Steven Powell pleads not guilty to voyeurism, child porn

TACOMA, Wash. -- The father-in-law of missing Utah woman Susan Powell has pleaded not guilty to charges of possessing child pornography and secretly videotaping her, other women and young girls without their knowledge.

Steven Powell, 61, pleaded not guilty to child pornography and voyeurism charges during his first court appearance in Pierce County on Friday. A judge set bail at $200,000.

According to prosecutors, Steven's missing daughter-in-law, Susan, was featured among the more than 1,000 images of women and girls as young as age 7 that were seized by police. Prosecutors said the pictures appear to have been taken without Susan's knowledge, but she was not naked in any of them.

Pierce County Prosecutor Mark Lindquist called the images of Susan "creepy, but not criminal."

According to KSL-TV in Salt Lake City, Utah's West Valley Police said Steven is not a person of interest in Susan's disappearance. His son, Josh, however, remains a person of interest.

Josh did attempt to visit his father at the Pierce County Jail Friday night, but was told he could not.

Prosecutors argue Steven Powell has been taking inappropriate pictures and videos of women and girls for the last 10 years.

If he makes bail, the judge ordered he have no contact with minors. So far, Powell's family has not been able to come up with the money.

Powell was arrested in Puyallup Thursday and charged with 14 counts of voyeurism involving two child victims and one count of child porn possession.

Back on August 25, authorities in Utah investigating Susan's 2009 disappearance asked deputies for help in searching her husband Josh Powell's Puyallup area home, which he shares with his dad Steven and his two sons.

A few weeks later, after going over computers taken from the home, those detectives in Utah told Pierce County they found the cache of photographs and recordings. Deputies have been able to identify several victims, including minors and adults who said they never gave permission for them to be photographed.

The prosecutors office says two victims were Powell's neighbors in 2006 and 2007 and the videos appear to line up with Steven Powell's bedroom window.  

When contacted by law enforcement, the mother of the victims identified her daughters in the images. She explained that she sometimes left the blinds open in the upstairs due to heat. Crying, she said that she never thought someone would be watching and photographing her daughters, according to a press release from the Pierce County Prosecutors Office.

Steven Powell's estranged daughter, Jennifer Graves, says she's relieved her father is in jail and is not surprised by the charges.

"He's had problems with that kind of thing in the past," said Graves. "Not necessarily taking pictures of people that have been around him, but he's definitely collected magazines and things. Typically, when you get to that, it's not hard to go to the next step."

When reached over the phone regarding the arrest of Steven, Susan Powell's father Chuck Cox said, "We are relieved that the children are out of the house and have been taken into protective custody."

The arrest of Steven Powell came just hours before a judge ruled Friday morning in favor of Susan Powell's family and is not allowing Josh and Steven Powell to publish her diaries and journals. Josh and Steven's attorney had argued that its publication would give them a chance to defend themselves against accusations that Josh killed Susan.

Steven Powell worked for the Department of Corrections as an account executive, helping sell materials made by inmates in prison to outside facilities. He was terminated from his job Friday.

@ jezebel..Really messed up on previous comment..Brain taking a nap :) What I meant to comment.. Your concern about media hype and Powell not being able to get a fair trial because of sensational media coverage will not mean he can't get a fair trial..

Well what other plea would you expect? Everyone pleads not guilty to everything. This man is the height of scum and his son is not far behind. I can only hope the children have been placed in a safe home. Too bad the other grandparents cannot have them, but they opened their mouths too much early in the case, I guess.

With all the media attention, there is much less chance of a fair trial for either man if one of them is charged. Creepiness isn't evidence of committing a specific crime, but these sort of sensational media coverage trials usually end up using character and innuendo like it is evidence. It's better for authorities not to talk to the press and for the media to leave the sensationalism out of it so there is a better chance at an untainted jury that can look at only the facts of the specific case, real evidence.

perspective- voyeurism involves a violation of "reasonable belief of privacy" most of those pictures are taken in public places, any that aren't can be pursued by the target of those pictures. consuela- I just checked: Voyeurism is a Class C Felony in Washington State.

Sir_Real- As I understand: a search warrant must be specific as to the objects and areas to be searched. Other items, rooms, outbuildings, persons, vehicles, etc. may require additional search warrants. But ANY item found within those parameters are legal to follow up on. The computer itself was part of the warrant, files contained there in are could have been generated by ANY user including the suspect or victim. A folder containing pictures of the victim certainly fall within the bounds of the warrant, especially given the suspicion Steven Powell has brought on himself regarding his relationship with her, as evidence of involvement with Steven Powell could be perceived as motivation for Josh Powell. SO in your example, if the fridge is a reasonable part of the search then the investigation proceeds from there. Whoever gave you that info is very mistaken or interpreted the regulations loosely.

Its funny how so many people can pick up a magazine made by the poparazzi, where private photos are printed, and bought by lots of you and looked at. They are not proscuted, and your not a voyeur. Not defending these actions just pointing out the similarities. @azizza, do you know they burned and buried the body as stated as fact in your post? if so WHERE IS IT!

@chuckstar76..Yes, I have wondered if Steve Powell could have killed Susan Powell..Or considered he was involved with his son Josh with Susan going missing.. I don't think the penalty for Voyerurism is very stiff..Misdemeantor..Maybe just a fine..maybe a few year's in prison or probation. The laws leave a lot to be desired regarding this problem.. I believe it is a Class C Felony in the State of Washington..Probation? 30 days in jail? Fine? Does anyone know?

This is crazy but I saw him over ten years ago at Alki beach. I never forget a face especially when that face is doing something out of place. He was pacing around with a camera and attached telephoto lens. He was about 25 feet away from the sand near one of those cement blocks that line the boardwalk. I watched as he approached a young girl on the sidewalk. He gave her a business card after a couple of minutes. I thought at that moment he was probably telling her he was a big shot magazine photographer. He got her to pose in different seated positions on the cement block. I decided to take a few steps toward him but he thanked the girl and walked away. When he walked away from the girl, I turned around and continued my walk back to my car. I remember him because his arrest photo posted in last nights story showed him with his transition lens glasses on and they were tinted just as they were that sunny day at Alki.

Somebody, correct me then with what law this pertains to, this example was given to me. Say the police got a search warrant for drugs and in the process they open a refrigerator door and found a human head in a jar. I was told that police could not act on that because it was something they found not in the guidelines of their search.

Sir_Real - no, law enforcement are required to report other crimes uncovered in a search warrant and especially when it involves minor children. I am sure Steve Powell has been sweating for weeks. Good!

bazwest . . . he doesn't care about his integrity or name being compromised. It is all about the rush he gets viewing body parts of children and women. Part of the excitement, I guess, is in filming them when they are unaware they are on camera. This man is sick. I feel his son is also sick. The apple and all that . . . The young boys need to be spared. If Susan was alive she would be here immediately to save her sons from the ills of their perverted paternal grandfather. Let him make bail and then it is a guarantee the state will not return the boys to their father's care. The grandfather is the meal ticket. Josh doesn't work. He sponges off his father. His father supports all his children but the one smart on in Utah who can see through her father's sick attitude. Josh Powell should not be able to have any visitation unless there are an adequate number of supervisors. He could grab them and take off . . . maybe Steve will take a plea bargain and divulge what he knows about Susan.

I hope he gets what he deserves. He was at my childrens' school on Monday. They say he was never left unattended, nor had any contact with the students. Karma will haunt him. Prisoners really know how to take care of sickos that do this type of thing to children.

@cjcampbell- you don't necessarily need permission to take pictures of people in PUBLIC places where an expectation of privacy is not guaranteed. You cannot take pictures of people INSIDE their homes- these are PRIVATE locations and not up for grabs for any dolt with a camera. You think its ok to let someone peep in your bathroom window while you're doing your business? And you most certainly CANNOT take pictures of minors, even in public, for nefarious reasons as Steve Powell has done. Fail.

@cjcampbell, it is illegal to be a voyeur. It's illegal to peek into people's windows and take pictures of them doing private things. It's illegal to take pictures of people for voyeuristic purposes (which, if you're taking pictures of backsides and breasts, I'd say that's very voyeuristic). It's illegal to peek up women's skirts when they're walking down the street with a camera, too. Don't make excuses for this creeper.

@cjcampbell..... I don't think anyone could care less what the law states with regards to taking pictures. I think I can speak for most guys, if you are taking a picture of me or my family for ANY reason without my permission I'd probably beat you down. Ok if you're at a wedding or other event you expect random pictures but in the privacy of my home...no, don't think so. If I caught my neighbor taking a picture of my kitchen chair through his blinds I'd have a very good reason to act out some rage. This man's sick, and there's no two ways about it.

Just to be clear: you do not need anybody's permission to photograph them. However, there are areas where privacy is expected, such as bedrooms, bathrooms, and hospital rooms. But if permission was required, security cameras would be impossible, as well as most travel, sports, media and other photography. Many places (but not all) also have laws against taking pictures of parts of the body and clothing that the subject has a reasonable expectation of being private. But otherwise you do not need permission to take pictures of anyone.

@DCa12722..I definitely support lin1945..How can you possibly justify these children staying in the Powell home if the pervert gets out on bail? Don't you understand, these children are not safe and do not belong under the same roof of Steve Powell or his son as well.."birds of a feather." I am wondering if the Powells children have been molested by the grandfather..You know molestation and rape happen with those we least suspect and many times a family member.. How can you the childrens father need Josh Powell more than ever? This man has not made any effort to find their beloved mother..He refuses to answer questions that could help find Susan..Instead he insists she ran off with another man? How can you support a man that won't let Susan's mother and father (grandparents) visit the kids or only under supervision? If Josh loved Susan, he would understand how important it is for the children to have ties with Susan's parents who would keep her memory alive..

Interesting developments! Glad the kids are out of the house for the time being. Funny how if this guy would have just kept his mouth shut he might not have been discovered as the perv he seems to be. I am sure he thinks ALL the people he photographed wanted him, like Susan did. Isn't that a sign of a psychopath or something, believing your victims are willing participants in your delusions? I hate to judge before all the facts are in but this guy has creeper written all over him. My heart goes out to Susan's family.

Sir_Real- The 4th Amendment reads "The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized." Neither this or the 5th Amendment were violated as the the items were lawfully seized during investigation and he was not pressured to implicate himself. HE had made his guilty conscience perfectly clear on his own, the computer just let law enforcement know why. Besides, these agencies are OBLIGATED to pursue information on any crime they become aware of.

Yup, photos of an act or subject means you are about to commit crimes - you know, like news footage of car crashes makes ppl plow into children walking down the street. First it was the thought crime of viewing illegal acts that was made illegal, then caching the URLs of websites depicting illegal acts become of themselves an illegal act -can't wait to see you Law & Order types snivel when the cops come and take you away for viewing tax dodging instructions on th 'Net...

DCal2722: Are you crazy? The Powell grandfather stays with the boys. They all live in Steve Powell's home. If he gets bail they will be under the same roof. He is not a good person to have around young children when some of the charges involve young children. Steve Powell supports all of his children except the one daughter in Utah at his Puyallup home. He is the only one employed or that is what has been stated in the news. Hard to put him out of his own home. THAT SAID, however, the news just reported that the two boys have been removed from the home and taken to a secure location.

\ I forgot to mention: Why should the son's kids be taken from the home? It's the Grandfather who was arrested, does that constitute guilt on the part of the father of the kids. If he is found to be of reasonable moral character then leave them alone. These kids need their Dad more than ever. Hopefully he will be found to be without responsibility in the disappearance of his wife.

I've wondered about this guy for awhile. I had read about problems in the marriage caused by this guy's infatuation with his Son's wife. That is some sick stuff. It is bad enough when a friend covets a man’s wife but his own father??? that is just beyond my comprehension. Well now it turns out he is a peeper and a Child molester, this really goes a long way in est. the kind of man the families were dealing with, I won't be surprised to hear his Son ends up sending this guy to hell.

REMOVE those two boys from the home of Steve Powell! I am not surprised. It will be interesting to see how Josh and his siblings that live with the father will survive. CPS must take action now. The little ones are not safe with the grandfather and you know he will bail himself out of jail. I hope this is the beginning of the ultimate fall of Steve and Josh Powell. Pray for those young boys and their beloved mother, Susan.
