Dog left alone in basement for months, say neighbors

SHORELINE, Wash. - A Shoreline woman hasn't been home for two months and neighbors say her dog has been locked in the basement the entire time.

Anyone who passes by can hear the faint muffled barking of a dog in the basement of a house on the 14700 block of 23rd Avenue Northeast.

"I think he's starving for love and for somebody to pay attention to him," says Hilder Hanna who lives next door.

Neighbors tell us the dog's name is Lucky -- which couldn't be further from the truth.

"It is just unbelievable the stench the poor dog lives in," says Gerry Harris, who also lives next door and is home all day long. Harris says her neighbor hasn't been home for almost two months. Lucky has been locked in the basement the entire time.

"There's moldy feces all over the floor in there and he urinates in there, has no place to sleep," says Harris.

On most days, the woman's ex-husband stops by to feed Lucky.

"Open the sliding glass door just far [enough] just so he can dump the food in there. Closes the door and leaves," says Harris.

Back in 2005, when the dog was kept in the backyard, neighbors complained that the dog barked so incessantly that the owners started locking the dog inside.

"I don't know which is worse, having him locked up or listening to him bark," says Harris. She has made many complaints to King County Animal Control and has the file to prove it.

Officers have been out to the house twice in the last week, even posting a notice on the window asking the homeowner to contact them.

Animal Control says stepping in to help the dog hasn't been easy. Animal control officers say they can't see the dog without trespassing onto private property. Since the owner isn't home, they need a lot of proof to get a search warrant.

 "We go on about two-to-three cases every day," says Kelly Page of Dogs Deserve Better. Dog rescue advocates have also tried contacting the homeowner.

It's a problem they see all too often: dogs chained up in the yard or locked up in the house and basically forgotten.

"Our laws are really weak in our state for animal cruelty and so part of the animal control's hands are tied as well," says Page.

The man who comes by to feed the dog drove by the house Monday night, but saw KING 5's camera and drove off.

Animal control officers says they'll keep pursuing this case.

This is unreal!! Again animals lose and they have no rights because Animal Care and Control is afraid of trespassing, what? As long as animals are viewed as property they'll continue to be abused and the "owners" will get away with the abuse and neglect they inflict on their animals. We need to change the laws!!

How can this continue to go on for so long? Because its a dog? How stupid the police and neighbors; everyone is in that town. Help this poor dog get the help it needs and what about water? Someone break in the house and rescue this animal!!!!!!!!!!!!!!!! Now is the time, not more coverage. Help this dog please?

Why can't a search warrant be issued so the animal control can go in the house and rescue this dog..What is going on is inhumane.. The owner of this dog should be prosecuted to the limit of the law for cruelty to animals..and the ex husband as a co conspirator..aiding and abetting..whatever..this is animal cruelty beyond believe.. How about the law of "disturbing the peace.? The neighbor (s) can hear the dog's distress sounds, barking!! .The police would break into a home if someone reported hearing a human crying out in distress.. Maybe someone should break into the house and take the animal..I think that would be an act of kindness..Not breaking and entering.. I am throroughly discusted with this dog's owner..My dog is never left alone more than four hours and not very often that many hours..He is free to run the house, plenty of water, and if he messes, sobeit.. Looks to me like there is a car in the driveway,so I would assume the owner is or could be dead in the house and that is why no answer, maybe the police should step in.

Poor guy must be half crazy for lack of attention and companionship. The neighbors or the cops need to organize a stakeout for that ex-husband, surround him when he shows up next, and not let him leave until they can get that dog out!! Go Lucky!

King5 please keep the pressure on Animal Control and King County Sherrif. Do not let this story die. Please follow up on it. Only the squeaky wheel gets anything done. the first step in getting relief to this dog was your coverage. thank you so much for it. I think that if concerned viewers also contact the county to voice their outrage and request that something be done, perhaps it may speed things up. If you have 'problem solver" type person for your station; please get them on this case!

Ok, so did the news crew get the licence plate of the guys car and turn it over to authorities in an active animal cruelity investigation. Obvoiusly he has the right and keys to access the property and house. Come on it is not that hard of case. why hasn't the peolpe making complaints get his info or better yet, Permision to access the property.

I am totally for freeing this poor defenseless animal from these horrible conditions and I also think the owner should be prosecuted. However, as the above article states, the person feeding the animal drove off when they saw the KING5 van and cameras and now I'm afraid that the dog won't even get fed (and therefore have a chance for a good life with a new owner) if people are gathering outside the house. Isn't there something else than can be done to free Lucky? He's obviously lonely and scared from the photos and this just isn't acceptable. I'll join in any effort to save him but I won't scare away the hand that feeds him.

I know it's illegal, but if I was a neighbor and saw a dog living in this situation, I would have probably broken the window, gone in, gotten that dog, and taken him straight to the vet to get checked out. He can't be in a healthy condition. It would be unfortunate if he ended up at the humane society, but it would be better living conditions for him. Then he would at least have the chace of being adopted by someone that knows how to take care of another life

Some one just needs to break into the house already. How could this woman just leave and let her dog rot for two months let alone even a week. It sounds as if she has proven to be an unfit pet owner. Who knows, it could have been and always will be a barking dog. If the ex-husband has been checking on the dog periodically, then he should be held responsible for what is happening to this dog. Following through with your obligations are difficult and tedious but, serves purpose and creates balance in your life. For all we know, the woman could be lost/injured/on vacation who knows, she might not even be aware that her dog is suffering at home. I wonder if the dog has been effected phycologically from all this neglect, and malnurishment. Poor dog.

GET THAT POOR DOG OUT OF THERE! I cannot believe Animal Control can't intervene by now! If there is a neighbor who is willing to talk to the "ex-husband" and offer to take care of the dog, that would be helpful. If they can't keep it, they could take the dog to a shelter...no need to tell the man that part.

Think I would wait? I would have taken that dog out of there after 2 weeks. Then I would say I found him wandering down the street... simple as that. I had neighbors who left for a month, the "caretaker" for the animals came one time only. After a week, and 90 degree temps, I checked out the animals. 6 month old german shepard mix, Two rabbits against house roasting in a hutch, Cat inside with 4 kittens who p00ped more worms than cr@p. Two parakeets inside, ALL had no food or water... So, I placed ad for abandoned animals, got ALL of them great homes. Guess what? Owner returned.. did not even bat an eyelash at all their animals being gone. Then they tried to get kitten I kept, from me. Yeah right., $$ and time I spent caring for them, oh and the whole time? I was 8 months pregnant.. so they could abandon it too? I paid myself with a chintzware sugar bowl worth about $200 I found outside in the dirt, that had been used as a dog dish. Ah love antiques ignorance

Has anyone given thought to WHERE this woman is? Maybe she's missing... or passed on in the house somewhere? I can't stand dogs, so I could care less about that little pos, my concern is where's the owner located. She might have gone on a trip and died. It's a sad day when people are more concerned about a dog, than our city's hungry and homeless.

My friends from other countries tease me about how us Americans coddle our dogs (our pitbull is asleep on the couch as I write this) but even they would be horrified by the treatment of this poor dog. I agree with the person that said she may not realize that her ex. is not caring for the dog. We went out of town once for 10 days and came home to find that the person who was supposed to be taking care of our cats had fed them but was phobic of the litterbox so never went near it to clean it. Two cats, inside for ten days and one litterbox - it was a mess. Needless to say we have better cat sitters now. I hope animal control can get in there soon or this woman comes home soon.

When I moved out of my house I had to leave my dogs at my old house for about a week before I my new yard was ready for them. I went to my house 3 times a day and let my dogs run in our yard and fed them and changed their water. My Godawful neighbor called animal control ..YES- KING COUNTY ANIMAL CONTROL- on us for " ABANDONMENT"! and animal control WENT ON MY PRIVATE PROPERTY in my COMPLETELY FENCED IN BACKYARD up onto my deck to look in my back glass frenchdoor to see if the dogs were being cared for. They left us a note saying they did this and that the claim was unfounded..MY POINT? Why could they go onto MY PRIVATE PROPERTY to check on MY DOGS but they CAN'T....or WON'T go on this woman's property and retrieve the dog? If there is a complaint of cruelty and ALL the neighbors are witness to it 2 MONTHS is a tad long. There has to be an assumption of abandonment on Animal Controls part. Private Property my A@*. Daisydog..I am with you on this one!

skippy - don't let the guy feeding the dog off the hook. yeah, he's dropping food off, but not cleaning the area where the dog lives, not giving it any attention. sure, a prison guard can feed you, and you can still be miserable, suffering, and in pain. i would bet the reason he sped off is because he knows he's not doing enough for that poor dog.

I know this is a BS situation for the dog. Can we lock up the owners and the dude feeding them this way so they never can get out? That said, King 5 and other news services need to stay away. By trying to talk to the guy feeding the dog, you are doing a disservice instead of a service. Please let the police and animal control handle it and keep your dang cameras away for the sake of the dog! Maybe the owner doesn't even know that the person is not letting the dog out, doubtful but maybe.

So why is it that my sensibilities tell me that this is "cruel and unusual" treatment of a living being. And why would my elected representatives "stand by" and permit this abuse to occure? What in the h*** is wrong with people (government) that they are so parallized into inaction that they will allow such a thing to continue happening? Go to court, find some frigging law already on the books (of which there are thousands) that , one of which might just "cover" this type of situation, and then take some action. Make it happen. Get 'er done! Government wimps out at the very worst of times, you ever notice that?
