High profile investor under investigation

SEATTLE - David Bruce was looking for someone he could trust with his life savings as he headed toward retirement. He found Rhonda Breard.

"She was a very vibrant, fun, knowledgeable person," he said from his Sammamish home.

Rhonda Breard rose to local prominence through a series of TV infomercials and financial seminars. David Bruce bought in, entrusting her with his financial future.

"Just recently we talked about how the whole family was doing and we're all looking forward to retirement," said Bruce.

Bruce says Breard advised him to roll over his savings into investments with Jackson National Insurance in 2007. He wrote a check for nearly $400,000 to "Breard & Associates/Jackson National." But he says the insurance company never got the money, even though he has paperwork showing the money had been transferred.

When he called the insurance company he says a representative told him that the document Breard sent him had been "doctored." Bruce says it appears Breard has been falsifying documents and then pocketing the money.

And that may not be the first time.

State regulators tell KING 5 Breard's contract as financial advisor with ING Investments has been terminated over issues surrounding the "altering of customer statements."

Rhonda Breard's plush Kirkland offices remained dark and locked Wednesday.

According to regulators, on February 10, Breard's ability to act as a broker was terminated in nine states including Washington and Oregon.

But the official report on Breard's career shows a number of complaints and enforcement actions.

Early in her career she was permitted to resign from Smith Barney over a case of alleged unauthorized trading. Her license was suspended for 10 days, she was fined $15,000, and was forced to retake her broker's exam over a claim she made transactions without written authority.

In order to settle other complaints, Breard paid out anywhere from some $6,000 all the way up to nearly $75,000.

Those who know Breard say she enjoys the finest things in life.

Breard lives in a waterfront home on Lake Washington. The deed dated November 2006 shows the home sold for more than $2.5 million.

King County tax records show she also owns a Redmond home which her trust purchased in 2007 for more than $2.25 million.

Department of Licensing records show she has a string of eight cars, from a 2010 Chevy Camaro to a 2006 Dodge Charger.

The Department of Licensing also says she has a motorhome, six snowmobiles, three jet skis, assorted trailers, and a 2006 Ford pickup, perhaps to do some hauling.

A man who answered the door at Breard's home told us she is suffering from a "medical trauma" and is unable to talk with reporters.

The State Department of Financial Institutions is looking into Breard. There is no word yet as to how many people might be affected or how much money is involved. The King County Sheriff's Department is also investigating.

Just a little education for those of you who don’t understand the function of Breard and Associates. Rhonda Breard was an independent agent and an authorized licensed representative for ING and Pershing. She was exactly the same as an independent insurance agent only dealing with investments. The only difference between her and your Fidelity broker or your company managed 401(k) was that she was able to purchase, on her clients behalf and authorization, various stocks and mutual funds, etc. within a variety of organizations (e.g. Fidelity, Vanguard, TD Ameritrade, etc) rather than just one or a few. She did not have her own get rich quick Breard Hedge Fund. She only dealt with known securities listed on the NYSE, AMEX, NASDAQ, etc. She also looked at the clients entire picture and offered advice as to insurance needs (Life, Disability, Long Term Care, etc) amongst other things. I can't emphasize enough, SHE WAS AN AUTHORIZED, LICENSED REPRESENTATIVE FOR ING AND PERSHING.

Some of the callous comments about the Breard investors we have seen posted on the web are really unwarranted. We have (had?) been with Rhonda for several years with no indication of impropriety until we received a notice from ING last week. We hired Rhonda not to get rich quick (this wasn't a Madoff Hedge Fund), but to utilize her investment expertise much in the same way you would hire an electrician to rewire your house. Recognize your abilities and leave the rest to the experts. Our missing money was an accumulation of over 30 years. The most recent "investment", a 401(k) rollover due to my release from a job that I held with the same company for over 20 years (I'm still unemployed), is also missing. It appears we have now been victims of both corporate greed (job) and personal greed (Rhonda). All in the same year! Wow! We are not out for revenge. We are just hoping for a positive resolution in both the recovery of our money and finding a job.

Only in America. Do this in my country and authorities may never find your body... Only if you're lucky will you turn up in a grave yard. That's the way that it should be. In Washington, crooks will steal your eyeballs out since they know that there is no threat of DEATH to their sorry carcasses. In my country, they don't call the police.

I know there is room for her with Bernie: No seriously, my first question is IMG is a HUGE company. If they did any sort of background info, they would have immediately seen this past stuff. "Medical Trauma" let us call it "facing reality and paying the piper" I am sorry that one person is out $400,000 and I hope that he gets financial recovery by ING as they are the one's that she was employed by. I am sorry that yet another financial person in this world has robbed you. Is it any wonder that we do not trust!

White collar crime at it's finest. How do these people face themselves in the mirror on a daily basis? Is it ego? Is it arrogance? Is it the thrill of getting away with it? Tell me it's not the excitement of preying upon legit folks. And, how can you be so immune to think this won't catch up with you? She is suffering from self induced 'mental trauma' AKA big ole' dose of GUILT!! Go into her home, arrest her & throw the book at her!! She has lived (past tense intended) the high life and now it's time to experience the other end of the spectrum. There are strict investment laws which she clearly acted outside of so ENFORCE THE LAW!!

Lock up the crook & take everything she has just leave her with her underware. Anoth no goog low life scun bag ripping people off. Before someone who doesm what she does should have to spend 5 year locked up & see if you rip people off then you will get some real big time

All of her assets need to be frozen now just like our State trooper did with the shooter that shot him in the back of the head. At least they cannot hide it from the victims for compensation.

Why is it that people do this? Does it start as a way to cover a debt and then just becomes so easy they think they won't be caught? How egomanic must these type of people be? How lacking in empathy for their "victims"? I feel so bad for the investors. I hope they can recoup most of their losses. I hope she loses everything and goes to jail for a long time.
