Renton agency caught in Russian adoption scandal

RENTON, Wash. - A Renton-based adoption agency is at the center of an international controversy.

The World Association of Children and Parents (WACAP) is named by Russian Officials as the reason for a sudden freeze of any adoption of Russian children by U.S. citizens.

The case surrounds a Russian child adopted to a Tennessee family through WACAP last September. The Grandmother of the 7-year-old boy claimed he had become turned menacing and had obvious behavioral problems. She then, sent reportedly him on a plane, alone, back to Russia.

Russian Foreign Minister Sergey Lavrov was outraged by the actions of the Grandmother and called it the "last straw." He immediately froze all adoptions of Russian Children by people in this country and WACAP's license to operation in Russia.

A representative of WACAP tells KING 5 News they could not answer questions about the case but did issue a statement that said, in part:

"On April 9, 2010 we were saddened to learn that a child adopted from Russia traveled to Moscow without his parent. We were alerted to this situation by our branch office in Moscow, Russia and are shocked and saddened by this turn of events. Upon learning this news, WACAP immediately notified all of the proper authorities. In rare cases of an adoption dissolution (1%), WACAP has always supported and worked closely with adopted parents to assist the child in moving into a new adoptive family."

The U.S. State Department is also reacting, saying it is working with Russian Authorities to resolve the issue and recognizes the importance of international adoption with other countries.

Any possible freeze could affect hundreds of American families. Last year, nearly 1,600 Russian children were adopted in the United States.

The boy, Artyom Savelyev, arrived unaccompanied in Moscow on a United Airlines flight on Thursday from Washington. Social workers sent him to a Moscow hospital on Friday for a health checkup and criticized his adoptive mother for abandoning him.

The Kremlin children's rights office said the boy was carrying a letter from his adoptive mother saying she was returning him due to severe psychological problems.

"This child is mentally unstable. He is violent and has severe psychopathic issues," the letter said. "I was lied to and misled by the Russian Orphanage workers and director regarding his mental stability and other issues. ...

"After giving my best to this child, I am sorry to say that for the safety of my family, friends, and myself, I no longer wish to parent this child."

The boy was adopted last September from the town of Partizansk in Russia's Far East.

In Tennessee, authorities were investigating the adoptive mother, Torry Hansen.

Nancy Hansen, the grandmother, told The Associated Press that she and the boy flew to Washington and she put the child on the plane with the note from her daughter. She vehemently rejected assertions of child abandonment by Russian authorities, saying he was watched over by a United Airlines stewardess and the family paid a man $200 to pick the boy up at the Moscow airport and take him to the Russian Education and Science Ministry.

Speaking from the home in Shelbyville that she shares with her daughter, Nancy Hansen said a social worker checked on the boy in January and reported to Russian authorities that there were no problems. But after that, the grandmother said incidents of hitting, kicking, spitting began to escalate, along with threats.

"He drew a picture of our house burning down and he'll tell anybody that he's going to burn our house down with us in it," she told The Associated Press in a phone interview. "It got to be where you feared for your safety. It was terrible."

Nancy Hansen said she and her daughter, a single mother, went to Russia together to adopt the boy, and she believes information about his behavioral problems was withheld from her daughter.

"The Russian orphanage officials completed lied to her because they wanted to get rid of him," Nancy Hansen said.

She also said the boy was very skinny when they picked him up, and he told them he had been beaten with a broom handle at the orphanage.

Russian state television on Friday showed the child in a yellow jacket holding the hands of two chaperones as he left a police precinct and entered a van bound for a Moscow medical clinic.

The U.S. ambassador to Russia, John Beyrle, said he was "deeply shocked by the news" and "very angry that any family would act so callously toward a child that they had legally adopted."

Anna Orlova, a spokeswoman for Kremlin's Children Rights Commissioner, told The Associated Press that she visited the boy on Friday and he told her that his mother was "bad," "did not love him," and used to pull his hair.

Russian officials said he turned up at the door of the Russian Education and Science Ministry on Thursday afternoon accompanied by a Russian man who handed over the boy and his documents, then left, officials said. The child holds a Russian passport with a U.S. visa that expired April 4, Russian officials said.

Rob Johnson, a spokesman for the Tennessee Department of Children's Services, said the agency is looking into Friday's allegations, although it does not handle international adoptions.

Bedford County Sheriff Randall Boyce also said Torry Hansen is under investigation although no charges have been filed. Officers were expected to interview her Friday afternoon.

Lavrov said his ministry would recommend that the U.S. and Russia hammer out an agreement before any new adoptions are allowed.

"We have taken the decision ... to suggest a freeze on any adoptions to American families until Russia and the USA sign an international agreement" on the conditions for adoptions and the obligations of host families, Lavrov was quoted as saying.

He said the U.S. had refused to negotiate such an accord in the past but "the recent event was the last straw."

Pavel Astakhov, the children rights commissioner, said in a televised interview Friday that a treaty is vital to protect Russian citizens in other countries.

"How can we prosecute a person who abused the rights of a Russian child abroad? If there was an adoption treaty in place, we would have legal means to protect Russian children abroad," he said.

A spokeswoman for the U.S. adoption agency involved, the World Association for Children and Parents, did not immediately return telephone calls from The Associated Press.

Despite the uproar over adoptions, placing children inside Russia remains difficult. There are more than 740,000 children without parental custody in Russia, according to UNICEF, the United Nations Children's Fund.

United Airlines disavowed any responsibility for the international incident. The airline said it requires a parent or guardian dropping off a child for a flight to show an ID and to list who is picking the child up at the destination. The airline allows unaccompanied children as young as 5 years old on direct flights.

United spokeswoman Robin Urbanski said all unaccompanied minors on the flight that arrived Thursday in Moscow were picked up by the person listed on the form.

Previous adoption failures have increased Russian officials' wariness of adoptions to the U.S.

In 2006, Peggy Sue Hilt of Manassas, Virginia, was sentenced to 25 years in prison after being convicted of fatally beating a 2-year-old girl adopted from Siberia months earlier.

In 2008, Kimberly Emelyantsev of Tooele, Utah, was sentenced to 15 years after pleading guilty to killing a Russian infant in her care.

And in March of this year, prosecutors in Pennsylvania met with a Russian diplomats to discuss how to handle the case of a couple accused of killing their 7-year-old adopted Russian son at their home near the town of Dillsburg.

I feel this woman has a mental issue to adopt the child then throw him away like a piece of candy, a good mother would have got the child some help . I mean of course he's gonna have issues his real parents already gave him up so he's gonna test her to the max and she failed him already. This is so sad and this is why there is so much violence in the world because the easiest thing to do is to give up.and now with his anger even more he's gonna realy have issues.

It is a big excuse to say that the kid has psychological problem. If a decent person who had heart, would take the kid to Psychologist first then should talk to her adoption agency and social worker to help the kids. This woman is an EVIL person, beside being heartless. More than that, she is a NURSE ; she should have hearts and compassion for others, for the elderly or the children and know more than anyone to seek help/treatment if any . I would recommend that NO HOSPITAL would hire her in the future and VA hosp should pay more attention to her future performance, esp investigate any patients under her care in the past. If i have friends or relatives of the patients who are at that VA hospital i would tell them to request not having her taking care of their relatives. She would be careless for the patients and would do anything that would harm the existing condition of the patients. She should be Trial . I am praying for all adoption kids in Russia and their adoption parents.

And BTW carlconstantine, you CAN dicipline your child in the U.S. ..you just cannot use objects or leave marks that remain on the child for longer than a few minutes.

One thing that no one has mentioned on here was that MSN has reported that the adoptive mother did NOT seek phychological help for this boy! AND she is a nurse!!!! In most cases counseling and meds will help the child become more social and stable. These things cannot be corrected overnight and may take YEARS to overcome, but with patience and ALOT of love, it can be done! This so called mother needs to be prosecuted for child abandonment! What she has done now has probably scarred the boy more than he already is! You cannot just return a child!! That is just not right! I hope she doesn't have/adopt any more children. Will she just give them away too because they don't fit her lifestyle??? I HAVE a special needs child, with SEVERE behavioral issue, he has destroyed things in the house, phyically and emotionally abused us and at times I was in fear of our safety but I still love him and will continue to help him through any trials he is going through! Some people make me want to vomit!

I can certainly understand why they sent him back. That was a good move and the right decision. In the US laws prevent parents from using discipline that children so desperately need these days. Beat your kids, go to jail... That's what's wrong with America! Kids these days can take a baseball bat and hit their parents and the police won't do anything, but if a parent spanks a kid, they will spend a few nights in jail. That being the case, yeah... Russia is a far better place for this kid. Hopefully there will be somebody there with a BELT to put across his arse!!!! Soon as he gets off the plane he needs his arse tore up!!! In the United States it's A.D.D. this A.D.D. that... what needs to happen is for parents to take the skin off their hides and they will suddenly come home with good grades and go to college some day. (instead of going to jail for being stupid)

You can't just up and return a child if it "doesn't work" for you or your lifestyle. Get real people! They are not used cars that you can just trade in for a better working model. If he has issues, be a parent and help him work through his issues.

The adoptive mother was wrong to treat the boy as an parcel instead of a human being. Any logical person would assume that a child raised in the environment Artyom was would have many problems and require a big commitment of time and patience. But it is true that these Russian agencies can and will lie about the a child's true conditions to get then adopted. I know of a family of such a child from Russia. The family is very loving and have spent thousands of dollars in various therapies on him to try to help with the many psychological, fetal alcohol, learning impairments. The agency Russian agency they adopted from (age 2 1/2) said the child was fine and that the natural mother did not drink during pregnancy. Later tests from doctors in this country showed otherwise. The adoptive parents contacted the agency in Russia who later confirmed that their child was a victim of fetal alcohol after all, lost records? This child is now 14 and has still has many violent issues. Beware!

bbsong... my experience with WACAP is different. They have extremely high ethical standards. I was very well informed pre-adoption about risks and none of the dangers were suppressed. In fact, if anything, WACAP made sure that we had considered all the risks we hadn't thought of and how we would address them if they came to be. They encouraged us to read about adoption from all angles. We were also well supported during and after our adoption with follow up visits to explore any problems we had. I know that I can call WACAP at any time and I also know that they will work as hard as possible to prevent a disrupted adoption. If WACAP knew this mother was going to do this, they would have found respite care for the child and or worked to another solution. I don't post often to message boards like this or take much stock in them but if I were an agency and you posted you had a problem, I think I would give you a call and see if I could help. I doubt WACAP would flame you.

Good for that poor victimized woman and her family for returning that evil, violent foreign monster the Russians lied to her about! She was smart to bail out when she did. Too bad she got involved with a foreign child to begin with. She would have been better off adopting an American child; she would have had a better chance of learning the child's true condition. Those damaged foreign adoptees grow up to become sociopathic criminals and con men and cause all kinds of problems and expense for American citizens and taxpayers. I myself was victimized a few years ago by a foreign sociopath who was adopted from a Romanian orphanage by a local woman and who grew up to become a con man and a criminal. We don't need to import that kind of problem; we have enough native sociopaths here already!

A child is not a product that you can just return to the local Walmart when things get rough. The mother needs to be punished and the person who approved this adoption needs to be disciplined. This “mom” is not fit to be a parent. Freaking IDIOT!

jensai? A child that is that damaged needs a lot more than love and attention. Obviously you have not been around such children. It is absolutely heart breaking the damage that is inflicted on children during those crucial development years before the age of five. These children lack empathy and attachment and as they get older, they become dangerous. Behavioral therapy can help, but it won't cure the situation. Had Russia taken care of their children in the first place, this wouldn't be an issue.

I can not believe the adoptive mother sent the boy back to a place where they beat him with a broom stick and what a horrible way to do it, sending him on a plane alone with a note! These people should be prosecuted for child endangerment and child abandonment, there are always people who can help you out in situations when you have a problematic child I pray this boy finds the love and attention he needs. Also hope he somehow learns that this sad incident in his life was not ever his fault.

My experience with WACAP is that they do not allow people who adopt from them to talk negatively about adoption or the problems they are having. If you try and join a group to get support, and say anything negative about WACAP or adoption, they immediately call you. When we had problems with our adopted child, we were flamed off of adoption lists, most of which are carefully monitored by WACAP. I feel sorry for the mother of this child. Adoption can be really, really difficult, and if you are surrounded by people who will not hear about the reality of some adoptions, you can feel very lonely and desperate. Even now, if WACAP could figure out who I was posting this, I would get a call within one hour. They do not allow free speech about adoption.

The adoptive parents made a really bad decesion sending the 7 year old boy back to Russia. Sounds like they need parenting classes. The boy started in a bad home. Of course he is going to have problems. Give the boy a chance he is onlky 7
