Troopers, tow truck drivers support 'emergency zone' bill

OLYMPIA, Wash. - Lt. Mike Turcott says he almost died in 2007 when his side-view mirror was clipped off by a passing car while he was sitting in his patrol car writing a ticket.

"I heard a tremendous explosion," he said. "If I had been a few seconds earlier I would have opened the door, stepping out and would have been completely wiped out."

Paul Bressi has been driving a tow truck since the early 1980s. He and his co-workers have all had close calls while helping stranded drivers on the side of the interstate.

"Legs get smashed, people get killed really easy that way," he said. "I've had employees that finally just say they can't do it anymore."

Last year, 23 State Patrol vehicles were hit on the side of the state's highways.

Lawmakers hope a bill creating "emergency zones" will protect troopers and other first responders in their workplaces - the state's highways.

Under the proposed law, drivers who are caught speeding within 200 feet of a vehicle with flashing lights, including, police cars, tow trucks, and ambulances, would receive citations for double the standard speeding amount.

Drivers would be required to move out of the far right lane as long as it's safe.

And those who drive recklessly in those zones could face a $5,000 fine and lose their license for two months.

Paul Bressi has a message for anyone who thinks the bill goes too far.

"Just break down on the side of the freeway sometime. You'll see what it's like, your car is shaking and moving around. You'll see how scary it really is," he said.

Gov. Chris Gregoire is expected to sign the bill into law.

It's not clear when the law would go into effect, but the State Patrol would be responsible for educating informing drivers about the law before they start writing citations.

@commonsense: Yes I have heard of parked patrol cars, emergency lights off, getting hit, here's one from December: http://www.thenewstribune.com/news/local/story/992352.html. Here is a WSP that parked waiting to catch a drunk driver... from the photo sure looks like he caught him... Here is a thought, get a clue before crying. As for your RCW, yes the specific one pertaining to government vehicles, I am still finding, but I think this one covers it too: RCW 46.37.150 "Every vehicle shall be equipped with one or more lamps, which, when lighted, shall display a white or amber light visible from a distance of one thousand feet to the front of the vehicle, and a red light visible from a distance of one thousand feet to the rear of the vehicle." Section (3) covers parked cars at night. Support your local and county police officers and REFORM the WSP!

Increasing fines never stops accidents such as these.There is simply not enough room on the shoulders to be safely out of the way. What the heck will doubling the fines do, empty someones pockets? The flashing lights are probably causing people to lose their lane and crash.Its hard enough to see the worn paint for lanes as well as old ones from construction projects.Our roads are a joke and its the states fault.Who gets the money?

There's not too much traffic that uses the right lane anyway.........so this would probably work. Only a few cars have to move to the left.

"I think this bill goes too far!" Now, if you will excuse me, I'll be on the side of 405 in my car, shaking and moving around, realizing how scary it is, rethinking the wisdom of such an act, and wondering if the State Patrol knows I wrote this :)

Actually the law says to move over if possible. Unfortunately, it is when the highway is crowded and you can't move over or late at night and the drunks are too stupid to move over that cops usually get hit. You can stop along the road and hope the law will protect you, or you can get out of harms way and protect yourself.

Blankingout: have you heard of the cars being hit while they're in a turnaround, lights off, watching traffic? Nope, turns out they were all hit with their lights on while on the shoulder investigating collisions or making traffic stops. Here's a thought, stop crying about things you don't have a clue about, and maybe don't speed if you have a problem with these "WSP idiot" doing their job. Turns out there's not a ton of property crimes that happen on the freeway, or barfights, or burglaries -- turns out there are a few bad drivers though. By the way, maybe you could post that RCW specifying "government" vehicles must be visible from a thousand feet? Crazyeddie: It would sure be nice if everyone that was stopped just happened to be near an exit, or would pull over in a safe manner. What about injury crashes, disabled motorists, dangerous debris in the road? Just pull off an exit then too? Why not just come out and say it, you both hate cops and would like to see a few more hurt.

As a volunteer firefighter captain, who often responds to accidents on I-5, I wholeheartedly support this law. While most people are good, safe drivers, it only takes 1 out of 100 to kill somebody. It's dangerous out there, not only for WSP and Tow Truck drivers, but firefighters and EMS too. Law, or no law, move over a lane, if you can do so safely.

The State of Oregon has a law that requires people to slow or move over when approaching an emergency vehicle. Instead of taking months to craft something, they might look right next door and see if it would be a good fit in Wa.

I really want to feel bad for the troopers, but sometimes you just need to pull your head out and protect yourself. If, instead of stopping people along the side of the freeway, they waited for an exit, crashes at traffic stops would drop, what, 100%? If you are 10 miles from an exit, it is not practicle, but stopping people between 84th and 72nd in Tacoma is plain ignorant. They are endangering themselves, the person being stopped and every driver on the road that has to dodge the rubberkneckers.

If we want a lesson, we'll go to school. Maybe 23 WSP got hit because those morons fought to exclude themselves from the law that says government vehicles must be visible from 1000ft at night... Anyone notice them on the side of the road with no safety reflectors what so ever at night? Those WSP idiots and their undercover patrol cars are an embarrassment to this State, Country and other Police unions. Police are supposed to serve and protect, not sneak and prey. I say no this the bogus bill!
