Teacher shot, killed at Tacoma elementary school

TACOMA, Wash. - A gunman shot and killed a special education teacher at a Tacoma elementary school Friday morning, shortly before students began arriving for school. The suspected shooter was shot and killed by police shortly after the incident at Birney Elementary School.

The teacher has been identified as Jennifer Paulson, 30, a special education teacher who had been with the school district since 2004 and Birney Elementary since 2007. School District spokesman Dan Voelpel said she worked in the language resource center helping students one-on-one with reading problems.

Tacoma Police spokesman Mark Fulghum said the shooter, identified as Jed Ryan Waits, had waited for Paulson for several hours when she arrived around 7:35 a.m. Fulghum says Waits shot her multiple times as she was trying to enter the school. Fire crews responding to the call found Paulson dead in the staff parking lot. She suffered two fatal gunshots wounds, one to the head and another to the chest.

Omar Moreno, 22, who lives across the street from the school, said he heard three gunshots.

"I heard a teacher screaming at the top of her lungs -- just screaming," he said. "I looked out my window and I saw the guy. He started running down the middle of the street and got in his car."

Moreno said the man, wearing a white snow cap and white gloves, drove off in a tan car. Soon after, Moreno said, a custodian barreled out of the school screaming for someone to call the police.

Moreno said he saw the victim lying on the ground, bleeding from the mouth. It was clear to him she had died, he said.

Witnesses were able to give police a description of Wait's vehicle.

A Pierce County deputy later spotted the car about 10 miles from the school and pulled over the car in the parking lot of a daycare, said Pierce County sheriff's spokesman Ed Troyer. Troyer said Waits came out of the car firing a handgun. The deputy returned fire and killed the suspect.

"We're lucky our guy's OK. The guy did have semi-automatic and did fire a round," said Troyer.

No children were at the school when the shooting happened and no one else was hurt. Most students were on buses, which were rerouted once news of the shooting occurred. The shooting with the suspect prompted the evacuation of the daycare.

Years of stalking

The two had known each other since she was in college, when they worked together at a cafeteria at Seattle Pacific University.

In her petition for the anti-harassment order filed in Pierce County District Court, Paulson said she and Waits occasionally socialized with co-workers and friends outside of work as a group but "never had any sort of romantic involvement."

She said she heard from Waits about once a year since she graduated from college in 2003 - and on that annual occasion he sometimes called her 10 to 15 times in one day.

Things became more intense in spring 2008, when he showed up her school, walked into the building and passed the office, where he was stopped by a secretary. Later that year, she saw him sitting in his car near the school.

"I never told him where I work and do not know how he found out," Paulson wrote.

"He didn't attend the school - they just met," said Ken Paulson, her father. "They never dated. It was a co-worker. She graduated, he disappeared - never met, never called, nothing after that. A few years later, he called her. She had moved out of our house. He had called our house, and I didn't give him her number."

He also sent roses and a bear to her at the school. Paulson's principal called Waits' commander in the National Guard to inform him of the harassment, she wrote.

Fulghum said Pauson had gone to court to get an anti-harassment protection order against him within the last few weeks.

A Tacoma Schools spokesperson said the staff at Birney was well aware of the history between these two. They apparently had a description of Waits at the front desk and his license plate number. If he was ever seen on campus, staff was supposed to call 911.

Waits lived in Ellensburg and had multiple orders filed against him by the victim and another woman.

In September of 2008, Paulson had filed a protection order against him in Pierce County. In November 2008, another woman who lived in Ellensburg had filed a protection order against Waits. That order was dismissed when the woman failed to appear in court.

At that time, Waits was charged with 4th degree assault and was given a deferred adjudication, which allows the offender to avoid a formal sentence if conditions of a probation are met for a period of time handed down by the court. Waits was put on probation, which was extended for six months.

Ken Paulson said his daughter filed a two-year restraining order against Waits a year and a half ago. In December, she thought she saw him at the school. Last Friday, she thought he was following her and called 911. Dispatchers told her to drive to the nearest police station, where he was arrested by police.

Authorities say Waits was jailed Friday through Monday; he posted $10,000 bail and was released.

"She was very kind and merciful, loving person. That's probably why she was a special ed teacher," said Ken Paulson. "What happened today was evil - a terrible thing."

Dennis Waits, Jed's father, described his son as a non-violent person. Waits said his son had been in the army and even had high security clearances.

Waits said they had no indication that anything like this was going to happen. He issued a heart-felt apology to Jennifer's family.

"I wish he had turned the gun on us instead," Waits said.

Meanwhile, staff at Birney Elementary are stunned by the shooting.

"This is a situation that doesn't cross your mind, that you don't think is going to happen. When it does, it knocks everybody flat," said Voelpel. "You can see that on the faces of the teachers as they were arriving and hugging one another and trying to support one another. It's a terrible blow."

Birney Elementary school, which has 400 students in grades K-5 and is located in the 1200 block of South 76th Street in Tacoma, has canceled classes for Friday and Monday as investigators process the crime scene. There will be a family gathering at the school on Monday at 6 p.m.

Life Center, Jennifer's church, will have a memorial in Tacoma on S.Union Ave. on Tuesday, March 2 at noon. It will be open to the public.

Too often we lose the very best amongst us. Let's hope Ms. Paulson is somewhere where her special nature is appreciated. Too bad we can't do better at predicting behavior. Some get a bad rap innocently. Others escape notice until too late. Sometimes it seems that we are short on situational control. I guess it comes with being a freedom loving people. We're stuck with doing the best we can and making the best of a bad situation. Death is so darn final.

This sort of situation has been happening for years, years, and more years. Order of Protection means almost nothing until the person does physical harm. For him to get out of jailwithout an evaluation, and with a low bail is a shame. It shows how little we human beings are valued. Stalking, harrassing, and such crimes have been said to take a higher priority, and with more seriousness, but it makes one wonder, when this young woman was killed after years of subtle, and not so subtle stalking. 15 phone calls in one day, for even one day is just not normal behavior. Anyone who ever gets repeated messages on an answering machine, that are in anyway threatening, or just too many calls, should keep a record, and save the messages with the threats.Then, take every measure to protec yourself always.

I work at an elementary school, so I wanted to weigh in on this. First of all, this is a tragedy - I don't know what else to say. Second, this shouldn't have happened in the first place. 1) The shooter was not allowed to possess a gun because of the restraining order 2) The shooter was not allowed to possess a gun on school property Why didn't the law prevent him from murdering an innocent, loving person? It's clear to me now that the law means nothing to someone determined to break it. Every day, I put my gun in a safe and drive to work, because I'm not allowed to possess a firearm on school property, even though I've been background-checked three times by two states, had years of experience and training, and know my capabilities. To those people saying this woman couldn't have reacted in time if she had a gun: if guns were allowed, she wouldn't be the only person with one. Someone else would have seen this guy and stopped him, even if it only kept him from shooting at police.

andrewkim - why not try reading the article S L O W L Y. The police did find the perpetrator, he pulled a gun on them and was shot dead. Both the victim and perpetrator are deceased.

An extremely sad story. My condolences to her family, SPU, her friends, and especially to her little students, whose lives were made better because of her efforts. Truly heartbreaking. bazwest - Jennifer Paulson is not going to "survive and recover", she was killed, as was the perpetrator.

I don't think anyone believes that having a gun is a 100% safety guarantee. But it's heck of a lot better than nothing at all! People are bringing up the shooting in Lakewood as an example of why people shouldn't carry guns. Didn't one of the cops manage to shoot the guy? The fact the guy left the scene with a hole in his gut meant that he wouldn't have been able to keep killing that day, which people said he planned to do. Those who think there's no need to have a gun in schools, malls, etc, you should check out the news sometime. Columbine, Virginia Tech, etc. Bet those folks wished someone had a gun to stop the shooting. Mumbai: Very tight gun control there, and a long history of such. That didn't stop the attack from happening. The poor victems couldn't even rely on police/military for timely help. Fort Hood: The attack on an army base full of trained fighters, yet it still came down to someone with a gun to stop it.

I love how anti-gun folks think that if there were no more guns, there would be no more killing. Unfortunately, the problem isn't that convenient... the problem is, we have too many crazies out there that are allowed to walk the streets without the law doing anything about them. This guy was a dangerous stalker, and as anyone knows, a piece of paper (i.e. a restraining order) isn't going to keep someone like that at bay... they either need professional help or need a jail cell. So tell me, anti-gunners... what did people do before the invention of firearms? I'm pretty sure that prior to the invention of firearms, people were killing each other in great numbers. If we took away all the guns, people would kill each other with blades... if we took those away, they'd kill each other with farming tools. If those were taken away, people would kill each other with rocks and clubs. Instead, we should be looking at ways to curb criminal violence, not looking at the tools they use.

Just another tragic way to demonstrate that all the LAW in the world will not protect you. Wether it be COURT ORDERED, waiting for police response, or depending on SECURITY GUARDS, the only way you will ever be safe is to protect yourself. Personal responsibility.

There are a couple of issues at play here, one is domestic violence/ anti stalking. Restraining orders don't work. Secondly, nobody has touched on the fact that this crazy is former military, yet there is all this gun debate raging on this post. What do you have to say about tracking former military? Lets just say that I am all for giving our veterans the best care and benefits for their service, I am not talking about mass majority who have served honorably, I am talking about the ones that the military has a less than exemplary record for? The ones that the military recognized as being... "problem children"?

What I will say is that it's sickening to the stomach, that we don't have the guts in our judicial system to put child molesters, violent offenders, and yes habitual stalkers...AWAY. Very well said, Sandman1, but this is a subject that will always fall on deaf ears. Your points are right on the mark, especially about how the anti-gun crowd will not defend themselves but expect others to do it for them when violent crime steps up to face them. And I have yet to see a piece of paper stop a criminal, (protection order) and if they had qualms about breaking laws (like carrying guns where they aren’t suppose to) they wouldn’t BE criminals. On the other foot, not all SHOULD carry. Not everybody can pull the trigger when the time comes, but a lot of people try to fool themselves into thinking they can take a life.

Very sad. What a sick society we have become. This is happening all over all the time. what will happen when a psycho goes into a school with a gun again and shoots people. I think they should have all secretaries in schools packin because they are the first to see people come in the door. I think that schools need bullet proof glass and need to buzz people in to the office instead of have the door unlocked. I work in a new school and there is a lobby and the office door and another set of locked doors. only way to get in to school is through office door. This door in lobby should be locked. clerk and secretary need to buzz visitors in. I know this happened at 730am but it could have happened anytime. I also think it is time to be proactive and put metal detectors in all schools before we have lives lost and then we do something. This society is only going to get worse not better. We need to prepare for the next level of our declining society and that is fortressing our schools.

Once again, the law against possessing firearms on school property did not work. It only prevented the victim from carrying a handgun to protect herself. The cowardly perp paid no attention to that law. The victim did, and she is dead. If she had a handgun, she might have seen him coming, and had time to protect herself..... But no, the anti-gun do-gooders made sure she was unarmed so she could be butchered without being able to put up a fight. If this beautiful girl had been my daughter, and this bag of dirt had been harassing her for this many years, and for this long, I would have made SURE she had a handgun and knew how to use it...... Whether there was a school law on firearms or no school law on firearms...... I sure wish I had been there.......I would have loved to take this coward out myself........ Thankfully, the police did the job and saved the State a lot of money.

red_rocker, once again, you are not listening to what we are saying, the "80,000,000 LAW ABIDING gun owners" would not use their weapons to shoot another defenseless human being. Guns don't shoot people, deranged people shoot people. It is the deranged people that we need to concentrate on, not the law abiding gun owners. By the way, for those of you that think gun control laws work so well, in 2005 in Toronto, Canada there were 52 deaths due to shootings with illegal handguns. So much for Canada's "gun control".

Another perfect example that a protection/anti- harrassment order isn't worth the paper it's written/typed on. This guy sould have NEVER been released from jail...or had the chance to post bond. My thought and prayers are with Jennifer's family at this very difficult time. Please don't blame the police for this terrible tragedy. They have NOTHING to do with allowing protection orders to stand or not. Thank goodness the perp was killed today and not another officer/deputy. They did their job to the very best of their abilities.

The teacher may not have had a chance even if she did have a gun, but not having one didn't work well did it? Owning and carrying a gun is not about being able to react as much as it is a deterence for those who know the person has a gun. An NRA sticker in your back window is going to decrease your chance of having a violent crime, even if you have never owned a gun. 1 out of 10 crimonals won't care if you have a gun, but the other 9 will look for an easier target. I think it is safe to say that the teacher would still be with us if the shooter knew the teacher had a concealed permit and was allowed to carry on campus.

Lets not mince words. Crime is rampant because the law abiding, each of us, condone it, excuse it, permit it, and submit to it. Is your life worth protecting? If so, whose responsibility is it to protect it? If you believe that it is the police's, not only are you wrong - since the courts universally rule that they have no legal obligation to do so, but you face some difficult moral quandries. How can you ask another human being to risk his life to protect yours when you will assume no responsibillity yourself? If you believe it's reprehensible to possess the means and will to use lethal force to repel a criminal assaut, how can you call upon another to do so for you? Because your life is of incalculalbe value, but his is only worth the $40,000 yearly salary we pay him? One who values his life and takes seriously his responsibilites to his family and community will possess and cultivate the means of protecting himself and loved ones when threatened with death or serious harm.

well now maybe our state Senators will decide more quickly about the bail release system more quickly. Although he was released over Mon. If this had been implemented earlier after the Lakewood Police Officers shooting....shame on our elected state officials for deciding to take a year to study......

But to add, all you anti-gun people are fools also. Most gun owners are carefull and responsible with their guns and do not endanger anyone by having it on them. It is only the gun-owners like swatspyder that think they are hot stuff because they have a gun. Heck, I would own a gun myself, but I have no need for one so I choose not to have it.

Nobody should be allowed on school property without being screened at a security gate by armed security. Teachers or school security should also be allowed to cary guns. With proper training it could work similar to an air marshall program. I am shocked and disappointed by how many holes are in school security. I know they do the best they can but they need proper training and procedures.

I completely agree with swatspyder. And you know, I think it's funny that there's so many people who are against carrying guns. WAKE UP! The people who are going to go out and shot others don't care about your "gun free zones". So tell me why I shouldn't have the opportunity to defend myself instead of being a sitting duck? I'm a mother of two and the last thing I want is not to be able to defend my family if someone comes shooting in a park, school, etc. I OWN that right and I certainly intend to exercise it if I have to.

First, my sincere condolences to the family of this upstanding young woman. Second to the anti-gun posters, per our gun laws this low-life was not allowed to have a weapon, per our gun laws there were to be no guns on the school grounds, per laws there would be no one present at the school with any capability to stop this nut job, per our laws the cop killer was not supposed to have a gun either. Gun laws do not work. The sad reality is that there are people among us who disdain our laws, our freedoms, and in some cases the lives of others. There are also some very fine people who would risk their life to save another and they are not all in uniforms. Many of us carry, or are permitted to carry. We are not nut jobs, we are realists. We take accountability for our own safety and will defend yours if warranted. We also defend your right to disagree. We will not however, give an inch on our right to defend our life and liberty from any who would dare try to take either from us.

This young woman was ambushed for the most part and if she had been armed, it would have been in her purse or her car. No help there. The killer had an agenda and it would have been carried out with our without gun laws. My condolences to the families of both parties.

red rocker, What possible gun law could have prevented this? Even if they passed a law completely outlawing gun possesion (not gonna happen), there are still millions of guns out there and the criminals sure wouldn't pay attention to the law. So please... how could stronger gun laws have prevented this? And for those who think arming the teachers would prevent this... give me a break! When the guy got out of his car and faced an ARMED and trained officer, he still used his gun. Why would he even think twice about ambushing a teacher because she "might" be armed? ....this is not a gun control issue, or a failure of the "system". No gun control law, or lack of gun control laws would have saved this girl. She was killed by some psycho who was obviously very sick in the head. If he did not have access to a gun, he would have found some other way to do it. A restraining order isn't going to stop something like this, you can't monitor where or when something like this is going to happen. It's just very sad for her family and her students who I'm sure will be devastated and not able to understand what happened. For that matter, none of us can understand what makes someone go crazy and do this. The only good part of this is that he is dead. I hope he suffered before he died! He should have turned the gun on himself long ago.

newlogin86, In this state there is no need for a permit or anything else to opennly carry a gun, there are places that it is not permitted, but you neither have to register a gun or have any permit to carry it. Also, guns are permitted in school zones if you are picking up or dropping off a student. Again, read the laws before you type. Larry

My prayers go out to the family, friends and students of this teacher. Although I am a licensed gun carrier, I really don't think this is the place to be debating whether or not we need more gun control laws. This young woman had been harrassed by this guy since college. She had restraining orders, she had him arrested last friday according to the continuing update of this story. She did everything right according to the law and was still killed by this guy who had been stalking her and another woman for years. More gun control would not have stopped this guy from doing this horrible thing. If the law didn't allow him to have a gun he would have gotten one anyway. Had she had a gun for protection, she would not have had time to struggle with her purse or bag to get her gun out and protect herself as this guy had been waiting hours for her to show up according the the articles. So either way this article is about a tragedy not gun control.

If some nut or criminal wants to get their hands on a gun to commit a crime they will find a way to do so. The problem was that this crazy a--hole was on the streets. Even had there been an armed guard or citizen there the outcome would still be bad. It is hard to catch up to someone that already has the jump on you. I have a concealed carry permit and have had to use it to subdue an intruder, one of the scariest moments of my life. Luckily the guy knew that he had put himself in the wrong place and wasn't ready to see if I would commit to pulling the trigger. My 14 y/o daughter shoots pistols, shotguns, rifles, and even a bow. My next daughter turns 10 and has decided to take hunters ed this year. I believe it should be taught at schools, if they can teach them all about the birds and bees why not firearm safety? I am not saying that every child needs to shoot guns, just be aware of the proper way to handle them if put in the position. If pistols were ever outlawed, I would be a criminal. I will never hand my arms over to a government.

It's because they don't (and won't) let guns proliferate their society in the first place. Canada, Japan, Korea, and other countries I've been to seem pretty mellow. Why is that? SwatSpyder, I agree with you to a point. I'm a school employee and would never be an advocate for guns at school. On the flip side, I am a registered owner of a handgun and hold a Concealed Pistol License, (CPL). I am with you in the thought of citizens should be aware of their surroundings and should be able to carry a firearm for personal defense. I practice at a local range quite often so that I am able to utilize my firearm responsibly. Like other CPL holders, we NEVER hope to have to use it. But, if there is ever a time when I my safety or my family's safety is in danger, and I am able to respond, then I will. This poor lady probably never had a chance. She would not have had an opportunity to respond if she was armed. This guy was waiting for her. It's unfortunate that so many people are quick to call all gun owners "Idiots". The bad guy is going to have a gun no matter what the law states. I want to at least be able to defend myself and my family.

Regarding the 4 murdered Lakewood police: They were obvious targets for the gunman due to their having uniforms on. For anyone to try and act as though that was not a HUGE factor in that shooting is complete intellectual DISHONESTY. I can't help but believe (as many others do as well) that the outcome of the Lakewood 4's shooting would have been WAAAY different had there been a responsible armed citizen in the coffee shop who could have responded decisively to stop the gunman before he murdered 4 officers in cold blood. Of course we'll never know but it can be argued that such a factor could have had a GREAT effect on the outcome there. anyone who denies this is simply being unreasonable.

Teachers will never be allowed to carry firearms legally onto school property for whatever reason, that just aint going to happen in our society. This creates a quandry, which is, that women (and men) really don't have a way to protect themselves adequately from whack jobs like this psycho. Protection orders are now essentially unenforceable against those who are twisted and motivated enough to kill. Even if the cops had the authority to search a person's property and seize their guns, guys like this will use some other violent method to try and accomplish their goal. What is needed are stiff laws and penalties for those that commit serious domestic violence crimes and for those that make credible threats of the same. The personal freedom and liberty of victims and potential victims is much more valuable than that of a domestic violence terrorist such as was this nut job.

Spyder - then why did the Lakewood cops die? They were armed. (or any cop for that matter that is killed in the line of duty). Arming yourself doesn't mean you will live, nor that people won't still target you. So let's get off the firearms. There will always be differing opinions. Teerah, You can tell it to Dr. Suzanna Gratia-Hupp who watched in horror as her parents (& roughly a dozen other people) were gunned down in a restaurant by a crazed gunman. Dr. Hupp had a gun and could have stopped him except she is a law abiding citizen and at the time it was illegal to have a gun in a public place. She stood there helplessly while her gun was outside in the trunk of her car. I can cite instance upon instance of an armed citizen successfully using a firearm to save their life or the lives of others. Do you really want to go there with me?

To david5198 and the rest of the anti-gun crowd out there, responsible gun owners are NOT "just as much as a problem as the criminals", if you do some research you will find out that there are many more responsible and licensed gun owners than you think, they practice and get educated in gun safety at shooting ranges all across the country, usually right along side of the police and military personnel that you are talking about. Much of the "problem" lies with elected officials like Ron Sims, Greg Nickels (both out of office, thankfully), and Christine Gregoire trying to tell others how they should use their posessions without being fully educated on the issues first. For a criminal or someone who is bent on killing another human being, a sign sayi g "no gun zone" is not going ot be a deterrant, just read some news reports and look at the evidence.

My heart goes out to the families affected by this tragedy. And to those calling for gun control, all more gun control will do is put guns in the hands of criminals and take them away from law abiding citizens. I own one and wouldn't hesitate to use it if it became an issue of my life or someone I love. And as for law enfocement being only minutes away, sometimes that's too much time. Police are not everwhere all the time, all the more reason for those comfortable with guns to own them.

Such sad times we live in. We need a better mental health care system. One that provides people with low cost or no cost crisis prevention care. Yes it will cost us all some, but in the end if it will prevent some of these tragic incidents it will be well worth it. The more this happens the more indifferent we become. I hear people say "Oh well, just another day in the headlines of our lives". This women and man were part of our sociaty, they had families and were among us just a few hours ago. Very tragic and should be very disturbing to all of us. I am very sorry for the families of the deceased. For those of you advicating for us all to carry guns I want to say there still most likley would have been at least one death in this situation today. I am not a gun advocate or de-advocate. I just feel your agrument for carring a weapon just doesn't really apply here.

The problem goes much deeper than any of you are willing to look. People are using any means to get out. They are manifesting excuses to be violent. They are just giving up. They are afraid to confront the real problem(s) they are having. They just want a quick fix. They are weak. I think that we should ALL stop, take a moment to think of what we have and who we have in our lives and give thanks for that reality and move on. Quit thinking with our small heads and think with our hearts. If it sounds like I am a weak human, I am not. That poor woman, my heart goes out to her family, and also to her co workers and her students. I almost wish the shooter had lived so he could have spent his life behind bars. But at least this way he's not costing the taxpayers anything.

First of all, my sincerest condolences go out to family and friends of this teacher. Now for my grill. Hey Swatspider, does this sort of thing happen in Canada? Japan? EU? Get a grip. We need better gun control laws, period. The United States is perceived as a nation of gun-toting, NRA badge-wearing, shoot-em-up cowboys. When was the last time you heard of a DV incident escalating into a shooting in Canada? I was a high school teacher for many years; I taught in Tacoma and there wasn't a day that went by that I didn't fear for my life, especially after Columbine. It's a big reason why I quit the profession: GUNS! How long are we going to let this go on before something is done about it? As the southern rock group Lynyrd Skynyrd so eloquently put it in their song lyrics, "Saturday Night Special:" "Well hand guns are made for killin,' They ain't no good for nothin' else, And if you like to drink your whiskey, You might even shoot yourself." Arming people more means even more shootings!

Maybe if teachers were able to arm themselves with firearms for self defense, some of these teachers might have a CHANCE at DEFENDING their lives. But no.... Where I live elementary students don't get to school until after 9:00am. Therefore it sounds likely it was likely an adult who pulled the trigger and not a pistol packing pre-teen. I pray the teacher will survive and recover.
