need to protect themselves...this man was defenseless and suffered gross abuse. They can not act out their anger on an innocent victim like the one in the news today. Whether innocent or not he did not deserve the treeatment he received. Are the policemen judge and jury? What about innocent until proven guilty?

I am absolutely discussed by how this story was covered by King5 News. More effort was put in defending the officer and highlighting his experience, approach, recognitions than the effort to cover the actual story of a police officer acting with absolute hate and being racist and abusive to a human being.

I watched this video very carefully several times and it is clear that this man did not resist or fight back. It is troubling and horrible that police officers are filled with so much rage when unprovoked. This is pure racism and profiling at its worst. I am ashamed that a member of the SPD would treat a "suspect" with such violence and I am equally enraged at the female officer who had to get her physical licks in too. What is this city coming to??

Baggy pants street gang thugs need some street court every now and then. We allow drugs on the streets and this is the consequence. What we need to do is SUPPORT OUR LOCAL POLICE ALL THE WAY AND GET RID OF THE LIBERAL JUDGES..... This is definitely NOT a race issue at all. We should be feel blessed to have Police Officers doing their job and some get killed doing it too. Think about that for a while.

He very clearly had a wound on the left side of his face and reddened eyes when he spoke to the videographer after he was released from policy custody. Not only did the officers asault this man, they failed to make certain that he received medical attention for the injuires they inflicted. Shame on you.

Good grief, criminals are getting worse and more openly defiant- do you really want cops to get soft-handed with them? I DO NOT want police officers to be polite and PC toward the thugs they detain- white, black, brown, young, old, male, female. PERIOD. I support the officers even if they have to use force. If you're a "good guy" then your chances of being put into cuffs are slim.

This is commonplace. In the age of video, the gang unit needs to be monitered at all times for overstepping their authority. The are,by neccessity, violent in character, in order to intimidate and address gang types but are also, being human, prone to exceed their proper restraint. Therefore it is necessary to video moniter all their activities to keep them in check. They won't do this of course. These guys volunteer because they ENJOY this "permissable venting of their own brutality, under the umbrella of being "the good guy". So the citiaens will just keep paying off useless lawsuits and innocents will be brutalized in the name of alleviating gang fears, "as a business", not a service. Good business. Bad service. Sound familiar?

It ia also clear as day when you watch in full-screen mode that Cobane never kicked the guy in the head, or stomped his head, or whatever else the sensationalist mercenary media says he did. As for the comments: even if the guy turned out not to be involved in this crime, the fact that Cobane stayed near him when other officers were already there means Cobane was interested in him, and most likely knew him already. This makes it clear that this was not some innocent hispanic walking down the street hoping not to get stopped by an Arizona cop. Cobane recognized him, which pegs this guy for banger. Maybe not the guilty party that night, but not an innocent bystander either. And if that's the case, chances are, as bangers usually do, he started getting verbally aggressive, possibly making vielded threats against Cobane, probably using racially charged remarks, which is the norm in gang-banger dialogue. Gangs are generally racially exclusive groups, with only very few mixed gangs.

A surprising le el of naiveté being demonstrted here. OR maybe it's that people bangers here don't deal with gang-banders often (lucky for you I suppose). First of abll is is abundantly clear when you watch the video in full-screen mode that the suspect (he was a suspect in a violent felony at that point in time) was not keep his hands out away from his body as officers instructed him to do for saefty...he kept moving them. That is a huge danger sign when you are dealing with someone like that. Cobane first uses his foot to trap the guy's hand from moving agiain, pinning it and then dragging back where it was supposed to be. If you keep watching, the guy's disregard for what he is being lawfully instracted to do forces Cobane to finally lean over (potentially dangerous as bangers are taught in prison to get officers to do that to get them in a compromising position) and physically picks the guys hands up and puts them back where they are supposed to be, away from his body.

Yet ANOTHER reason the police can't trusted to police themselves. Civilian oversite is necessary. There are many good officers on the force who well deserve our respect. But as the saying goes, a few bad apples can spoil the whole barrel. And a few bad cops can make people distrust the whole department. It's time to rein in the rogue officers.

Everyone is in it for themselves, and even if they are in the wrong, they get away with it, because they can cover their tracks better than others! Or your high up on the chain of command, so who's going to shoot you down? At least this guy has video proof, and he wasn't even involved in the actual moment himself. Hopefully that is enough! At this point it would probably be better for society to NOT investigate law enforcement for wrong doing. The fact is it uses resources and money to conduct proper investigations and these things are almost always a waste of time as no matter what, the cops always get off with little more than written warning if even that. If they are just going to proclaim all law enforcement is above the law anyways, why waste money investigating? We have budget problems, we cannot afford investigations into events with predetermined outcomes.

I have posted several times about out of control cops and get bashed by other people posting on this site. Until the good cops clean out of the forces across the country, we are headed for very troubled times indeed. Years ago, I saw two Seattle police officers respond to a couple of drunks on Pike street in Seattle. The drunks were so bad off they had urinated themselves and were beyond filthy. But one of the cops just started kicking them, and hard. I spoke up, and he said "you will get the same if you don't move along" I always felt bad that I did not report him. I never cared for having so many drunks and drug addicts all over the street, but at the same time, what he did to them was assault, and he should have gone to jail. People, take video when you see an incident, but be warned that the cops could not only take your camera away, but you could get hurt as well. Bravo to the brave man who took this video. These officers need to be booked into the King county jail NOW
