SEATTLE -- The man who alarmed people in downtown Seattle Friday morning with a device strapped to him, claiming to be a vampire, chose not to appear in court Saturday, but was ordered held on $150,000 bond because he's considered to be a significant threat to the public.

Police were called to the area near the King County Courthouse Friday after the man entered a homeless shelter told the staff he was a vampire and threatened to blow up the building.

On Thursday, the 33-year-old man appeared before King County District Court Judge Anne Harper for Mental Health Court. He told a judge that his medications were not working.

Harper was surprised to learn of his actions on Friday.

"He seems like he was doing OK," she said.

The 33-year-old was there for a previous conviction for trying to buy drugs. The defendant told the judge his medications were not working. Judge Harper ordered the defense attorney to look into it and wanted the man to appear next week.

"He was waiting for an evaluation from Western State Hospital," said Harper.

Harper says Western State is backlogged and mental health evaluations are taking two to three months.

Commotion outside the courthouse

Seattle Police responded to numerous calls shortly after 8 a.m. Friday and closed off the area around Third Avenue and James Street near the King County Courthouse.

"He's a very disturbed person," said Shelly Johnson, a woman who says she witnessed the man walk into Seattle's Union Gospel Mission with the contraption around his body. "He had black duct tape all around his body and something metal on his hand."

"This man came in claimed to be a vampire and wanted food, which he explained was people," said Mission director Mike Johnson.

The workers asked the man to leave, and that's when Johnson says the man took off his jacket.

"He brandished what appeared to be a pipe bomb and wanted someone to take it off of his arm. We all just sort of looked at each other with wide eyes and the guy just ran up here to the courthouse," said Johnson.

A nearby apartment resident, Justin Anderson, said he saw the man walking down the street, pacing in circles and playing with tape that held the pipe to his arm.

"I was enjoying a leisurely morning," the 29-year-old student said. "Then something more interesting happened."

A Seattle SWAT team quickly arrived at the scene and surrounded the man at Third Avenue and Yesler Way, about a block from the courthouse. SWAT Members pointed their weapons at the suspect, ordering him to put his hands behind his head.

"We corralled him with officers and he did what we asked of him," says Seattle Police spokesperson Sean Whitcomb.

The negotiations and arrest all went down in front of Drexel Grocery.

"It was really a long process so we were kind of anxious about what was going to happen. We were thinking we were going to die or something," said store clerk Daniel Hwang.

The man laid down on the sidewalk. By 9:15 a.m., Seattle police had the suspect in custody. No injuries were reported.

Police later determined the device, which was a metal pipe with metal end caps and wires protruding from it, was not a bomb.

House Bill 3076 is sitting on the Governor's desk. The bill would allow judges more discretion when it comes to sending mentally ill defendants to involuntary treatment at state psychiatric facilities.

One supporter is Eleanor Owen. She is the Executive Director of the National Alliance on Mental Illness of Greater Seattle. Owen says the justice system is not to blame for today's act.

"There are no villains here. Everybody is trying to do the best they can," she said.

Owen says the mentally ill need long-term treatment and not jail time.

"This is not an illness the person has taken on by choice. This is something... genetic," she said.

Well, that agent of Satan in black robes of hell is way out of sync with the Amendment VIII. Of course the government abrogated its constitution a century ago. The ones we have now are criminals in violation of the Constitution.

Don't any of you see the implications, if this bill passes, a corrupt judge in this already broken system could writing carte blanc by saying that anyone they target is nuts (when they really aren't), and have them sent to a mental ward without any due process, that, in itself, is a clear violation of our constitutional rights. It's obvious to the casual observer that this guy is nuts, and needs a mental health eval. but I see this as an excuse to get this bill passed

They want as many people to be powerless against their abuses and tyranny, they want more people in prison, they want more money, they want more power, it has nothing to do with helping people. The Seattle Police are as dirty as any criminal organization, and that is not a personal attack, it is the truth. They support drug dealers who work with them, protect child exploitation networks, legal kidnapping, etc. and I have seen it first hand. They want to push stories like this to create the illusion that the mentally ill aren't taking their medicines, and they want to create new laws to force more psychiatric experimentation, that's what this is about, not helping anyone. When you start to dig deeper, you will see that I am not paranoid, or a conspiracy theorist loser, or whatever else I will be labeled, or have been labeled. I wish I could still have faith in this legal system, this government, officers of the law, but instead I fear them, I feel helpless. There are many others.

These so called medications caused me to suffer unbearably too I might add. I have seizures now, chronic pain from my neurological condition being ignored for months, extreme PTSD and flashbacks, along with several physical conditions after being forced to take large doses of lithium, haldol, risperdal, seroquel, etc. unnecessarily. It is WRONG. I have been targeted and recieved death threats, been persecuted beyond belief... Until people get to know me, they can't even believe half of this stuff, but it is all true. And if you try to take legal action against these people, they just use their field of expertise to label you 'psychotic' or 'delusional', and that way your words don't hold up in court. I have talked to countless victims of sexual, physical, mental, and chemical torture while trapped in these facilities, and this corruption goes far deeper than any of you could possibly imagine. Every time I see something like this in the news I start to wonder what really was going on.

Richard K. Giaudrone gets $25,000 bail, a slap on the wrist, NO JAIL TIME, and only has to register as a sex offender. He goes free. His court file has been removed from public record, etc. Another protected pedophile. Look up the case on Google, do a search for his name. Meanwhile I get a $750,000 bail for a bunch of ridiculous accusations, am held in jail for months, abused and tortured, denied all of my rights, etc. I am a good person that got stuck in a bad situation, and there was nothing I could do. So many others are exploited by this system it is unbelievable. They force these people to take these 'medications' in these horrible psychiatric facilities that are full of negative energy, cheap nutrient lacking food, dirty conditions, and a bunch of other people experiencing rough times. The amount of negativity is enough to make anyone feel 'psychotic'. The worst part? All of my abuses cost you the taxpayers over $50,000. That's right, DSHS payed for all of it. It's FRAUD.

I will keep posting and posting everywhere, you will not silence me. You can try to frame me and keep taking what little I have, you can do what you will with your power (I am speaking to this network of corruption in Seattle/Washington), but more people are waking up, and these pedophile rings and psychiatric corruption and money funneling will all be exposed in time. One person CAN and WILL make a difference.

I will be posting more evidence of Seattle corruption when I have the time. I am fighting several cases right now, it's obvious they don't want me to have a voice, but thanks to all of you people out there with hearts and compassion and understanding, thanks to your support, I am getting stronger, and other people are standing up against these tyrants! Want some more fuel for the fire? Check this out. When I was arrested and charged with several accusatory and exaggerated 'crimes' (I can prove how ridiculous this was if anyone wishes), I not only did time in King County Jail in some of the worst segments (7 North, Suicide Tank 7 South, etc.) all while being hit by guards at times, having my few commisaries and art and writing stolen by the guards, etc, but I had a $750,000 bail. All for misdemeanors and exaggerated lies. I was not allowed to talk to my lawyer, was denied phone privileges, and repeatedly antagonized/tortured. I am not exaggerating as they have.

Anybody want to cut Mental Health funding ? We don't need terrorists, we got lunies. It is entirely possible this man could be a functioning and contributing memeber of society, but only if he is treated, receives medication and can get help to live a normal life.

Graham, that is the problem. There are less and less bug houses, nut houses, and genuine mental facilities to provide care for these individuals. The saddest part of this stories is, he will be out again very soon because he did not actually hurt anyone so they cannot put him in an institution. we had a family mentally ill family member a few years back making threats to the other family members but the could not admit him for any type of evaluation because he had not carried out any of his threats (yet).

unwantedguest - You're absolutely right. There was a time that this guy could have been killed by police although he's clearly a mentally disturbed person that is most likely demonized. The bible gives a good example of this type of issue, when Jesus saw a demonized man in a graveyard that was cutting himself and not in his right mind. Jesus cast the devil out of the man and sent him home to his family. Now I know that not everybody believes in demons and even in GOD. This is the major reason that people end up possessed by demons in the first place.

That video was awful. It doesn't contribute anything to the story. I agree with seattlelovemongr, that it was a poor choice to close Northern State. Asking law enforcement officers to keep mentally ill people in jails rather than a facility designed for their holding and treatment, is unconscionable. I'm also happy to see that the police kept their cool and didn't do anything excessive. Having spent a couple of years in the Middle East, I cringed a bit at their handling of this though. Many suicide bombers conceal their devices well. Lucky for them, this guy wasn't like the ones we dealt with over there.
