Gregoire proposes deep cuts to Washington programs

OLYMPIA, Wash. -- Gov. Chris Gregoire unveiled a two-year budget plan Wednesday that uses a mix of cuts to state programs, suspension of voter initiatives and use of the state’s “rainy day” fund to patch a projected $4.6 billion deficit.

In her proposal unveiled Wednesday, Gregoire makes about $3 billion in cuts in her 2011-2013 budget to programs across state government. Another $1.1 billion is saved by not paying for two voter-backed education initiatives that deal with teacher pay raises and money for reducing class sizes.

She proposes eliminating the Basic Health Program, which provides subsidized medical insurance to poorer Washingtonians, and she would eliminate cash grants and medical care for the Disability Lifeline program, which aids mostly childless adults who are unemployable but not receiving federal aid. The proposal also would eliminate the Children’s Health Program, which provides medical coverage for 27,000 children who may be in the country illegally.

The biggest reductions are seen in K-12 education, through both the suspension of teacher pay and class size Initiatives 728 and 732, as well as a 10 percent reduction to a state scholarship and student outreach program. Combined, they save the state $2.2 billion over the next two years.

Also missing is $600 million that would have gone into additional spending on public education, the first phase of a multiyear plan that was dictated under a bill passed during the legislative session earlier this year.

Gregoire also suggests a 6.2 percent reduction in levy equalization payments, which help K-12 school districts that have lower levels of property-tax support.

Higher education would see across-the-board budget cuts of 4.2 percent at both four-year schools and community and technical colleges, saving the state $102 million. The cuts could result in fewer classes being offered, larger class sizes and fewer faculty positions.

Gregoire also proposed allowing colleges and universities to raise tuition for resident undergraduates at set amounts. For example, a student at a community college would see an increase of $280 in fiscal year 2012, followed by a $305 increase in fiscal year 2013. A student at the University of Washington would see their tuition increase by $940 in 2012, and by $1,050 in 2013. Gregoire also proposed a bump in financial aid to help offset costs for students.

In a written statement presented with the budget, Gregoire said her proposal “is not a budget I ever expected to see in the state of Washington, and the choices in it are the most difficult ones I’ve ever faced.

“The reality of this recession is that it has dismantled many of the programs that I, and millions of others in the state, value,” she wrote. “In any other time I would not sign this budget.”

Gregoire would tap about $290 million from the state’s Rainy Day Fund, created by voters for budget emergencies, and transfer about $400 million in funds from other accounts to the state’s operating budget.

Earlier in the week, she announced pieces of her budget plan, including the consolidation of several state agencies, the elimination of three dozen boards and commissions, and changes to the state pension system. State workers will also see a 3 percent cut in pay through unpaid time known as furloughs.

Her plan would leave the state’s operating budget with a balance of about $881 million.

Lawmakers start their 105-day legislative session in January, and Democratic leaders in both the House and Senate will present their own proposals then.

Tax increases are not a likely option following the November election, where voters rejected several new taxes and place renewed restrictions on the Legislature’s ability to raise taxes without a statewide vote.

How many services for illegals have been cut? How many bi-lingual requirements have been cut? It seems to me that all services to those in this country illegally should be dispensed with before any harm comes to citizens of this Country and State. Maybe this has already been done and I am not aware of it.

OK, Maybe it's time for the POLITICANS to take some deep cuts, in pay, in benefits, etc. Instead of state provided vehicles they should just use a bus. Put everyone on salary and make them take furlough days like they are requiring the much less paid state workers. And if the state had managed things better earlier then Tim Eyman wouldn't be such a hero to most of the people in the state. The taxes in this state are unreal. It's no wonder people are getting to the point of refusing new taxes, they are just going to get squandered. I personally would like to see an outside audit firm go through the state government and take a close look at some of the things that are considered necessary by those that run things. Could be interesting for sure.....

I think that the Washington State Officials who are making the higher end pay should take a cut before anyone else in the state. My husband works a menial job for the state in Medical Lake, WA. He doesn't make much, but it pays the bills in our current employment depression. I know that through what I've been told, it is almost impossible be fired from a state job. What I think should happen is an employee audit and fire all the dead weight. Get rid of those who are milking the state for money. I've heard horrible stories from my husband about what goes on at work and it's amazing that these people walk away with a slap on the hand instead of being fired as they would in a civilian job. It's totally frustrating!

i havent gotten a ticket in years.... i just keep getting stuck in the backups they cause by either pulling someone over in rush hour traffic who couldnt have been doing anything to bad as traffic was congested and slow away or backing up traffic by sitting on the side of the fwy in which case all the lookers have to slow down and watch them eat their donuts...........

Mlloyd, do you think that maybe (unhappy) just got a traffic ticket??. Now here is my two cents. STOP all services to anyone here illegally and heavy fines to those who hirer as well as harbor them, this will help relieve our schools and other services. STOP all welfare services to anyone who checks out positive for drugs till they check out clean. If someone is on welfare for more then one or two years and is able body then they must work the farms and pick the fruits or some other public service, no more free money or services. Any more then one kid out of wedlock and they pay for the rest. Ok thats 2cents worth if anybody would like 5cents worth I'll be right here.

mlloyd.. you must be a want to be trooper... those are small parts of law enforcement and really the only real things they do .... most of their duties do not include real law enforcement activities like catching criminals.. really how many troopers have gone to a door and done that after an accident... i dont know any...in most cases phone calls are made telling families to go to the hospital... if the state contacted out to the counties millions could saved. lets look at the duties of our troopers as opposed to other states which have state police and respond to all crimes... what you mentioned is really all they do., any deputy could handle a dui and an accident. if we put traffic cams up it would make money which would off set the cost of contracting the services and in the long run millions if not billions would be saved..

Unhappy: since when does a traffic camera arrest a DUI suspect? Since when does a traffic camera investigate an accident on the interstate? Since when does a traffic camera protect the governor? Since when does a traffic camera show up on a door step at 3:40 AM and tell a mother that her only son died after hitting a tree after falling asleep at the wheel while coming home from college? I got an idea that goes along with your idiotic thinking, how about you go stand on a corner with a cardboard sign and beg for money and donate it to Washington States general fund? I like that idea a lot better than getting rid of the WSP

A lot of good comments have been made. But I hope you all realize that Gregoire will never read any of them, after all she is above all of us. Her plan to cut the needy is because she is upset that the voters did not vote for all the taxes and her other ignorante " I wants". She made the statement that we all would pay and I would consider that " a threat". she could cut cost if she took the computors out of the prisons. Stop paying welfare to people who have criminal records. Stop paying illegals welfare and have them follow the process for becoming a US citizen. Make the casinos pay taxes. Of course every thing else that we all have mentioned. I am ashamed of all our people holding political positions from Washington state and Washington DC including our President. Maybe they should all spend our money to fly and be on " Myth Busters" ? Better yet they should all start their on comedy hour, OH, I forgot they already have each time they are in session.

And javajoe, what do you think writing speeding tickets is? is that not law enforcement? even if you have a valid point, it goes out the window when you spew utter stupidity and it is not spelled correct. try hooket on fonix! i am embarrased for you both. As far as the budget, this is just the tip of the iceberg. Cut most "social programs" and the "gap" will be much closer to being bridged! start cutting back on Quest cards and EBT cards. for those of you that dont know what they are, they are welfare cards and food stamp cards issued by Wa. instead of the old fashioned food stamps, Wa issues a card that looks like a debit card, so as to not embaress the users.There is a need for them, but most drug addicts i come in contact with are able bodied young people who's only disability is that they chose to become drug addicts. let the cutting of the budget begin!!! YAHOO.

I went to New Mexico and told the sales people, at check out, how low their taxes were. They looked at me like I was from a different planet. They thought their taxes were really high. I told them to visit Washington state to see what high taxation was really like. They were amazed at our tax rates.

So let me get this straight. We cut education and social services, which together account for over 70% of the state budget. The result is claims that democrats are taking students and poor people "hostage". The suggestion? We shouldn't repair crumbling roads or bridges. Hmmm. Although if we cut money for repair of crumbling roads and bridges, like the 2.8 million for the viaduct, then we are accused of instead giving handouts to the poor. What about everyone taking "personal responsibility" for their children's education and health care, so that we can pay for sound infrastructure? I think some people just like to complain...

As usual, tax cuts hurt the people most in need, the poor and children. Why can't we ever read an article about the top 2% of the tax bracket taking a small hit instead of illimnating so many programs and funding sources that the needy need to just barely get by. Its a shame how we treat our people who are in need. And nice job trying to smooth it over by proudly boasting how she's cutting funding for "illegal children". Outstanding ideas Ms. Governor! When its time for a little bit of belt tightening lets hit the people who already have the least. The poor, disabled people, single moms, children. What the heck, we have to many of these kinda people anyway! The import things is that we keep building mono-rails, light rail and tunnels below the water line in Seattle. These are the important things in life. Anyway I thought Mr. Obama's TARP plan and QE1 & 2 was going to rehabilitate and stimulate our economy? Has anyone seen anything result from these very expensive expenditures by our Government? I know Goldman Sachs got around $13 Billion, AIG got around $20 Billion.... I don't understand what the problem is. Cant we just print off a bunch of money and buy our way out of this budget deficit? :)

Well Gritz, one could say, the government learns to spend within their means and keeps taxes at a fair and reasonable level. More employers come to Washington because of the favorable tax rate, Washington's unemployment is at 3 or 4 percent. Crime is down because people are working, our infrastructure is getting fixed because the government has lifted the union strong arm known as "prevailing wage" and competitive bidding comes back. The state has more money to hire better teachers because they quit wasting money on construction and we now have the highest graduation rate in the state. See how wonderful its going to be?

How about this: Cutting everything by 2%? Wouldn't this make more sense? If we're going to take the education sector hostage, why not share it equally? 2% in Highways, legislature, public safety .... everything. I think every single person in WA could carry the toll of 2%. This would more than cover the gap the state is facing. How about looking at the entire payroll of the state, then figure out which jobs are redundant. I am not suggesting we fire anybody, but as people retire, die, or leave for another job, we look really hard at whether or not they are needed, prior to replacing them! Common sense! Why not raise fines for selling drugs? Why not make it cost more to file a lawsuit? Maybe if it cost a little more to file suit against someone, some of the frivolous lawsuits would go away. I feel quite strongly, that if there are going to be cuts, they should be across the board, to make it far on everyone in the state. I (we) are so tired of the old political stunts!

Well this state is in crisis; things that have been ignored, like the viaduct, can no longer wait for the next governor to worry about. Some of these cut will be permanent and never will be re-established. The teachers union will put up a front, but they will be happy just not to lose any more teachers. Schools will shorten days and take furloughs. Parents will have to leave work and take care of those kids. The state run departments will be closed more; workers unhappy and overworked furthermore productivity will fall. People’s income will be less and therefore spending and tax revenue will drop. Drop in revenue will cause the State to be further in dept and more cuts will be needed. The one silver lining is the Military and the revenue those bases pump into the State and local businesses.

Now she proposes to cut education programs rather than attack the huge State government she helped create, as well as the hundereds of needless programs and agencies she also created. Millions have been wasted every year since sh'e been in control, now we have to poay for her incompetence. Time to stop whining about the other party and realize how badly YOUR party has mangled not only our State economy but the entire nation as well. You can not grow government this large and borrow and spend this recklessly without it coming back to haunt you, but you libs just never seem to be able to understand this simple concept. Thank God the GOP does understand, along with the concept of cutting costs and supporting business and Americans.

These cuts are straight out of the Tea Party Handbook, yet you all still complain. Which makes me think that it isn’t a policy issue your upset about it’s the person? Same can be said on the National level too. You really must have a mistrust of the government that you would think that the Governor would have some secret programs that nobody has heard of; fully funded at the same time she is cutting education and public safety. While that doesn’t make political or financial sense, you believe that, can’t prove it, but believe it. Have any of you looked at the budget? Do you really have a concept of how much five billion dollars is? The “27,000 ILLEGALS kids?” in the country are .000001 of 1 % of the problem. We’re talking BILLIONS and were solving the problem with 3% pay cuts, are you kidding? Tea baggers you are about to get what you asked for; hope your Kool-Aid taste great.

We need to cut the fat, period, Dont cut medical care or education, because in 15 years all we will have is a bunch of un-educated morons running this state, CUT THE FAT and curb spending, Stop supporting Illegals, make the ferries self sufficient, pay for your own education and medical care, and EVERYONE in government should take a pay cut. Well, believe it or not, not everyone living on the "wet" side of the Cascades is a libtard. There are lots of us in the renegade red Lewis County. If you check Pacific County, other than Long Beach, you will find lots of rural folks who are not among the "progressives". I would think that you should direct your venom to the folks that live in urban King, Pierce,Kitsap, and Thurston counties who count upon various government subsidies, and where there is, on average, one shooting per night.

All we need to do is cut EVERY CENT SPENT ON ILLEGAL IMMIGRANTS!! Slash pay for state wokers for the next 3 years. No one other then a Dr or Laywer should me more then $85k a year that is on the state payroll. She is mad at the voters for shooting down her tax hikes and is trying to punnish us. She even said so back in Nov. There are MANY other things that could get cuts, but she is picking on the 2 most important, Medical for kids and education for kids. This is why we need her OUT OF OFFICE, her and Patti Murray both!! This is the type of leadership we get when the libtards on the west side of the state dictate who is in office. "To be perfectly honest, ever since I-695 passed, the state of Washington is not the great state it once was." Kind of a sad commentary that we can only be great if we are being unfairly taxed. Eyman did not vote these initiatives in,,, the people of Washington State did and I for one hope he keeps it up, and the government teet dries up, and the freeloaders move on the greener pastures. California dried up and they all migrated up here. Stop the freeloaders and you will reduce the tax burden on a working society.

mellybelly, you need to educate yourself a little. Nobody's "making up" the budget shortfall numbers. Education (k-12 and Higher Ed.) account for 38% of the State Budget. Human services (the "poor", WSP, prisons) account for 35%. Together, these two areas ALONE use 73% of the Budget. You're a moron if you think the State can fill a 5 BILLION without HUGE hits to those areas! That ain't because of "FEAR" politics mellybelly, that's simple math. The State has a spending problem, it lives paycheck to paycheck with no long-term plan for sustainability. Like it or not, the State lost a TON of revenue with property and sales tax falling so much in the past two years. They tried to offset the lost revenue by proposing new taxes. THE TAXPAYERS SAID NO! Good for us! We said "cut spending" and now that's what's happening. Find 5 Billion in the budget without cutting Education or Human Services mellybelly. Paycuts are mere tokens compared to BILLIONS. Jeez yourself!

I do wonder one thing though, how is stopping the payment of medications going to save money when the end result of such an act will be more hospitalizations and incarcerations?

We wanted fewer taxes, so we voted against them. We wanted less spending, and the budget incorporates $4.6 billion in cuts. So why all the complaining? Education is where the state spends most of its income, so of course it will be cut when revenue is down. Simple cause and effect. Or didn't you know that less revenue and deeper cuts would actually lead to fewer state services? What on earth do you all still have to complain about? This is exactly what the voters demanded in November.

Take a lesson people/voters. Know your candidates, their qualifications, competency, and ability level before you vote! My opinion is that the State of Washington has been run for too many years by the unqualified. Touchy feely agenda's and the inability to: manage, forecast/project, curb spending - say NO, etc., in previous years have gotten us to where "WE" are today. The Piper is at the door and now getting paid!

rethompson - I agree that the conservative viewpoint can be a little limited at times. Sometimes we get too high on the "personal responsibility" thing to really consider what would happen in the face of disaster. But instead of complaining about more money to fix the problem (because the conservative view is it will never be enough for some liberals), why not just let the lower levels of service that the state now provides play out and see what happens? If it's really going to be a bad thing for this state, then we'll soon find out, right?

Per the news flash: "Gov. Chris Gregoire unveiled a two-year budget plan Wednesday that uses... A SUSPENSION OF VOTER INITIATIVES... to patch a projected $4.6 billion deficit." I am under the impression that it would be a usurpation of state law and a flagrant abuse of power when the Queen decides she is above the law insofar as suspending voter initiatives. This is nothing more than a thinly veiled suckerpunch to Tim Eyman and other folks who are very tired of Oly and King County ruling the state insofar as their progressive agenda. Queenie, the overturning of the "candy" tax is just the tip of the iceberg. Cut, baby, cut the spending! I hope your salary helps you to sleep well at night.

So everyone wants to blame Chris Gregoire? Her hands are kind of tied at the moment. If you want to know the truth, this state started going down the toilet when Tim Eyeman first appeared with his STUPID I-695 plan. Everything just started going downhill from there. For example, the ferry system got hit hard along with bus systems after I-695 passed. Then his 2/3 majority vote started hurting things. To be perfectly honest, ever since I-695 passed, the state of Washington is not the great state it once was.

As sad as it is the State does need revenue to operate, you will fight and fight to cut all revenue going to the State, but the minute you have a personal disaster and need help, you expect the State or Federal Government to bail you out. Responsible spending of course, but listening to all of your one sided narrow minded complaining is insane.

To all of you who keep reminding us that we voted out the tax on candy and soda - the point isn't that we voted out ANOTHER tax. The point is WE SHOULDN'T HAVE HAD THE TAX IN THE FIRST PLACE. Good grief. It comes down to simple management. I shouldn't HAVE to pay more for ANYTHING so that this state can continue to waste money. We already have one of the highest sales tax rates in the country. We already are taxed more than most other states for our gas. And all they ever want is more. So, stop saying that we voted out another (unfair) tax and now we're getting what we deserve. Grow up. Jeez. The people of this state FINALLY stand up for themselves and this is what we get in return. No wonder we usually let taxes slide - because we know what will happen otherwise. The 1st things that to be cut are our education and public safety budgets. This state's goverment runs on the FEAR it places in us if we don't give "them" exactly what "they" want. @rocketscience....I will agree to disagree with you.....the problem that most voters had with the Candy/Soda tax...was not the tax itself....but with the craziness of taxing one and not the other..Tax- Unsweetened Cooking Chocalate... Exempt-Twix/Kit kat...if the candy tax was about bridging the gap of our budget...the why not tax across the board?....everything....she hurt local business by her un-fair tax in order to have the Wheat lobbist in her pocker......which made me think she cared less of whats in my pocket...and more of whats in her personal pocket....and that my friend is why I voted to resend the tax...

Why not continue to suspend education initiatives.?..as we all know teachers are overpaid and underworked so continuing to suspend their pay for another 1-3 years makes good financial sense. How many years has it been since these two initiatives actually were included in the state budget, 4-5-6 or more? Washington teachers' pay ranks 42nd in this country...in other words, Wa teachers make less than teachers in 41 other states. And people wonder why education continues to lag in this state... Class size reduction is the other initiative which is highly over-rated; pack the classrooms, I say! Get the most bang for your buck! any if anyone thinks I'm serious about this and that it makes good sense both in the short and long term, check our state graduation rates, math, science, and literacy scores...

Here's an idea... cancel the bridge and tunnel projects. Stop funding bike paths. Actually reduce salaries of public employees (not just lay them off for a day or two). If they think that they are not being compenstated as well as they would be in the private sector then guess what... they can go work in the private sector. Kill this whole thing "Gregoire also wants to create an Office of Civil Rights, which would encompass the consolidation of the Human Rights Commission, Office of Minority and Women's Business Enterprise, Commission on African Affairs, Commission on Hispanic Affairs and Commission on Asian Pacific American Affairs" Hire more teachers, reduce college tuition, help people at end of life, and pay for the mental health drugs for the most vulnerable in our population.

oh...I can see this coming a mile away.......better watch out parents , your children will be used as hostage negotiation tools for the next teachers strike 2011!!!....this is what I will never get....why doesn't anyone talk about administrative cuts...this will always be about making the poor, poorer.....and the rich, richer.....even at my job....they removed a paid holiday...made us pay 25% more for our healthcare.....reduced sick pay...took 3 days away from vacation...increased our workload.....but nowhere was it mentioned that Admin. was losing anything....I am so sick of this woman....."The State of King County"...you got what you asked for!......now the rest of us in the common wealth with suffer because of it.........
