PIERCE COUNTY, Wash. - For decades, the ice at Sprinker Recreation Center has been a magical place where skaters carve their dreams.

"It feels like you're flying. Its a wonderful feeling," said 14-year-old figure skater Cassandra Smith.   She has invested 10 years of her life her into reaching her goal:  "I want to win the Olympics in 2014."

But that dream is in jeopardy.  But Pierce County's only public sheet of ice is on the brink of falling prey - some say - to politics. Employees at Sprinker Recreation Center just got word to prepare for the ice rink to close due to engineers reports of  "structural deficiencies and deterioration."  

The future of the indoor tennis courts is uncertain.  A county spokesman says the outdoor venues on the Sprinker complex, including  the ball fields,  will remain open.  The skateboard park is currently closed due to extreme vandalism but is scheduled to reopen in July.

Parents angry about the pending ice rink closure  have organized, handing out fliers and planning a protest. 

"They're going to close this facility on October 31," Jeff Scott tells a man walking through Sprinker's doors.  Scott is a member of the newly formed group "Friends of Sprinker,"  which plans a protest on Wednesday night. 

"The county has passed the buck and passed the buck and passed the buck for 15 years. Its gotten to the point that its a safety hazard," said Scott.

The roof is reportedly unstable.  Water leaks from the ceiling and creates holes in the ice surface.  There's rot in the restroom.  

Scott is among those who blames county politicians for spending tax dollars to create newer parks and recreational options while  abandoning Sprinker.

Pierce County's Park and Recreation Director, Kathy Kravit-Smith, tells KING 5  a funding crunch has resulted in reduced services for all of the county's dozens of parks. She says a previous vote to raise sales tax failed to result in a major renovation for Sprinker.  Since 2000, Kravit-Smith says more than $56 million has been spent on Pierce County Parks and Recreation, including about $10 million on  ballfields and facilities for the newly created Heritiage Recreation Center on South Hill. 

Kravit-Smith says discussions about master planning for Sprinker never resulted in actual construction.  Now, more than $30 million is needed to renovate the Sprinker Recreation Center, which had about  271,000 visitors in 2009, and 51,000 ice visits.

Minority Pierce County Council member Barbara Gelman looks at the aging ice arena and blames party-line politics. 

"The other council members felt there were othe priorities higher than this," said Gelman.  

Sprinker is in her district. She says the county's newly developed areas have successfully lobbied for new parks at the expense of maintaining existing facilities.  

Gelman says ultimately, "the buck stops with the taxpayers of the unincorporated areas.... Some proposal will go to the public... it will have to involve a bond or a tax increase." 

The council will consider those funding options in July.

While politicians consider the bottom line, skater Cassandra Smith pleads with them to instead listen to their hearts.

"Just think of all the dreams all the kids had, and just to think if they ever had a dream and how would it feel to be crushed," said Smith.

Last night the Friends of Sprinker held a community meeting, only eight people showed up. This group obviously has NO support from the community!

otter53, you're right about the decades of neglect. Pierce County Council was too busy pouring money in to Chambers Bay GC and getting themselves out of the EaglesWatch (low income housing) mess, just to name a couple.

There were years of neglect--decades of neglect, really--but since Kathy Kravits-Smith became Director of Pierce County Parks and Recreation, about 5 years ago, she has been a champion for Sprinker and all the parks of Pierce County, even the ones, like Orangegate in the Mid-Counties area, that community members are still dreaming into reality. Kathy seems to have caught the vision that some of us have, of Pierce County being the Washington State county of parks. After all, this is a gorgeous setting, with everything from Mt. Rainier to so much coastline. So we can't blame Kathy. She's not the problem. Executive Pat McCarthy is not the problem, either. She supports the renovation of Sprinker. What is the problem? The County Council appears to be the present roadblock to renovation of Sprinker.

The problem here is not about the need to raise taxes, but for Pierce County and the Parks and Recreation to manage what they have better. The neglect of Sprinker has gone on for years. Even when the County was flush with cash five years ago, they wasted it on pet projects and entitlements rather than make the needed repairs at Sprinker. We don't need to get rid of an ice rink, we need to get rid of the managers making poor decisions with our tax money. Feeding the vermin of our society just creates more vermin to feed. Public assistance, welfare, housing, food stamps, should be limited to 52 weeks in any 3 year period. A hand up, not a hand out.

debyg thank you for your support of our facility but the fee's collected go into a general county fund which we have no access to. The facility generates a lot of income but is still in the negatives due to the extremely lower cost of our programs compared to private facilities which makes us affordable for lower income families.

I do not want to see Sprinker closed down as it is the only Park where the kids can go to skateboard, skate, etc. any time of year. With that in mind I have a few questions I would like answered. With all the fees collected from all the patrons over the years why have the repairs not been ongoing? Where has all the fees gone? Sprinker is not free you pay fees for Skating, etc. Your article said that over 313,000 people had come to Sprinker in just 2009 where did their fees go? Surely if the fees had been used properly to maintain the building this would not have happened. So again I ask where have all the money, taken in by Sprinker over the years, gone and why has the fees/money not been used to maintain a Sprinker Regional Park?

skok_cush, some closed minded socialist assume that if you wont fund their pet project than you are anti-community. Far from it. I have, and do, support public education, libraries, infrastructure, and public safety. I would venture to say I am far more active than most. What I do not, and will never, support is forced, extravagent spending for an elite group of users who have a misguided sense of entitlement.

If you all live too far away from the next closest rink..MOVE! Don't expect us to pay more taxes for your enjoyment. If someone want to be in movies, they move to Hollywood. Want to be a country recording artist, move to Nashville. Want to be a competitive skater, move where there is a rink. It's really quite simple. Make your own live choices.

Sprinker's Ice Skating facility is worth saving for Pierce County and the surrounding area. It not only serves this part of Puget Sound, but also brings guests from nearby states and Canada for hockey and figure skating competitions. These visitors bring important business to local restaurants and motels, as well as retail businesses. So, not only does the ice surface provide inexpensive recreational opportunities for families, but it also brings valuable dollars from out of town guests into our community.

s_Emerson is right: we need to find out why this County Council is neglecting District 5 when it comes to not only parks, but economic development--and parks can be a part of economic development, especially Regional Parks. Sprinker is not just one of many parks: it is THE only Regional Park in Pierce County that serves KIDS and FAMILIES. Our other regional park, Chambers Bay Golf Course, is more for adults, and costs much, much more to enjoy. Sprinker draws people from British Columbia to California to Colorado for special events and at the same time serves the community with daily open skate time. That is a rarity. I, too, want to see all PC parks taken better care of, but especially a Regional Park like Sprinker.

You want a community that doesn't fund parks, schools, roads, libraries, pools, programs for kids and families and everybody? Cannot WAIT to see what your Utopia looks like! And to people like 'pay-yer-own-way'? You can clean up your own yard at your own expense when the kiddies whose parks you didn't want to support come by and spray paint, throw rocks and trash "yer" property!

Sprinker is only one of many "parks" which has been reduced to zero to near-zero services in the Pierce County inventory--and the majority of them are in District 5. Why, I wonder, since D-5 taxpayers paid their fair share, are we not getting an equal share of the parks budget? The question needs to be asked - what is going on in D-5?

A Skating Rink is NOT a right. It is NOT a necessity. Has no buisness Bein Funded by TaxPayers. Some of you want an ice rink, well, build your own, and have fun with all the Anti Buisness Environment, regulations, Permit Processes Vandals and on and on. Or better yet, how about add or increase User fees. let those that want/visit the place pay for it. Problem with Socialism, Eventually ya run out of Other peoples money.

Sprinker, where a family of four can can have two hours of fun together for less than $25--and that includes skate rentals. Sprinker, where youth groups and scout troups and groups of friends can go for a night of clean fun, where kids can have birthday parties and class parties, and where you and your sweetheart can cool off on a hot summer night. For 30 years we've gone to open skates at Sprinker, sometimes just the two of us, sometimes with my in-laws, sometimes with our kids and half the neighborhood. You don't have to be a good skater at all, it's just fun. If Sprinker closes it will be a huge loss to this community. It will not just hurt families and kids, but it will be an economic loss. Sprinker brings people, and people bring business. I love Sprinker. It's a treasure.

My parents used to take my brother and I to the open skates at Sprinker while we were growing up. I have lots of good memories of getting bundled up and going for a skate. My dad and brother also both played hockey there. The facility plays an important role in this community.

Thank you to all of you who are supportive. To anyone who is not supportive: I would encourage you to take a few hours and go to that facility. See the families that use it, all of the families and people; the churches, the celebrations, the parties, the Zumba ladies, the karate kids, the dog obedience people with their puppies on the lawn, the weight watchers people, the tennis players, the kids taking classes to learn to be better babysitters. The tots in their ballet tutus, the kids in gymnastics, and yes, the hockey kids and the ice skaters - both competitive and recreational. Come see that there are thousands, upon thousands of people of every age from infant to Senior Citizens. Every walk of life, every color, every body weight, every height, and every ability. It's more than a recreation center. It's a community center. It's a place where friendships are made and bonds are formed, regardless of the activities that are taking place. Experience it before you judge it.

All it takes is money. Everyone has their pet project, program, or beloved facility which they want the County to pay for, but there are only so many pieces that can be carved out of the tax dollar pie they have. There aren't many choices out there. Either the county funds item A, and item B looses funding, or people pay more taxes to fund both items A & B. Programs can be cut, but who decides which ones? When a program is cut, it is going to affect someone. Is the decision made on who screams loudest? How many people are affected? How much money can be saved? Someone has to make those choices, and the realization is that it is going to affect people. Don't like it? Start paying user fees for that money to go to repair and upgrade the facility. Talk to local contractors to see if they will donate time, money, supplies to fix the facilities for free if you want to truly keep it open. Don't just complain, do something.

Parks and recreation facilities are much like the schools in the area. Parks and recreation facilities and schools are both a valuable asset to the community, they make it a desirable place to live and increase the value of the property in the area they serve. It doesn't matter if you used a facility 20 years or 2 weeks ago. We don't use them all, but we all benefit from their existence.

There is nothing "elite" about the 300,000 people who walk through Sprinker's doors each year for various activities. It's a sad day when a facility that is used for so many healthy and positive activities is closed. I'm not a political person, but at this point I am going to do everything in my power to make sure those that are responsible for this debacle are not reelected (or elected to any higher office). Congratulations Pierce County Council members. You have boned this one big time.

We've hosted birthday parties there and have been guests of birthday parties there. It's a great place for the kids! Shame on the County folks for ignoring such a wonderful place for kids by ignoring it for so long... Instead of closing it, they need to keep it open.

Second, an "elite" group?! Are the 300,000 people that have visited Sprinker in 2009 an "elite" group?! Is Figure Skating an "elite" group, I'll give you that one. But are the 400 kids and adults that go to Sprinker for group lessons every week "elite"? I don't think so! Are the thousands of people that go to skate the public sessions every year "elite"? NO! Are the hundreds of hockey kids and families "elite"? No! How about the Zumba ladies? How about the karate kids and families? The church people? The party-goers? Are they elite, too?! Everyone wants to focus on the "elite" figure skaters, well, I can tell you that our figure skating club has 139 members, THAT'S IT! And that includes parents! If you take out the parents, we have about 60 actual skaters, ages 6 - 60! Are you going to tell me that those 60 people have comprised the 120,000 ice visitors last year (the KING5 numbers are incorrect, by the way.) If it's been 20 years, go again and see who the users really are!

First of all, I am one of the people involved in Friends of Sprinker and we are a group of Sprinker users who sat down on May 27th to figure out how to move the renovation process forward and we decided that we needed a name for our group and thus it was formed. I then spent $150 of my own money to put together the website hosting and domain registration. I have also spent more than 150-200 hours of MY OWN TIME since May 27, on top of my full-time job, to get the website and Facebook going, to meet with various people, attend Council meetings and Sprinker-focused meetings, and help with various functions to help get the Sprinker Renovation into focus again! So, for you to sit there and say we've been a group that's been around for years, is not accurate. Know your facts before you spew!

Elite group of skaters want everyone else to pay for there recreation. Let the users of this facility sustain it, why should everyone else pay for their enjoyment? I don't drive across the Narrows Bridge, so those that do use it have to pay a toll. That is exaactly how it should be. I haven't been to Sprinker in 20 years, so why should I pay for an elite group of users who do? 51,000 uses on the ice last year? That represents 200 people going 5 times a week. (actually less) Everyone else in Pierce County should pay 30 million for this small group? I THINK NOT!! This misguided group (Friends of Sprinker) has been around for years; not newly formed since the announced October closure, as this story states. They are a small group of whiners, and do not pose as much threat to ANYONES political career as they like to imaagine. I say to them, "Pay your own way! I am tired of paying for elite groups who think they are entitled".

Could our Pierce County Council Members be any more misguided?? They supposedly want to do what's best for our community and they are closing the largest Parks Center that serves families. In these poor economic times, we are taking away childrens' relatively inexpensive physical activities, sense of community, and dreams for the future. Not to mention all the employees that will be laid off and all the surrounding businesses that will be affected when there are no longer tons of people leaving Sprinker and stopping for coffee, fast food, etc. People who care about our childrens' futures need to google Pierce County Council and then email those 5-6 people who are planning to destroy a vital part of our community and tell them to renovate or relocate all the services and activities that Sprinker Recreation Center offers. Lets make sure they hear us loud and clear. I know if Sprinker closes, that I will actively work to make sure none of those politicians ever get elected again!!

Do they not realize how many lives this impacts? i drive 40 minutes 4-5 times a week from rainier to skate at sprinker and if it closes where will i skate? kent? thats too far! we can't all afford to pay for gas to travel elsewhere! im also an employee at sprinker so i know how many people will loose their jobs! this is an outrage and something needs to be done. I've been working at this sport for 12 years and im not about to give it up!!! PLEASE SAVE MY RINK! It's a place of positive impact for the community. The staff is like my family! The rink is more of a home than my house! Look at what we've invested in it! You can't honestly pull the plug on it just like that. If you only knew what kind of passion lives in a young figure skater... we dedicate our lives to early morning practices and training with high hopes of a future. I personally want to coach at sprinker where i learned to truely love the sport and myself. The rink is a community in itself. WE NEED SPRINKER! I need sprinker

We love to build brand new parks, pools ice rinks..... We love new things. We don't like to take care of them. This is why we can't pass tax increases to pay for keeping things up like pools and in this case the ice rink. In order to keep our parks, pools and rinks in tip top condition, we have to care for them, not just build them. It is time to care for what we have, not just close them down because we are too greedy to maintain them. Recreation is for everyone, if you don't use it, you probably should. I hope they can find a way to keep the rink open.

alright-they already closed Spanaway Park 2 days a week and started charging (again) for parking. NOw how about charging for parking at Sprinker. There are many ball games that go on there and thousands could be made. Heck-I've seen motorhomes parked there overnight, how about starting charging exhorbitant rates for that. There's money to be made and plenty of ways to do it. How about not having "new" holiday lights every year and just going for the olds ones two years in a row. Let that help pay for the much needed renovations in the Spanaway/South Hill area. Come one folks get creative.

My 10 year old son started taking Ice skating lessons at Sprinker this year and he LOVES ice skating there. Every time we go that place is packed! Don't let this wonderful place for kids get closed down. I agree it needs some renovations (the bathrooms are horrible) but its a diamond in the rough. If you do nothing else but stop in during the lessons they give there and watch all the happy faces and all the skaters that take their time to teach the little ones how to ice skate.. it would be SUCH as shame to lose this place. I also think of the wonderful man that runs the snack bar there.. he is so nice.. gives parents of lesson kids a free coffee during lessons and once when I didn't have enough money with me to buy my little one a hot dog he paid the balance for me. We truly are lucky to have this place. Let's fight for it!!!!

Sprinker is great, I went there as a kid, and planned to take my kids there, it's hard to believe it's the only one left here and it's going to be gone... If they knew it needed fixing why did they wait til all the work piled up at once? $30 million is A LOT of money for a scate rink... it seems tearing it down and rebuilding would even cost less!!! How do you get $30 million in "damages" !!

Gee, imagine that, another democrat talking about a tax increase to save something that should be saved, while the democrats at the state level continue to ignore the taxpayers by overturning initiatives and raising taxes and throw millions away on the huge, out of control programs at DSHS and State Ferry system.
