BELLEVUE, Wash. – A bikini barista stand in Bellevue is taking a stand in a battle with the city.

Ordered to shut down it's drive-thru, Knotty Bodies is still in business, despite loud protests at Monday's city council meeting and despite Bellevue city leaders saying the business violates several city codes.

But early Tuesday evening, the city got the upper-hand, blocking off the drive-thru to cars.

There are many espresso stands like it in the city, but the main issue causing controversy here is Knotty Bodies' location. It's next to Crossroads Park where kids play and it's down the street from Sherwood Forest Elementary school. It's also across the street from where school buses drop of kids.

A city council meeting on Monday night was packed with protesters who want the place shut down. But the city is not shutting it down over indecency.

"They don't have a business license, but they went ahead and opened. They have a drive-thru set up and the zoning in that area does not permit a drive-thru. And also, they did not get their certificate of occupancy, but yet, they opened. So we have some issues with how they are operating their facility," said Mayor Grant Degginger.

Workers with the city parks department added a little more trees and shrubs between the park and the espresso stand Tuesday.
The customers say they don't mind something less.

"All these girls are is adding an attractive package to something that's already too expensive," said customer Rick Pope.

But Pope's $5 coffee days here may be over, at least for now. Late Tuesday afternoon, it was the baristas who got served. A compliance officer ordered Knotty Bodies to shut down its drive thru.

But that wasn't the end of it.

"They wanted to close drive-thru with cones, but our manager's in a meeting right now with his attorney, so we're waiting on his victory for that and we're still gonna continue to serve drive thru," said one barista.

And serve they did, in direct violation of city code. Minutes later, another customer pulled up and the compliance officer made note of it. So did one of the protesters who want Knotty Bodies shut down for good.

"I live right down the street and, you know, my kids walk here to go to the park and i just don't want them to be exposed to this right now," said neighbor Pam Scott.

Just before 5 p.m. Tuesday, the compliance officer placed orange traffic cones in front of the drive-thru. The stand is still open, but customers must now walk up to the window.

KING 5 News has been unable to reach the owner of Knotty Bodies, Michael Rockey.

The city says if Rockey continues to operate his drive-thru in violation of city code, he faces a fine of $100 the first day, increasing another $100 each day up to $500.

Knotty Bodies is directly adjacent to Crossroads Park, and on a street with several bus stops for elementary school. This type of stand has been problematic in other areas - including issues with men masturbating in the parking lot. At the least, it invites the types of people who want to leer at women in their underwear. That is absolutely not the type of people we want to invite near our parks and bus stops. The "Knotty Bodies" espresso stand makes me feel like I will need to think twice before I take my kids to Crossroads Park because I am worried about the types of customers it will attract, and who may go from the stand, to the park. The men who frequent the stand are not allowed to touch the girls inside - they are somewhat protected by being inside the stand - but what about the kids in the park right next door?! How sad that I have to worry about this now. How frustrating, and how upsetting.

As a coffee stand owner in the City of Bellevue, my drive up is not up to code either, but the City has overlooked it for 5 years. This city is more corrupted then this coffee stand will ever be. I hope this city of Lemmings checks every coffee stand for code violations.

@ bellevue1234: of course if what you are saying is true about men masturbating in parking lots where these bikini baristas are located, then yes, you have a point about not locating them near playgrounds, etc. for what the kids might see. witnessing public masturbation would skew their concept of what is normal behavior and possibly they may not recognize a truly dangerous situation when it presents itself. however, you DO know that people do not molest children by default or frustration, don't you? your kids are not at any more risk from men who get their coffee here than they are at risk from men at any given coffee stand. pervs are pervs, and they are everywhere. nobody becomes a child molester because they need an outlet for sexual energy. it is an altogether different beast.

OK let me ask this one, Is Bellevue going to shut down all of the Starbucks in the city? (This would be due to the women employees posing for Playboy Magazine a few years ago.) I look at it this way, if you don't want the business in your area, then don't go to it, tell your friends not to go to it and most important, Never let the NEWS or anyone else give it free advertising! If the Business failed, then they would move away, but you idiots opened up the doors to allow it to stay there! Great going Bellevue, Educated, but still very stupid!

Pansies. Nothing in that stand that can't be seen at the beach, on TV or hanging up on advertisements in Crossroads mall. It makes me sick that the city bows to the squeaky wheels. I loved the line about not being zoned for drive-thru....what about London Coffee that was there for years before that? Grow a backbone, Bellevue, and stand up the annoying bible thumping "moral police" who have no basis for shutting down other than it "bothers" them. I purposely got a latte there this morning to show what side of the argument I'm on!

Funny how all these liberated, empowered women feel so threatened by a young girl in a bikini. Aren't these the very same women who in any other situation would scream "My body, my choice!" Apparently, the same standard doesn't apply to the girls who work here. An attractive women who hasn't let herself go physically wouldn't even care about this issue, but a woman who has let herself go, chopped off her hair, and dresses up in sweat pants (slop pants) with a matching(?) dumpy sweater would definitely want this place shut down! No sense in letting her meal ticket seeing how he's been shortchanged since he started paying her bills. 19th century - Victorian England 20th century - USSR 21st century - Politically correct America Carrying on the tradition of running your life.

BTW... you folks better not take you kids to the mall because last time I was there the window signs were nothing but half naked models! Why did the place before this never got closed by the city because of code violations? It looks like they are looking for any reason to close it down. I hope the owner fixes all the "problems" that Bellevue finds just so this place can keep going. I just got a coffe there couple of hours ago and i have to say the coffe and service are great. If the owner ever reads this just know that there are people that are suporting you!

I am not fond of the Bikini Barista's myself but for different reasons. Last time I checked it was a health department violations to be unclothed anywhere near hot items. Everyone has a right to there own opinion and I do know that every MOM wears a swim suit "NO MATTER SIZE"! If they are in violation then so be it let the city deal with it. Heck I raised 3 Kids and my kids get made at me because I am thinner than them and wear Bikinis! But that doesn't stop them from wearing theirs either! Point is Mom's quit acting like your children have never seen a swim suit! If you shelter them this bad now what they going to turn out to be when they grow up???????

It's a shame when a Mayor, a "Public Servant", is told what to do and then passes the buck to the other entities that will become involved to carry out the sentence. To those lady's who complain, with their children in tow, and the young lady in tow was all decked out with makeup, "those in glass houses should not throw stones. For those that don't care for the legitimate, lawful entrepreneur, DON'T GO THERE. Get your java from the more expensive STARBUCKS. If you close one, then you have to deal with every coffee stand in the State. Other wise, to pass judgement on this one business is DISCRIMINATION unless everyone is "inspected" by the "yes" people employed by the Mayor.

@bellevue1234: Good for you; only rational comment I’ve seen on this board today. I hope you know that these people don’t represent most men. @everyone else: Stop trying to make this an issue of Bellevue snobbery and American prudishness. This is an issue of safety. The location is next to a large park and my local mall, and is on route for 3 different schools, including my daughter's high school. I don't care about her seeing scantily clad women, she sees that every day in ads. I do, however, care about her safety. She is 15 and she and her friends are often mistaken for being older. Would this stand make a normal, balanced, grown man have fleeting thoughts about an elementary aged boy? No. Would it make them have thoughts about my daughter? I'm sure it would. Would they act on it? I’m not willing to risk it. And for all you flamers, don’t talk about being a “real man” then name-call while hiding behind internet anonymity like a coward.

Take photos of people who are buying coffee? Why would that shame me? I have no problem getting my photo taken with a cute girl in a bikini. What a bunch of snobs on the Eastside. Apparently they are better than the rest of us. Whatever they want, they get. Whining is a way of life there. Very apparent from the way they get whatever they want in freeway fixes, additional exits, etc. while the rest of the freeway system goes neglected. I went to a meeting in one of their schools over there and thought I just entered the center court of a Embassy Suites Hotel. How can they justify that? OK - Now I got my whining in so I feel better.

Why are these "socker" moms so upset with these young ladies making a good living? They keep using the "kids" as an excuse to shut them down... how poor is that? It must be something much deeper... Maybe these young ladies have something the socker moms don't anymore? These socker moms are probably the same ones that take their kids to water parks like wild waves. Those kids/people wear less clothes than the baristas! Maybe they should start shutting down the water parks too... Not too mention, most of the water slides tops (clothes) fly off when landing in the pools bearing all.

@cambell223 - Are you kidding me? Rational comment? I don't think so. @bellevue1234 is equating a heterosexual male gazing at a scantily clad female to a pedophile. Not rational at all IMO. As for your so called 'safety' issue, do you honestly think that the 90 seconds of time a customer spends waiting for their coffee is going to get him, or her, so worked up as to attempt attacking someone? If so, then I'm assuming you don't let your daughter go to public pools or the beach as the same voyeuristic opportunities, so the same purported danger, can be had there? What about football games? There are plenty of people who get all worked up over cheerleaders. I'm sorry, but I think people are really reaching for excuses/reasons to shut this place down simply because it offends them in some manner and they feel compelled to "protect" everyone else. Personally, I don't need your protection, nor do my kids.

This is hilarious! Before acting holier-than-thou and blaming fat/ugly/old women for trying to shut this place down, please have a rudimentary understanding of basic grammar, spelling and punctuation. I can't take you seriously if you haven't mastered the use of their and they’re. I don't care one way or the other about the coffee stand but for the sake of joining in, here's my two cents: 1) How is this not a health code violation? Even if it's not, isn't it stupid to be handling hot coffee when you're practically naked? 2) That location has never had good business, what with two Starbucks and at least three convenience stores within walking distance. Maybe the boobies will be good for business. 3) Regarding the snobbery of Bellevue: this is Crossroads – the same area that everyone was calling trashy a few months back because of the stray shopping cart drama. Please make up your mind so I know whether I’m a snob or trash. Thanks!

strawberry, A business should never be shut down because people don't like it or think it's stupid. Also, parents don't complain when teens in the summer time walk around that park in bikinis, only when they are selling coffee. How is that not hypocritical? The only problem here is that a few people don't like seeing girls in bikini's making money. If they were just walking around, it's okay. But if your selling coffee, it's an outrage and kids can't see that. You can tell it's hypocritical because these same people won't be out with picket signs and the politicians won't be citing city codes when teens are walking around in bikinis from June through August.

Do you not take your kids to the beach, or the pool or...any park in the summer? Guess what...girls wear bikinis. And it is 100% legal. Doing it inside an espresso stand does not suddenly make it illegal. Watch the videos and see who is complaining, Unattractive, overweight women past their prime. Is this really about protecting your kids from things they see a million times during every summer of their lives, or could it perhaps have more to do with a bit of jealousy? Cry more. Seriously. If you don't want to buy an espresso from a girl in a bikini, you are free to buy your coffee elsewhere. Don't force your beliefs, or overly sheltered sense of morality on the world because you don't want to see girls who are more attractive than you in bikinis. I also find the irony that Bellevue, the den of Western Washington Repiblicans, is crying to the government to shut this place down. Whatever happened to less government oversight you hypocritical prudes?

The fact that they are running a business illegally (without permits, license) should be what is important, not the fact that the barista's are basically wearing beach attire. I can bet most of those protesting this have screwed up priorities and spend very little one on one time with their own kids. It's too bad. Usually those that are most vocal, are pointing fingers to cover for their own lack of parenting skills.

I do not see a problem here with them wearing a bikini while serving coffee. Lets face the facts, when you go to the pool, the beach or even a park there are women and young girls wearing bikinis,. The argument that our children will be corrupted by seeing women dressed this way will not hold water. First off let’s face facts if this is the worse thing that a child ever sees in his or her life count your lucky stars. What I see is another group of people who are the self appointed morals police. If the ladies who are serving the coffee do not have a problem dressing as they are, why should anyone else have a problem with it. Come on people there are real issues going on in this country, which need to be addressed. Let’s worry about health care, loss of jobs, and the rising cost of living. Not $5.00 coffees, which I personally believe to be a colossal waste of money, which is the real crime here.

For all those that disagree with the concept of this bikini stand near the park, elementary school, and bus stop, I would suggest going to the stand and looking for health code violations. You would be surprised at how often they are broken, everywhere. Do they wash their hands before making every single drink (they're handling money inbetween)? Do they ever wash a single dish in their (what I assume is a one-compartment sink because of their available space)? Read up on local food safety laws, and if you see something (not) being done, report it to the necessary people! I guarantee something will come of it. Also look for them dumping things down storm drains, because most of the time this is illegal based on what can be in the liquid they're dumping.

Sounds to me like bellevue1234 and campbell223 have some skeletons hiding in "THEIR" (happy strawberry) closets. They must be worried that some family member of "THEIRS" is going to be the person performing self love by this stand, hmmm hmmm hmmmm? Me thinks they protest to much along these lines???? Maybe you two should get off the computer and go find this deviant in your family. Sounds ridiculous doesn't it? Almost as ridiculous as your claims. If it's true that the city is "selectively enforcing" rules here I hope they get "THEIR" a**es sued off. Before we trash Bellevue to much for being snobs, lets not forget the fat hags in Bonney Lake that protested. Bonney Lake is a cultural waste land. No I don't have anything better to do. Same to you. WWJD????????

I hope the owner files a huge law suit against Bellevue! This is sooooooo wrong! Like I said, these women they are using their children as a ruse to complain so their husbands cannot go to get coffee from a bikini girl. Again, if these girls laid in the sun at that park in those bikinis no one wold care word one! Loosers, you are all loosers! Get a life!

Why is it that I have been a customer of a Bellevue bikini barista stand for almost 2 years now? This stand is closer to the downtown core and doesn't appear to have these types of issues while being located within close proximity to schools, parks, and even a pre-school? I'm not here to insult those others who are irate but is this REALLY harming you or your child?

Oh, thank you Jesus, for the enlightenened Bellevue City Council who have demonstrated that they are all in favor of restricting American freedom. If anyone wants to talk about FREEDOM, please go overseas where Americans are permitted to espouse on the virtues of something called freedom. But by george, don't even think about wearing a bikini in a coffee venue, oh my lord, it's the end of civilization as we know it. McCarthyism raises its' ugly head once more. This country , and the so-called freedoms we are suppose to enjoy as citizens, is absolutely in the tank. Remember, today we take care of barristas in bikinis - tomorrow we take care of people who ------------ (fill in the blank), cause the next target will be you or your organization. All those wonderful "moral and upstanding" citizens of Bellevue, think about this when "they" come for you and your belief, your organization. Slippery slope, hey we're there and there's no turning back. Good luck America, wherever you are!

ya know, I work with a few guys who Frequent Bikini Barristas, and I will not let these people anywhere near my Kids... they are nothing but Perv's with some serious issues... I have no Problem with Bikini Barristas, adult book stores, dance clubs, bars, etc...... but they should be located on the other end of what ever town you live in... ya know next to the 7-11's, cash advances, rent to own centers, and taco bells... (oops I just listed anywhere in Lakewood or Tacoma) not next to my kids school and park...

Dear Cmeeverett You want to talk about pervs, visit your local Church where they hang out so they can be around children, visit your local parks where they are known to hang out where they can be around children, visit your boy scout troops where they are known to hang out and be around children. Visit your Catholic Church where they are known to work and molest children

The opposition to this place of beauty is hard and stiff. The erection of the cone barrier is an inflated issue. Maybe opposition could be deflated if someone stroked the egos of the city counsel. The Bellevue moms opposed just want their husbands rigid support and swollen pride at home and not in the car.

If wearing bikinis in public is legal, then absent some kind of health code violation selling coffee in bikinis must be legal too. If a coffee stand is a permitted use in the zone, then once the CO and business license are obtained the stand's open. Bellevue may be able to block the drive-thru, but if Bellevue takes an action against this stand that it does not against all others, it's looking at trouble. It's either going to have to allow the stand or deny the stand without consideration of the bikini issue. Arguing that a 'drive-thru' business is non-compliant at a gas station seems to me ridiculous. Attractive attracts for a reason, right? It's a technique we all use everyday. It works. Selling coffee straight up at that location didn't work in the past, so some form of gimmick is necessary. If the bikinis get howled down, I say push-ups and skin-tight sweaters. Call it 'Hillary's Himalayas' or something. Anybody else?

The uptite stay at home house wives are the ones who are putting out the biggest complaint. Mi9nd you that 10 years ago these are the same gals that worked at strip clubs durring the nite and then were the happy go lucky church followers durring the day. They met their sugar dady and settled down and had kids, God Bellevue, let a man earn a honest living, and quit being so uptite over a swim suit!

I am an attractive individual and take offense to the slimy comments of how the only moms complaining are the overweight ones that need to go to the gym. .....whatever. IIts called good parenting.

@kellymgunningin - Good parenting? How is it bad parenting should a parent not be overly concerned because junior might see a girl in a bikini? That, honestly, makes no sense whatsoever. What is it about a girl in a bikini that offends your sensibilities?

Wait a minute So you’re telling me they are going to Shut down This Espresso stand but.... They aren't going to shut down the Victoria's Secret In the mall Cause... Underwear is everywhere on Manikins...How about the thousands of people who walk through the mall and see the manikins wearing thong underwear and see through Bra's What kind of Message is that sending to the children? I have an 8 yr old and a 3 yr old And my 8 yr old stops and looks everytime we go by victoria's secret. It's no different a Child is not going to understand until you Teach the right thing. But God forbid People start parenting their children from right and wrong... Btw Bellevue 1234 I agree with all the other posters your an Idiot to think that There's going to be Pervs Just because there is a Espresso stand... Pervs and Child Molesters are just that they don't need a reason.

Btw... Since The Hands of the Espresso Baristas never touch the product they don't need to wash there hands everytime they make a drink this has nothing to do with code Violations.. Also if the Occupancy is less then 2 .. a 2 compartment sink isn't required. L2Read.. up on your code violations before assuming you know wtf your talking about... Even if they handled Crack Cocaine Unless they are dipping their fingers in your drink how would you get Crack cocaine? Your wouldn't just another Moron excuse from the peanut gallary.

If this was about bikinis I'm sure it wouldn't be such an issue. Not all of them are wearing bikinis. Can you say thongs and bras? And I'm not pushing my values on anyone. And during the summer months, I'm comfortable in a bathing suit. But I would not go to the beach, park, or anywhere else in my underwear. And I would not appreciate seeing others in their underwear either. IT'S NOT ABOUT BIKINIS.

I lived in Colorado several years back, and a bikini-bar opened up... A bunch of people started an uproar because they were serving food and drinks in bikinis... The owner complied by dropping the menu, and turning it in to an all-nude club... Last time I was there, it still looked to be open... I would die laughing if a similar situation arose here, though I am sure it cannot...

Idiots! Your kids will see the same thing at the beach, the pool, the mall, the waterpark, even the manaquins at Sears. are we going to spend millions trying to shut down any questionable business, or are we going to spend a few minutes instilling some values in our kids. I have found that spending a few minutes with my kids telling them about the danger of drugs has been alot more effective than spending years protesting drug dealers.

I'm not sure how any Bellevue resident can justify the complete waste of taxpayer money trying to shut down this start up business. Funny how the previous coffee stand in the same location operated a drive thru for years without any trouble. I for one, as a Bellevue resident in the Xroads area will be supporting Knotty Bodies. Thanks to King5 and your protests for bringing this coffee stand to my attention. My wife and I hit it up last week and thought the coffee was great, and the ladies were pleasant as well. I won't go to Starbucks because corporate coffee sucks and the workers are jerks. I can't believe how rude they are to me.The ladies at Knotty were the most cheerful Batista's I've had the pleasure of receiving a cup of coffee from in the while, especially under all this unnecessary pressure. FYI, I have a 3 year old that plays at the park as well. Stop pushing your morality on us. Walk the other way if it bothers you. Don't use your kids as a scapegoat for your own issues!
