Should professional dog walkers pay to use Marymoor Park?

REDMOND, Wash. -- King County is considering a plan to charge professional dog walkers $800 a year to use the off-leash dog area at Marymoor Park.

Complaints about unruly dogs and people not picking up after their dogs prompted the proposal, which is drawing criticism from some professional dog walkers.

"We're not going to be able to come down here anymore," said Richard Winsler, who owns a dog walking company called Catch Me if You Can.

"It's very sad. We love coming down here," he said.

The plan would also require insurance for dog walkers and mandate 32 hours of volunteer service at the park each year. Winsler thinks 32 hours is excessive, arguing many dog walkers already put in extra hours to clean up the park.

"We do a pretty good job of maintaining it ourselves," he said

Park management said the dog area was not designed for dog walkers with a dozen or so dogs.

"The park was created for individual and family enjoyment to bring one, maybe two dogs here to exercise," said Margaret Anthony, the park's operations manager.

A public hearing was held Wednesday night. The county will collect comments from dog owners and walkers until December 29 before making a final decision.

Any changes would take effect February 1.

If you're a "professional" dog walker, you're a business, and "as" a business you need to carry liability. The whole "I clean up after the dogs" is just avoiding the issue. Most businesses pay some kind of fee to someone. If you use public property for private gain, you need to pay. If a citizen uses private property...oh, like going to Disney World, or a gym, "they" pay. DOG WALKERS walk DOGS. Day care providers talk care of children who will one day pay taxes just like their parents. No way a dog is going to pay taxes.

if there was a ten dollar charge for each dog brought in it would cover insurance and a mexican poop scooping crew to clean up after them,and any dog that gets mean to other dogs should be removed and taken to the king county dog pound and put to sleep and the owner should have to pay for the needle and any damage the dog has caused....

At the very least they should be required to carry liability insurance if they don't already, and be able to show prove of insurance.

I am private dog owner who brings my dogs to the park 3-5 times per week. I live in Snohomish County I see the walkers picking up after the dogs regularly they also have clean up days on some weekends were a good # of them come down and spend 1-2 hours cleaning up the off leash area. When it comes to problems with the dogs you need to look elsewhere. If a dog is causing problems the walkers will try to correct the behavior if that does not work the client is turned away. I have seen this a few times this past year. How many clients would continue to use a walker if their dog kept coming home injured? If you want to see chaos come down on a sunny weekend when the private owners bring the dogs that need way more exercise then the routinely get but only make it to the park 1-2 times per month; these are the dogs that are not well socialized and in many cases have the owners that are willing to let the dog bother other dogs and people and create the problems

some people don't get it. charge a fee to the pro walkers, then that's essentially charging dog owners who use the walkers. Pacoceangrl is right. nannies and day care moms bring lots of kids to the park...is it time to charge them a fee too? I have seen the acres of land for over 5 years of seasons...it's not getting damaged. it's a wild park. just the way people like it. No paved trails, no interpretive signs, just wild land. bamafo...yes, there is a way in hell that that the dog walkers pick up after their dogs...it's called WORK. They do it. I've seen walkers picking up bag after bag of poop...it's the first thing they do after they let the dogs out of their truck. They know they have a good thing at this park, we all do...so we take care of it. It's just the latest way our government has figured out to get more money out of us. All of you with the "make them pay" attitude is saying that because it's not them that will have to pay.

$800 is excessive in my opinion but I do think that any business that makes money while using a county maintained park should pay some sort of fee.

I couldn't agree more with manabouttown - in addition to the $800 fee, there is a parking fee around $200/annual and also steep insurance requirements that will Inevitably increase their costs further. This absolutely makes no sense. Compaints now equals fees? I don't think the fees will stop the complaints - this is one of the most ridiculous things I have ever heard.. Don't forget we all pay tax dollars that are appropriated to king county parks. If we are going to start playing this game of charging private citizens to use public parks then why don't we charge nannies that bring children there? Chldren cause a lot of wear and tear on the equipment....now don't you see how ridiculous this can all get. I'm going to start complaining about mother's who bring 5-6 children to the park - too noisy and destructive.

First of all...I use this facility 2-3 times per week. I also have a dog walker bring my dog here 1-2 days a week. So whatever I tell you here, will be first hand facts. Trust me. All pro dog walkers spend a good 10-15 min collecting dog waste before they even head out away from the immediate area near the parking lot. They pick up more than what their charges leave. If they are charged a fee to use the park, they will likely pass this burden on to the public in higher fees...so basically it 's just another way to collect TAXES from the public. Most pro dog walkers use the park from around 11-3pm. Hours that most of us are at work...if they weren't there, then very few people would be there at the park. By the time the after work crowd gets there, the pro walkers are just about gone. Raise their rates, then that will raise their fees. Nice way to tax more people, King County. It's another money grab. the pro walkers do a good job at cleaning up after the dogs.

If a professional dog walker is bringing 8-10-12 dogs to an OFF-LEASH park, there iis no way in hell that they are managing to clean up after that amount of dogs. The one concession that I would allow is that they include parking within the permit cost. Just to appease their minds.

Why shouldn't they be charged? Anytime a private organization uses a public facility they should pay for the use. I think the dicussion should be how much the fee should be. The County suggested a $800 annual fee plus 32 hours "volunteer service" to use the park. Maybe a sliding fee combination of service anf cash should be considered. ou don't like the fee? Then the County may have to raise taxes to maintain the park. So what is better fees based on usage or a general tax?
