Investigators believe Lake Sammamish State Park shooting was gang-related

ISSAQUAH, Wash. – This weekend's double killings in Lake Sammamish State Park comes on the heels of a report warning about increasing gang activity in our area - even as the victims' families are speaking out to save their reputation.

Yang Keovongphet, 33, of Kent and Justin Cunningham, 30, of Seattle were killed Saturday night. Four people were injured but are expected to survive.

Investigators say they believe all the victims have ties to gangs in the Seattle area.

Urquhart said Keovongphet and Cunningham were not innocent bystanders, but were "participants."

"At least one of the persons that died was a target, because he still had a gun next to him, so he was clearly shooting," Urquhart said.

Cunningham's family says he was not affiliated with gangs and was at the park for a child's birthday party. They believe he was coming to someone's aid.

But investigators believe that party was also attended by people connected to gangs and a group with opposing gang ties picnicked about 50 yards away.

Apparently, taunts escalated and a fight broke out, then gunfire.

"I don't know if the people he was near had some affiliation. I know as a fact that he was not in any way a gang member or had any interest in becoming one," said his brother, Heath Cunningham.

As for Keovongphet, a police source says he may have been affiliated with the Crips. But Keovongphet's stepsister Sakorn Keopanya said he was not a gang member, he was just trying to be a peacemaker.

"And in the end he was the one that was shot," she said. "It's just hard to watch your family go through this. To see the heartbreak of everybody."

The sheriff's office kept the park closed for all of Sunday as detectives collected evidence and diagrammed the crime scene.

"There was a lot of gunfire, we've got bullets in Styrofoam coolers, bullet holes in trees, probably around 20 casings and still finding bullet casings as they go," said Urquhart.

Six people were taken into custody, but so far no one has been booked into jail, Urquhart said Sunday. One person was arrested on an unrelated felony warrant.

The sheriff's office reports that gang-related crime has increased 165 percent in the past 5 years, and will continue to grow. Gang experts estimate as many as 200 gangs are operating in Seattle and King County.

News of the shooting is unsettling for people who use the park, and park rangers say they've never seen anything like it.

"I would probably put that at the top I would think," said ranger Rich Benson, who has guarded the park for the last 30 years.

One family almost canceled its reunion at the park Monday. But, they decided to move it to earlier on the day.

"I felt safer coming at day time instead of at night. I wouldn't have come at night time based on the shooting," said Julie Skinner.

State park rangers carry guns and are trained enforcement officers. There have never been more than four rangers at the park, and Benson doesn't see the need for more. He believes this is an isolated incident.

"We provide a pretty good level of security here," said Benson.

A spokesperson for Washington State Parks said there are no plans to make any changes in procedures or security, but any time there is a major incident at a state park, they want to look at the results of the investigation and see if there is anything they could have done differently.

Detectives are interviewing witnesses and preparing evidence for the Crime Lab.  Anyone with additional information is asked to call the Sheriff's Office at (206) 296-3311.

molly_lallemand6, I've been waiting for the comment defending Justin's death. I'll take it at face value that he was not a gang member, but he certainly knew he was hanging out with gangster, why else would he have been armed himself at a family picnic. What happened in that park was expected, PERIOD. My heart goes out to the families.

Seriously, don't believe everything you hear just cause someone throws out "gang affiliation". The Cunningham family are great people....I was shocked to hear it was Justin who had been shot and killed. Am so sorry for this tragic loss.

The cops hands are tied. The constitution guarantees freedom of assembly. Throw in the fact they are minorities, they've got the NAACP and ACLU covering their backs, and they are almost untouchable until serious trouble erupts. We were lucky on this one, they only killed each other.

The problem and solution is within the story. His family stated that he wasn't a gang member and he was trying to be a peacemaker. Like Freshair said, how can you be a peace maker with a gun in your hand? Obviously the family is in denial about his affiliations. Kids that are attracted to gangs are missing key elements in their personality: empathy, civil responsibility, knowledge of true consequences, lack of respect for themselves, others, and authority. My sympathy for the families only goes so far. I really am thinking of the other park goers and their families and how terrified they must have been. These idiots trying to be 'tough guys' only accomplished an act of terrorism upon families and children.

I don't like gangs and gang activities myself, but alot of the comments I had read below sounds like people who are just as bad! I live across the water from beautiful Sammamish State Park (Sammamish Beach Club), and in a wonderful neighborhood! It was very unfortunate that this kind of violence took place there. I go running 3-5 times a week and LK. Samm. park is one of the places I choose to do it. I really hope this kind of nonsense never happens here again! The people here in Issaquah take pride in our town. So people out there, when you're at a public recreation park, please respect and be kind to each other. It dosen't matter who you are, White, Black, Asian, Russian, Hawaiian, who cares? Do your part in making this world a better place to live! And kenpomaster -I make you a big bowl of PHO NOODLES with extra MSG. It's goof fo' you. I make special!!!! : )

The so-called "victims" know exactly who shot them. If they don't want to talk then who cares, drop the investigation. Gangs just kill each other 90% of the time. As long as this trend continues they are solving part of the problem. When they make a mistake or harass law abiding citizens then we can open up on them.

I too am a Honorable Veteran, from South Korea 1970-71 when their country was under Marshall Law. I served our country as a Crew Chief on Huey Helicopters during the Post War era. My job was in Special Operations detachment from the 239th A Helicopter Assault Helicopter Co. under the Command of Major Madison. I have a tracer round that tipped my ear, but I don't whine about it/ or lose my mind over the time a North Korean/ Russian Meg Pilot defected and our Engine Oil Pressure Transmitter Switch was compromised by the infiltrators and then while we were up 5,800 ft. with a cloud ceiling at 2,300 ft, and that Meg Pilot trying to jump our pilots to kill himself as we were headed down to Taegu, Korea. I nearly had to knock him out. Nine O'clock low on smoke. We Vet's do what needs to be done! It's for your freedom, not violent gangs to roam around as terrorist. Lock em' up!!

I am a Social and Criminal Justice Student. My view on violent gangs are consistent with "Gangsterism and Terrorism" World-Wide. We the people have to understand that our World-Leaders need our help in disarming these two groups by harsh National and International Law, "Three Strikes Your Out" Judgment! We are a nation under siege when it comes to our "Freedoms" being corrupted by gang-violence. We use to have Peace Officers who implemented a caring touch amongst us and our communities. Now we have the Law Enforcement/ tough guy approach down our backs everywhere we go..., why///- "Gangsterism and Terrorism"! We are losing our "Freedoms" as a result of these groups. Our Federal Government makes all kinds of resolutions, but our State Governments need to follow suite in a cooperative collaboration in shutting down these two groups. I think gang members should be tried as we do Terrorist, because all they do is terrorize the public. I truly believe they should be locked up in a separate prison so they can't recruit within the prison. I can't believe that the spokesperson for Washington State Parks said that there are no plans to make any changes in procedures or security at Lake Sammamish. With more gangs present at the park and no new security measures I won't be taking my family there anymore. Gangs are really bad in so many ways and when they get shot up then we pay the price because either they don't have health insurance or they have government coverage. I have a good friend in law enforcement and he tells me that there are budget cut backs on police officers across the nation, so that means the gangs are wining.

20 years ago, if you had an issue with someone, you would yell and scream at each other, and then maybe meet after school to "discuss" things more indepth. But the punks now aday, dont have the balls to do that, they just break out the guns and start shootin, and hope they kill someone they intended to...but 9 times out of 10, it some innocent person in the wrong place at the wrong time. And if they werent such pus' they wouldnt have brought guns to a public picnic area anyway.. I agree, round them all up, put them on an island somewhere, like Alaska, let god and the polar bears sort them out.

Taxpayer dollars are scarce and I'm wondering how much King County paid the Police PR person (Urqhart) overtime this weekend to talk to the News? He should have backups trained (i.e. Sheriff managers) and when he is off, on vacation etc., the backup does his PR work - no calling in Urqhart and paying overtime! That is a huge waste of taxpayer dollars when a commander, who is suppose to be in charge / know the details, is suppose to be on duty anyway. The savings in PR overtime could be put toward Officers, those are the ones who may keep us safer, not PR person Urqhart, in fact maybe the County should eliminate the job and have PR work become the job of existing Management anyway. Every tax dollar is important and keeping people safe should be a top priority, not paying OT for PR. Looks like something King County Audit staff needs to look into, almost appears to be a mini-Ferry overtime fiasco.

Lawmakers should classify gang activity as terrorism then maybe the state would get federal $ and support to crack down on these creeps. I say round up all the gang members and lock them down in a stadium then let them shoot each other to death. Good riddance.
