NAACP calls for hate crime charges against Seattle PD detective

SEATTLE – The head of the Seattle chapter of the NAACP on Tuesday called a videotape, showing a Seattle police officer stomping on and using racially charged language toward a Latino man, evidence of a hate crime.

James Bible says the NAACP is calling on the King County Prosecutor's Office to file malicious harassment and assault charges against Det. Shandy Cobane.

"Anytime, when civil rights are violated, when human rights are violated of any person within our county, within our city and within our nation, we must take a stand," said Bible.

The video, shot April 17 near Lake Union, shows Det. Cobane stomping on the 21-year-old man's arm or hand and possibly kicking him in the head. He then yells something that could be interpreted as a racial slur. Another officer, Mary Woollum, appears to stomp on the unidentified man's legs.

"In this particular case, when you have a detective standing over a defenseless person, saying that they will kick the Mexican … out of them, this is malicious harassment," said Bible. "This is clearly a hate crime."

Bible says the NAACP receives reports like this often. The difference is there is video evidence this time.

"So when we have video and recording of an incident such as this, it is critical that the prosecutors of this county, that we have put in place to uphold the law, file hate crime charges," said Bible.

Bible says he's concerned that other officers at the scene stood by and did nothing, and perhaps failed to write down what happened in their reports.

"The blue wall of silence is alive and well at the expense of the people," said Bible.

Gov. Chris Gregoire also spoke about the incident Tuesday.

"No excuses for that and I hope they'll take swift action so it never ever happens again in this state," said Gregoire.

Bible's says his displeasure spreads to the top of the ranks, to Interim Chief John Diaz. He says the NAACP had recently raised concerns to him about officer training, but that he had not given them the response they had hoped for.

Bible also took KCPQ-TV to task, accusing the station of not releasing the video in order to foster its relationship with local law enforcement.

"And perhaps most disturbingly, within that, it seems that there's a significant possibility that there was an inferred threat from law enforcement in reference to whether or not Channel 13 should air that particular video," said Bible.

The video was shot by a photographer who was working for KCPQ on April 17. That photographer claims KCPQ chose not to air the video. He claims he was let go by the station after posting the video on YouTube.

On Tuesday afternoon, KCPQ released a statement, saying that it did not intentionally suppress the video.

"The video is very disturbing," said the station. "The actions of the officers and the language used by one of them, understandably, elicits an emotional reaction from everyone who sees it. As a result, we felt it was important to learn as much as possible about the circumstances surrounding the incident captured on the video before we aired it. Not doing so would have been reckless and done a disservice to the community and to the police department."

KCPQ says it should have reported the story sooner, adding "We take responsibility for that mistake and we apologize."

LOL to all the people making racist attacks at the innocent man who was beating and victimized by white police officers. Apparently, the only part of the story several posters here caught on to was the fact that the victim was nonwhite, therefore "must be guilty of something". That kind of racial hate is the reason why this kinda thing continues. LOLx2 at the posters who came over from the thread linking this topic over at Stormfront White Nationalist forum. Dont think you are fooling anyone, the Majority of us decent human beings that live in Seattle are APPALLED at this and disgusted by racism, the very racism you posters are endorsing. On Hate crimes, while most overall crime is intra-racial, WHITES commit the overwhelming majority of extra racial hate crimes (crimes against people of another race). Statistically in WA state, a black or mexican is more likely to be victim of a hate crime by a white than a white is to be victimized of any crime by a black or mexican.

Just goes to show the law enforcement is fascist judge jury and executioner before due process is served. Like it or not we are a nation governed by laws and we have a constitution. We should not have to fear the police but we do. They kill innocents and dress up in paramilitary uniforms with all the hardware. All present should be fired they are a disgrace.

From the other posts, its lovely to see the stormfront community of the pacific northwest voicing their support for this cop who beat and INNOCENT man, and threatened him with a racial slur. Perhaps in many of your books its AOK and gee willickers golly that white cops beat (and sometimes kill) nonwhites, but over here in real-life world, we civilized human beings have a problem with that. You see there is this little thing called Due Process that we have, and this other thing that protects us from Cruel and Unusual punishment. Its in this cool book we live by called the US Constitution. Maybe in WN-world, it does not exist, or does not apply to innocent nonwhites, but here in America it does. Lets keep the hidden hate speech and Race Trolling off the news forum, plz?

KCPQ should have aired it immediately instead of sitting on it for two weeks. FOX News has a bad enough rep among the left wing media as it is. As for the "victim" of the police,why haven't we heard a peep out of him?? This is sounding pretty fishy to me. If it were me that got stomped by the SPD while I was just going about my business and have a squeaky clean record to boot, I would be sicking the lawyers from hell on them. Just like the Rodney King incident, the cops were way wrong and he turned out to be a Crackhead.

Where was the NAACP and the other minority groups when 4 Lakewood police officers were gunned down by a minority? Where were they when the Seattle police officer was gunned down in cold blood by a minority? Where were they when the Tuba man was killed by minorities? Where are they on the 91 different gangs that are roaming around in king County? Of course nothing to say about this. NAACP go back to your hole. Most people are sick of you turing everything into a racial incident.

Hate Crime, what a laughable phrase, I don't think I have ever read or heard of a criminal saying, ah I really liked that person I beat up or killed. It is a law to pacify other racist like la Raza. And shan79marie , white-american have to legal recourse based on racial discrimination; this includes the law, housing, jobs, education or medical. I found out this through life experience.

Its like LA and now Airzona it may not be right, but when you have really bad guys coming in doing things like this guy, that pulled out his three feet blade, over five dollars. Or the cops, that have been killed here not that long ago. If you can not see it that we are in a war here in the USA your blind. They come in your home kill you they kill you on the street they take your kids off the street and you never see them again. You people that want to beat up on the cops be one for a year and watch as you bust the bad guys and the blooding heart courts keep letting them right back on the street, for them to deal with over and over again. They don't belong here they hate us they will hurt us. Should cops behave this way no! But understand this is the court's the Law makers to blame for this. Not just the cops.

This is so stupid and the press including KING5 should be ashamed of themselves for blowing this out of proportion. Whenever law enforcement is involved in something with non-whites and caught on tape it is always presumed that the white's are at fault. I remind all of you of the bus tunnel beating "victim" and how the press plastered her face and story all over the place for days until it came out that she was just as much as a thug as the girl that pounded on her. In fact other victims of this girl came forward and pressed charges against her for assaults that she committed. By the way one of the victims was a white girl who was attacked for her purse and phone. If we use the new standard of today that would be a hate crime as well? This is out of control and there is no logic other than a lot of people with a axe to grind getting their 15 minutes of fame at others expense. It makes me ashamed to be a born and bred Washingtonian.

As one who went out for sports in high school and college, I got roughed up at least as badly as the victims in this case and often by individuals of other ethnic/racial heritage. There was usually some "trash talk", too. It never occurred to me that this might be a hate crime occurring and none of us, when we lost, expected a six-figure settlement. O.K., we expect a higher standard from our public officials, especially law enforcement, but this just might be a tad overblown (but it does boost the ratings more than "Does it look like it's going to rain, Rebecca?"

Bible is correct in what he says until he starts pushing to Hate Crime issue. Police brutality, yes. Hate Crime, no. Does it need fixing, yes. If it can happen to latino, black, or asian, it can happen to anyone. Everyone deserves protection and due process undet the law. Grandstanding to justify your existence just undermines the Credibility of the case.

Wow, looks like an open and shut case of a hate crime... Even with the video all we see is police officers dealing a bit roughly with suspected criminals... The NAACP will never have any credibility so long as they keep ignoring the problems of their "community" and blaming the "white community" for everything that goes wrong for them...
