SEATTLE – The man accused of deliberately setting fires across Seattle's Greenwood neighborhood was charged Tuesday with 11 counts of arson and one count of burglary.

Kevin Todd Swalwell, 46, is currently being held in the King County Jail on $1 million bail.

The standard sentencing range if convicted on all charges is 9-to-12 years in prison, but prosecutors say they plan to seek an exceptional sentence.

According to probable cause documents from the Seattle Police Department, Swalwell admitted to detectives that he started fires at 11 different locations, including at a vacant retail store in Shoreline last Thursday. He was arrested near the scene of that fire while waiting for a bus.

In each of the admissions, detectives say Swalwell described how he started the fires. He also admitted it was him who was seen on surveillance video near the scene of one of the arsons.
