SEATTLE – A convicted sex offender is accused of raping a special education student at Seattle's Roosevelt High School. KING 5 has learned some staff knew a sex offender was at the school, but parents and students did not.

Prosecutors say 18-year-old Jose Reyes convinced a 14-year-old freshman to go into a girls bathroom at Roosevelt to make out. But, he then forced himself on the student. Other students believe he was in some sort of relationship with the girl.

Few at Roosevelt knew about Reyes' disturbing past:

In January of 2007, police say Reyes lured a 10-year-old-girl into a public library parking garage and asked her to take off her pants.

In April of 2007, he was charged with trying to lure an 11-year-old girl at a greenwood park.

And in May 2007, he tried the same thing with a five-year-old girl, asking her to sit on his lap in exchange for trading cards.

When Reyes started school this year, certain teachers, staff and security were told that he is a Level 2 sex offender. State law dictates that no one else is required to be notified.

Many parents say that's ridiculous.

"When it comes to child safety I think parents have a right to know," said one parent.

"Based on recent information, a rape on campus we should definitely know. If teachers and administrators know, I should definitely know," said another.

The Seattle School District says while Roosevelt was notified of Reyes' sex offender status, the report did not give details about his past and that report never made it from police to the school district itself.

Reyes is charged with third degree rape and is held on $100,000 bail.

@homerj: when someone kills someone (or other crimes if you are certain Gulf States), how does killing them do any justice? Does it make people close to the victim feel better? I just don't see how more killing betters society, maybe you can enlighten me. @nadalib: welcome to our fair city! There's a lot to do here and the people are (for the most part) great. Once you move here, you'll never want to move away.

@homerj: You just provided your own counter-argument. Texas fast tracks everyone to the death chamber (except mentally insane and juveniles, curse that supreme court for taking away Texas's fun). With that in mind, why is Texas one of the top states for homicides? You think with the guarantee that you'll be toast, that it wouldn't happen. But it doesn't, which makes capital punishment seem kind of ridiculous. Combined with a greater cost than life without a parole (teabaggers, can I get a hell yeah? No? Oh, you're just advocating legal racism. Nevermind), seems like we should stop advocating state sponsored murders. But I'm just a liberal and I clearly don't know as much as you neo-cons.

The sex laws need to looked at to correct these problems. We can not just keep adding feel good laws for the lawmaker to get elected again. We the people need to let the lawmaker know we want these laws changed to better fit the crime. We need to track all sex offender but we need to track the violent ones harder. My son had sex with his girlfriend dated for two years. He was just 19 and she was 3 months shy of 18. Her parents knew about it and got her on the pill. When he decided to break up she told her parents she did not want to have sex on this day. He was arrested and took a plea because our lawyer said if not he could face 25 year in jail. As it stand now he received 10 year jail time and 10 years sex offender probation and is a sex offender for life. In the meantime the girl now wants to to get him back. She has an active myspace account proclaiming her love for him. They had oral sex if someone forced me to give them oral sex I would have at least bite the thing.

tootoo....if this state grew some hair on its nubs and prosecuted criminals to the fullest extent of the law...and if murder was/is involved the criminal might think twice if he knew he might die for his offense....then crime might drop...wishing, but until you put teeth into justice, then what do they have to lose...a little time, 3 squares and a cot...then right back to hurt some1 you might care about.....Texas has an express lane....more than 20 peeps feel this way....at least the men do!!!!

I can't believe how criminal this is it is totally unacceptable for the law to be like this! To put children at risk with someone like that he should get life with no possibility of parole.

I EXPECT to be notified of there is a f$%#g sex offender in the school my daughter will be attending next year!!!!!! I want our legislators to change the law to not allow a sex offender to return to school. Better yet, to not allow a sex offender to return to society. I would join a class action lawsuit to change the law if this happens again with my daughter at that school. I expect to know about an offender in school just as I expect to learn, and do learn, of one moving into my neighborhood.

Gun toting Neocon fanatics whose urge to murder fills the blogoshere with incendiary blather would do well to remember there be gun-toting Liberals as well. Roadblocks, travel papers, mandatory ID checks... gee, why were we so afraid of the Commies we'd spend a trillion dollars defending against rumors?

People aren't told because he was 14 or 15 years old when the other incidents took place so as a minor his records are sealed from the public. Now that he is 18 he will receive the jail time he deserves and there can be public notification. I'm not saying it's right but do you want every 14 year old boy who asks a girl to take her pants off to be put in jail for the rest of their lives?

Does the writer need to go back to school??? " KING 5 has learned some staff NEW a sex offender was at the school, but parents and students did not." Seriously, NEW for KNEW??? "....to go into a girls bathroom..." That would be girls' bathroom. "....at a greenwood park." Would that not be Greenwood? An embarassment as a "journalist", to have such glaring mistakes in the headline story of the website, and disrespect of lack of effort to the victim.

I go to roosevelt, and I knew who he was, but, not him. Its just creepy to me that they wouldn't let us know about it. I can see that they were trying to integrate him back into the normal community, and telling everyone would have made it impossible for him to ever have a normalish life. But, safety first right? Some sort of warning or something should have gone out to al least tell us there was a sex offender at or school, what he had done in the past ect! It worries me that the school wasn't even notified of his full past!

I'm curious. Wasn't he required to be registered as a sex offender? And aren't sex offenders banned from being near schools and minors? I hate sex offenders. Rehabilitation? That's BS and no one will ever convince me it can be done. Send him to prison and let the imates have their way with him. See how much he enjoys being the offendee instead of the offender.

He should NEVER have been allowed to attend a public school knowing he was a sex offender. That puts other students at risk and vulnerable. I thought that schools were suppose to be a safe place for kids to be. This is the most idiotic decision anyone in authority could have made. Just opened themselves up for a bunch of law suits. And if my kid was going to school not knowing the risks involved I would be outraged too. Just another reason for homeschooling. Apparently the public schools are no longer safe places for our kids and grandkids to learn. They are combat zones at best anymore. And can't be trusted to keep kids safe. Good grief what has this world come to anyway?

The worst part is that this guy was allowed to remain at the school AS A STUDENT while the investigation went on...... That had to have been frightening to the victim to have to see her rapist every day! Shame on the school, the police, and the DA!!! Being "special needs" does not excuse what he did or make it any different. Rape is rape!!

Sad but true Criminals have long had more rights, advocates, people to "help them", others that insist they can be cured etc. etc. etc. These heinous acts are preventable by putting guilty people in jail for their crimes. If they can be cured, fixed, de-addictized, made sane without medication, at least let it happen after they serve their jail time. Going to some hospital, halfway house, the golf shop on Spokane St. (local joke) doesn't solve anything. These people need to pay for their crimes. Rape, murder, assault, etc. and sometimes multiple acts are often viewed as O.K. because they were crazy, addicted, drunk, etc. Get these people off the streets, they can go to school in jail.

So is this a case where he's a minor level 2 and when he turns 18 his record is clean? This is absurd that State Law prohibits the school from not accepting young felons. OR from notifying the public of the sex offender! I don't blame the administration, teachers and staff- they have to adhere to confidentiality (they can be sued) which AGAIN is putting the public in danger. Schools cannot segregate either. Nor can they "hover" over such students as its a violation of their rights. There needs to be a COMPLETE overhaul to protect the public. Minors with such criminal records should not be allowed to be around the general populous in school! Its because of this mamby pamby way of treating underaged criminals that they grow up to be "hardened" criminals!

jay thinks the accused should not get any help so when they are released they will have even more victims??? No - lets not give the accused any help so after they serve their time they can continue to commit more crimes and the future victims will have grounds for multi million dollar lawsuits. That doesn't make any sense to anyone except the socialist fools. Yes, the victims need help - but that doesn't mean the accused doesn't need help (to prevent future crimes) too.

Just another sad case of victimizers having more rights than their victims. Until people decide to pull their heads out of the dark, this kind of tragic, avoidable crime will prevail. If the school knew they had this 'student' on campus, but didn't 'know the details' of his previous criminal activity - it was THEIR responsibility to get that information or refuse him access to the school and other students. Maybe these pervs should be wearing ankle monitors? Maybe they just shouldn't get to attend public schools! Comments like 'the accused needs serious help' make me angry. It is the victims of these creeps who deserve protection and help!

Lock this guy up for life without parole! I'm sick of these convicted sex offenders getting light sentences then back out in the public to attack again. This time the school knew he was a sex offender and did nothing to get him out of there???? This is an outrage and all those staff members that knew he was a sex offender should be FIRED IMMEDIATELY! If this was my child that was raped, i would sue the school and each staff member out of everything they have!!! I'm pi$$ed that this BS continues in society with these preditors running around loose to attack and now condoned in a school where our children are at risk of being attacked! I'M SICKENED AND HEADS MUST ROLL!!!
