Investigators: Local college pays for home to sit empty and unused

The president of the Evergreen State College in Olympia is getting extra perks that some say are out of touch with today's reality.

Since the inception of the college in 1971, each president of Evergreen State has lived in the official residence of the college. It’s a five bedroom, three bathroom home with a view of the water and Mount Rainier. It’s already paid for as well.

But for the last five years the home’s been empty; collecting bills and dust. President Dr. Les Purce, who declined to be interviewed for this report, moved into a new home to be closer to a bus line to accommodate a family member with a disability.

"The current house simply would not work for the Purce family, so that was the impetus for this move," said Jason Wettstein, Evergreen State College Public Information Officer.    

Needing bus service is a perfectly legitimate reason to relocate, but the KING 5 Investigators looked into whether the cost should be passed on to taxpayers.

A mortgage expert tells us the payment for the president's new house would be roughly $2,500 a month.

His housing allowance, authorized by the Board of College Trustees, is $5,000 a month.

That adds up to $270,000 and counting in extra housing dollars since the move.

Dr. Purce's salary is about $246,000 a year.

Students on campus just saw their tuition go up 14 percent and expect another hike soon.

"That's crazy to me because if he's getting more than the house is worth, then that's just extra money that he's being given by the taxpayers," said student Jeff Konen.

The spending doesn't stop at the president's new doorstep. The old home is racking up expenses.  

The KING 5 Investigators obtained billing records for the official residence; expenses since the home’s sat empty and unused:  $15,000 for utilities, $10,000 for repairs and upgrades, $15,000 to paint and furnish the home to try to sell it, $3,000 in yard maintenance.

"Housing affordability and access is constantly an issue for students so it would have been nice for that to go to some affordable housing. Maybe we could rent out that extra house for some students to live in for a while," said student Josephine Jarvis.

Expenses for the old house, plus the housing allowance for the new one, has cost taxpayers an estimated $313,000 so far.

"You know what they say, $300,000 here, $300,000 there. It begins to add up to real money eventually," said student Alexandre Chateaubriand.

Amber Gunn, Director of the Economic Policy Director of the conservative political watch-dog group Evergreen Freedom Foundation, suggested KING 5 look into the story after she ran across a Request for Quotes put out by the college. The request was for companies to bid on cleaning the president’s new home twice a week.

"It just shows, (they’re) completely oblivious to what is happening around the rest of the state by the unemployment rate and budget problems,” said Gunn. 
        
The cleaning contract is a detailed one which includes: twice a week do the dishes and take out the trash. Once a week wash the floor with wood-friendly soap. Once a month clean window sills and the range hood. That’s an extra $300 a month, not to exceed $778 a month.

"The cleaning service is basically a way to keep the house presentable for public events and to clean up after the public events and these public events in a private home are a regular part of the president's job," said Wettstein.

Records show nine or so events are held at the home each year.

The additional costs come on the backdrop of the state's financial problems: a $2.6-billion deficit.

"And yet we see instances like this where we have a public university with a president who can't do his own dishes and take out his own trash and is asking taxpayers to subsidize that. I see that as highly problematic and symptomatic of other things that are happening in government as well where we have waste like this in small amounts and it adds up and it adds to our budget problems as well," said Gunn.

According to county records, the assessed value of the old home is $773,000. The school first tried to sell it four years ago when the housing market was hot. It's not clear why there were no takers. It's now on the rental market, offered at $2,000 a month.

We checked with Western Washington, Central and Eastern Washington Universities. Each requires the president to live in the official residence as a condition of employment.

"Populist outrage?" It is ridiculous that a handicapped relative would be the excuse. Thurston County's Intercity Transit has a service for the handicapped called "Dial-A-Lift," which, for the grand total of ONE DOLLAR, will come DIRECTLY TO YOU and take you where you need to go. Handicapped students use it all the time. So there is really no good reason. What a waste of money.

boalt01 - Thank you for presenting the "other" side of the story. I too was outraged when I saw the brief snippet on King 5 about two houses. It pays to hear both sides of a story before we jump to conclusions.

This story is ridiculous and is meant to stoke populist outrage. The circumstances surrounding this particular case are completely reasonable and in no way indicative of government waste. He had to be close to a bus line because of a disabled family member and you're criticizing him because of that? The university cleans up after official events in his home and you're criticizing that? This report is the work of a conservative watch dog group that is highly biased and it is outrageous that King 5 is aiding and abetting a political hatchet job. Simply because we are in tough financial times does not mean that qualified administrators haven't earned their salaries. King 5, you can do better than this shoddy journalism.

Finding a worse case (UW president's salary) doesn't make this go away. If the current president chooses not to accept the provided housing he should do so at his own expense.

And meanneighborlady, are you honestly suggesting that because there is comparable waste in other areas of government (computer and data systems that don't work, housing allowances for other state employees, etc.) that this isn't a story? Lol. The girl made the point that there is waste like this throughout government, and you just repeated that point, but then came to the conclusion that it wasn't a story because of that. I don't follow.

Evergreen's President's salary is comparable to Central, Western and Eastern WA universities. UW is on its own level entirely, but it is also a school ranked much higher. Perks not included as part of the salary are a big deal because taxpayers can't see them. From the comments on this thread, I can only surmise that most of you are state employees, since you don't seem to be upset about paying an extra $5,000 a month to put the president up in the home of his choice, and pay for his house cleaning. I for one, know plenty of taxpayers and students at Evergreen who would be incensed about this story. And leftwing_conspir, the reporter said nothing about a press release from the Evergreen Freedom Foundation, she said they suggested she look into it. If there was a press release, and you know about it, then you must be one of the disgruntled reporters that ignored it. Funny how that works.

Hmmm....according to the story, Evergreen is trying to sell the house (hence the 15K for painting and furniture to to try to sell the house). Sounds to me like the story is more about how Evergreen couldn't sell a house in the current housing market, not about how the school is wasting money. Way to "investigate" a press release from the Evergreen Freedom Foundation. I used to have more confidence in King5's reporters. How about another story: "Local TV station wastes viewer's time by pandering to political group"

President Emmert at UW has the second-highest salary of any public university president in America, second only to Ohio State. He makes nearly $1M/year. If you can convince me that UW is anywhere near the top ten public universities in America, then I could accept his salary. As far as the housing for the president of Evergroovy State College goes, that place has ALWAYS been out of touch with reality.

Did your "investigator" bother to check to see what the salary and perks were for the other presidents of public universities were in Washington state? Where is this president's total salary and benefits in relation to each and every one of the other institutions? That probably wouldn't be a delicious a tidbit as implying that this amount of money is outrageous, now would it? Why, that might actually amount to a story that was uhm...a non-story. The contract that the girl, Amber, found also amounts to a silly amount of money. What about the numerous contracts paid by the state for things like computer systems, databases that simply do not work? Tell me, is there a housing allowance for heads of general government state agencies whose primary residence isn't in Olympia? I mean, why bother to put this in context to anything else? Where's the fun in that?

This report is outrageous! The amounts of money involved in this "fraud" are a tiny fraction of the overpayment of compensation for the University of Washington President Mark Emmert. When distinguished faculty at both UW and Evergreen are told to cut budgets, cut staff and look for other jobs, KING 5 focuses on amounts of money that wouldn't make up a salary. However, President Emmert's salary cuts could reinstate several departments and still keep him in clover. And those whiney students! Why aren't they sitting in the halls of the state legislature, making their case, if they need money? They have the closest campus and can't even bother to bicycle over. What a waste of time.
