Investigators: Poca returns to her birth parents

EVERETT, Wash. - The case of a child nicknamed Poca has taken a dramatic turn. The little girl who stayed in a Snohomish County foster home for four years, then was suddenly taken away, is now living full-time with her birth parents.

This is the first year Poca won't be part of the Langley's Christmas home video. Traditions are taking on a new meaning for these foster parents without the child they raised for four years.

"Hanging the ornaments on the tree, one less stocking. It has been the worst holidays of our lives," said Amy Langley.

Pain for one family, joy for another.

This year Poca will be with her birthparents. CPS has placed her and their other two children back with them after they were all taken away for suspected neglect.

The parents' attorney gave KING 5 a statement saying they are "excited and thankful that their family has been reunited. The children are all thriving and everyone is looking forward to spending the holidays together as a family."

DSHS isn't commenting on this case anymore, but says getting families back together is goal number one.

"Reunification, as long as it's safe, is the outcome that we prefer," said Randy Hart.

Everyone involved would prefer that Poca had a permanent home much sooner.

After her foster parents rattled cages complaining about how the case was going, Poca was taken away from them last May and placed with a new foster family.

Experts agree this is far-reaching trauma for a child after so many years with the people she knows as mom and dad.

Seeing her climb underneath that chair is burned in my mind," said Dick Langley.

"It was horrible. I feel like a part of me died," said Amy.

After KING 5 started airing stories on Poca, pointing out broken laws and mistakes, there was public outrage going all the way up to the Governor who intervened.

"I want to personally be confident that a thorough and unbiased investigation of the entire child welfare system as it relates to this child has been done," said Gov. Christine Gregoire.

That led to a newly released state action plan - about a dozen new improvement plans and strategies to avoid another case like this, including a "red flag" system where social workers will be alerted when a child, like Poca, has been in the system beyond the legal limit.

"It looks like in early 2010 we'll be able to make an enhancement which will earlier identify cases which are falling behind in our expected timelines for permanency. That will be a good thing," said Randy Hart.

Beyond that, the state ombudsman for children and families, Mary Meinig, said she's seen a drastic improvement from Poca's case: Plans for foster children are coming together much quicker, social workers are being more aggressive at following the legal limits on how long children can be stay in limbo.

"If things improved, that's a good thing," said Dick Langley. "I don't want to toss Poca up as a sort of sacrificial offering to that, because… we certainly never had any intention of anything like that. We just started raising a little girl that we fell in love with."

The state has allowed the Langleys to see Poca once a month - a chance to reassure her that they haven't gone away.

"We tell her every time that we love her with all of our hearts, that we will be with her no matter where she is, and that mommy is sending her kisses in the wind, so when she feels the wind, it's mommy sending her kisses and that I am always, always thinking of her," said Amy.

Some people might be wondering if Poca will ever go back to the Langleys. That would only happen if the state thinks her birthparents aren't fit to parent again and that the Langley home is the next best option.

I have been in snohomish countys court system since sept 2007 and i know each and every on of the social workers who represented this case including delicia stjock who is by far thee most evil social worker that has ever lived there is no doubt in my mind that she and the smokey piont office is the reason why poca was taken from the care of her parents under false accusations just as in my case... they have done the same to me and the foster mom of my two girls has helped them to make false accusations to prolong my case all these years. i am 100 percent sure these perants are fit parents for poka and i am extremly excited for her and her siblings to be back with them!!! as for the foster parents they are just plain annoying LISTEN the foster mom is not her mother and never will be even if she had resided at her home for 4 years !!! all her crying and poor me act is just so annoying i give credit to jay careys office for getting her away from that couple !!!!!

Ok... Again the discussion between whether Natural Parents Follow their orders and/or Foster Parents are over protective and/or have other objectives is a NEVER ENDING STORY... In reality, we must all be Responsible for our actions... And recognize the Government is not going to solve our problems....Not to mention, the best solutions for our families has been at the local level with Families making suggestions... By the way, according to an advocate in Washington the average stay for a Foster Child is 3 years.... Anyway, here is just a Statement for your Consideration.... actually put together by an advocate in WA: "We are joining forces with all persons affected by Parens Patriae to include parents, extended family, foster parents and father's and mother's rights groups. While this is a difficult endeavor due to various divisions, the focus will be on challenging the system with the unified goals and commonalities that each is suffering under in family courts and through CPS."

Good point except, not all children that are removed have suffered abuse or neglect. at all. Ignorance has allowed the system run wild. Until people wise up and take off their rose colored glasses there will be no accountability.

If after the completion of services the parental deficiencies that caused the removal to begin with still exist then the parents shouldn't get their kids back. It would be foolish to place the kids back in harms way. Foster parents are given first option to adopt a child in their care so basically every foster home is a potential adoptive home. It just when concurrent planning is ordered that the child must be placed in a home that is willing to adopt. The reason for this is simple, it is harmful to remove children from the home and family they are bonded to. Your lack of compassion for children and failure to acknowledge that they have feelings is very disturbing. Ronald Reagan said that it doesn't take a village to raise a child, it takes a family. Well, when the family fails to protect it's own little ones, the village must step in. If families worked together to eliminate abuse and neglect, CPS would be unnecessary.

Do you honestly believe they follow court orders! Many parents do repeated services and still never get their children back. these are most often children placed in foster to adopt homes from my experience. If they want your child the can and will keep your child. I see it all the time. It is sad because it is the children who suffer. Not all parents are what they make them out to be either.

wishfulthinking, your post was an eye opener for me. I didn't realize some parents just sit back and leave their children in foster care for months and years while waiting for a referral for services. Maybe they don't realize that their public defender can file a motion against the department for failure to provide court order services. Or maybe they don't know that they can seek services on their own, check themselves into detox and rehab, sign up for parenting classes, seek counseling, eliminate unsafe friends and abusive partners from their life and abide by the law. Or maybe it's just too easy for the parents to continue their self destructive lifestyle while blaming CPS for not correcting their self created problems in a timely manner. My best advice for relatives is to intervene and protect the children before cps has to. What an irresponsible, selfish and lazy society we've become.

From what I have seen thry need to have a red flag system for social workers. The ones that do not refer to services for months or even years, The ones that continually place in foster instead of kinship should also be tracked. There is no set standard for placing a child. It is what the worker thinks. Working in this field would open some commenters eyes to where the real issues are. They actually finally made things right and the foster parents are mad. I question the foster parents real motives in this case. When they should be happy for a child being returned to their family they instead focus on themselves and allow a small child to endure the trauma of being chased around by a camera person. The fear in this childs eyes is not what the story is about. She is clearly afraid of the people filming her. Who would put a child through that.

And that those, not necessarily the Langleys, but those who call the shots, ie the Workers for the Agency... be responsible for their actions and no longer be a part of the system.... Since in, my opinion, THEY MISSED THE RED FLAG OF FINDING PERMANCY FOR THE CHILD.. and not recognizing that the Family could be the best plan...

All of you so gung ho on the natural mother and father - where will your guilt be when you find out how the 3 children are suffering due to lack of parenting skills by the parents or worse they end up harmed again. Those worthless parents get a second chance to kill a child, neglect a child.....how sad. You all act as those children were taken for no reason. Sad day/months for POCA. What future she had is now gone!!

This happened in Indiana and the child was dead within 5 months. The boyfriend came in and shot the kid in the head. I see your system is as broke as it is here in Indiana. How sad for all the kids..... It will only be a matter of time when that family believes no one is watching - something bad will happen again. They will be good until the watchful eye is not looking. SOOO SAD.

The Department has cases worse than this one. I have knowledge of cases of children being in foster care for 10 years. Wait until these cases hit the air waves. And they will very soon. The Department follows their own directives only when forced to by the public and the publicity that follows.This is an evil government entity. They need to be and will be forced to air their own dirty laundry. They will not be allowed to hid behind their veil of secrecy for much longer. There is knowledge of people paying child support and the state is double dipping by collecting " Title IV-4 funding. Government committing fraud against itself.

nonotdave, I've been following this story for quite sometime. I used to post as Wastingmytime but now I'm Denyl because that's what I see on here. Families First is a good moto but the guideline for families first is 15 months not 4 years. The reason for this is simple, removing children from the family they have lived virtually their entire life with is devestating to the child! I personally have no use for the mindset that believes children should be with bio family no matter what and the posting by "concernedforall" clearly expresses why. Why hasn't anyone from WFU posted any condolences to her for being removed from her family and being placed with her abusive biological mother? Instead, all of you just want to bash the foster parents. Poca's bio family have had plenty opportunity to have their side of the story told but I couldn't even get them to state why the kids were removed to begin with. Apparently they're pleading the 5th!

Both sets of foster parents are still posting. Under assumed names of course. We still know who you are. Wasn't it enough that both sets were caught in their lies by the attoneys? One would assume by what they have posted on this site, about this story, that they just don't get it. You were warned before about posting information. Or did you forget that fact? The investigaotors have the information. And we also have enough information about the both of you to sink a battleship. Keeping your mouths shut would be a smart move.Bashing Washington Families United does you no good . It gives them free advirtising. Poca and her siblings are safe and free from the likes of you.Families First is the new moto of the Department. There sure seems to be a lot of negative people that post on here. I know of several people that have sought help from Washington Families United. They are all very compassionate people. The Stuths are one of them. another is a mother who wanted the foster parents to adopt her children she asked WFU for help because her children were ripped from that home once she relinquished after being promised they would be allowed to adopt them. And no you do not have to have lost a child or be a foster parent to speak out. I work front line with families involved with or at risk of having their children removed. I work with good social workers and really bad ones. One even tells his employees they need to bring in more heads when thing are slowing down. I see children left in places I would not let a dog live. I see children ripped from parents that are good loving parents. It all depends on the worker involved

govtgonewild, You don't have to have a cps history to speak out against child abuse and neglect and that is what the Poca case is all about. Poca and her siblings were in foster care because of their birth parents actions not because of some government conspiracy to destroy the children and their family and certainly not because of the foster parents. The birth parents destroyed their family all on their own. A parent only needs to show they are marginally fit to have their children returned to them and it doesn't take 4 years to accomplish this. Four years is an entire lifetime for these little ones and their family is the family that has raised them, not the one they visited. But you would have to have a loving heart to understand that, to see the world through a child's eyes. WFU doesn't get this, they talk about children like they're possessions. But I'm sure their hatred is hurt based because they were proven to be harmful to their own children and terminated.

Washington Families United has been wonderful in their efforts to help reunify families. For anyone who has never been threatened by the state with the removal of family members, then perhaps they should hold their tongues and not speak out of turn. Before commenting on any situation involving state/family, you really should investigate the entire story from the beginning before passing judgment based on half-truths, falsehoods and lies. There are multitudes of families and children throughout the united states affected and destroyed by the department and its renegade employee power, to hold a blind eye. If looking into this disgraceful nationwide catastrophe would be too much time spent getting involved then keep your opinions to yourselves. It becomes gibberish!

I usually don't comment here, but whoever goodguybadguy, Toadstood, and the Shadow are, you seem an to have an evil streak in you. I feel sorry for you to carry that much hate and pettiness in your hearts. Perhaps you don't have children? If you did, you would know that if you raised a child for that long you would be very attached and to suddenly have that child gone, it would be like a death. Maybe the very best thing has happened to Poca, she gets to live in one house with her siblings and parents. That's great! But to minimize the trauma all this caused is idiotic. No matter what the outcome, the Langleys are brave for speaking publically. A lot of people's eyes, mine included, have been opened about what can happen in the system. I don't remember seeing other foster parents out on a limb like that publically.Also, why are you picking on the reporter? What's been inaccurate? Have you seen her bio? I don't think she needs another Emmy.

Amy and Dick, So you fell in love with a little girl. So how is that love different than the love for the child named Taylor that you un-adopted? How can we be sure that you would not do the same thing to Poca? Amy can't you speak to a camera with out that sappy boo-hooing. Take some theatrical classes so at least you can be believable. I have to question the Langleys intent on being interviewed about a child that left their home more than six months ago. Is it about the child or is it about them? NEVER ONCE have they expressed any joy that she is reunited with her family and doing well. They would have you believe it's because they are concerned about her welfare, but that's baloney. All along it's been about rehabilitating their reputation so they could get their foster license back. Remember, while King5 points out that the children were removed from the natural parent's home for suspicion of neglect, the Langleys have also had that accusation made against them and it was originally "founded." Don't judge the natural family by what you don't know about them. I know that they have been anxious to get their side of the story out, but unlike the Langleys, they realize that the most important thing is the wellbeing of their children.

Poca and her siblings have been home for months. They are doing very well and have had none of the problems/incidents that occurred when the foster parents were involved. This is actually a happy day for them, as I am sure every day has been since all of the children were returned to their parents. peytonplace387: I highly doubt you know anything about this family. Your information is completely inaccurate, so I assume you're either a troll or connected to the fosters somehow. It's still shockiing to me how willing people are to condemn this family based on accusations made by foster parents who planned and hoped to keep the children for themselves and what appears to be an advertisement for the Langely's. I'm confused as to why this story is still being reported so inaccurately.

If only the truth would come out. The children are not doing well in the home. The parents are unable to care for them. They are children themselves (judging by thier behavior out in public). We will see this family on the news again. Unfortunately, I doubt it will be good news. Please pray for these 3 precious children. They need our prayers. Please pray for the CPS workers that they may stop the lying and deceit. They will have to live with themselves if these children do not survive this move home. What a sad situation.

Dick and Amy were foster parents, paid by the state to care for her until the parents could do so. She was NEVER theirs to keep. Although the department promised them they could adopt her. Promising children to others is just wrong. And foster to adopt should be outlawed. If it was, the decrease in hampering reunification with the birth parents would decrease as well. There would be no incentive for the foster parents to interfere.

I think the Langleys and another site are still soliciting donations. They should have to give every dime collected to Poca! It is pretty obvious they used this child to bail themselves out of the financial mess they created by their own choices. They should be ashamed. They have made all foster parents look like money grubbing people by their selfish exploitation of an innocent child.

I have a horrible feeling this is not the end of this story. I wish Poca and her family all the best and pray that we do not have a round 2 (or is it 3 or 4..) The history of the birth family does not bode well, but people do change and hopefully this will be the rare happily ever after for Poca.

I'm happy for Poca and for her family. And to all of you who refer to her parents as 'drug addicts' or 'losers', I hope you realize that if they hadn't been constantly fighting for custody, jumping through DSHS hoops and passing consistent drug tests for the 4 years she was gone that she wouldn't be back in her rightful home. I also hope you realize that you sound awfully ignorant when you make assumptions based on a few "facts" you heard on the news...which is always based on complete truths...right? Happy Holidays.

Susannah Frame should be ashamed. She's turned events into a circus, using both sides to further her career. And the slug line: "The case of a child nicknamed Poca has taken a dramatic turn," is total yellow journalism. And what are the Langleys so whiny about? They still get to see Poca once a month. And if their love is forever, they'll keep in touch with her as she grows up. It's the quality of time you spend with kids, not just the quantity of time that counts. I get sick of seeing Amy and Dick (always in the background, looking like a homesick puppy dog), complaining about losing their little one. They still have girls of their own they need to focus on. And they have to also focus on paying their attorney fees. What happened to their house that was in foreclosure? Did their website asking for donations bail them out? This was all a show, ladies and gentlemen. Susannah for the Emmy, the Langleys for a financial parachute.

If I recall Poca was made medically fragile by the foster parents. Just like the other child they dumped in the barn. And both were not special needs within a short time after being taken out of that home. I just hope the state does not ever put any other child with them and in danger.

I too had bad parents when I was born and was taken away and put into a foster home for three years. Once my mother was released from prison she returned for me and I only knew her as a stranger calling herself my mom. I was taken from the foster family I knew as mom and dad. It took some time for me to adjust to my real mom and learn how to love her and in the back of my mind I wanted to go home to the people who raised me. I think my real mom resented me for this because I lived a life of abuse at the hands of my real mom. I often think now why she wanted me if she didn't want to love me and subjected me to years of emotional and physical abuse. The foster parents did love me and did want to adopt me. Wow, I now think of how my life could have been different. I know every situation is different, but this is my story.

You know yes it would be great if Poca can stay with her birth mother but if one thing happens to these children I mean 1 thing I don't give a hoot who fault it is everyone at DSHS should be immidiately terminated and the Gov. Gregoire and whoever she said needs to investigate the problem needs to step down and quit their office. No ands,If or buts about it.

I think it's so sad. I mean if people can't act like good parents to begin with, what makes you think they can be "taught" to be good parents? Did someone take the drugs away from these birth parent and teach them to CARE? Isn't caring for a child/children instinctual? I'm not saying the foster parents should have more rights than the law allows, but come on... "Mr./Mrs. Poca's Parents, now that we've got you off the meth, you need to remember to feed and bathe the children, don't hit them, and keep the house clean - here's a mop and a broom." Ridiculous. Animals have more instinct and caring.

If i recall... Poca's "family" are a bunch of drug using losers. However the original King 5 video's did not mention she has 2 siblings (if they did mention that, it was not in a way for me to recall she had siblings). This is NEWS to me, & goes to show how the media can manipulate an ongoing situation. Why didn't King-5 show how her siblings were doing? Why focus on only 1-child, when 3 children were involved? Is 1-child somehow better than the other two? The more i think about it, the more i think that King-5 took a TMZ (tabloid) approach of sensationalism, using the one child over expense of the other two. The total lack of describing the "full story" by King-5 basically tells me Suzana (the reporter) & her Editor(s) loved the sensationism of the story more than doing any "real good".

Thank God this child is not another victim of the foster adopt program losing her family forever. I have followed this from the begining and did a lot of investigating on my own. This is a prime example of how time limits can destroy children and families forever. Families belong together no matter how long it takes. As for the foster parents pathetic Boohoos, get real they signed up to babysit a child with the intent to keep one unless they decided to change their mind later(first story about the child they dumped with criminals in a barn). Personally I would never let anyone who acts like they have ever watch any child for a hot second. Believe me this story has not changed anything in the system for families to do any good for any child. Unless they stop placing children with the intent to adopt them out to strangers. It sounds like their trafficing scheme failed this time. Merry Christmas to the children and real parents.
