Skagit County prosecutors have filed charges against the driver in connection with last Thursday's crash on SR 20 near Anacortes that killed a 17-year-old woman and injured her twin sister and friend.

After he was charged, Lamar Blackstock turned himself in to authorities. He's been booked into the Skagit County Jail and is expected to make his first court appearance Thursday afternoon.

Prosecutors are asking for an increased bail of $250,000, up from the original bail of $70,000.

The twin sisters were and their friend were driving to a Halloween celebration in Seattle when an oncoming driver crossed the center line and hit the girls head on. The impact was so severe the girls had to be cut from their car.

The state patrol says the driver who hit them was actually accelerating at the time.

Janeah died; Janessa was driving and somehow survived. She is in serious condition at Seattle’s Harborview Medical Center.
