Cops caught having sex on duty

A police officer's most powerful weapon isn't a gun, it’s the badge.  The badge commands respect and demands a code of conduct for those who wear it.  But what should be done when officers violate the codes they've sworn to uphold?

Mill Creek Police Department

Mill Creek Police Chief Bob Crannell faced that question when allegations surfaced earlier this year that two of his patrol officers were having secret sexual rendezvous.  The incidents happened at an abandoned house, in a nature preserve, and at a construction site - all while on duty.

"I was very surprised,” said Chief Crannell.  Both were experienced officers with unblemished records.  He said handling the case was “extremely difficult” because he knew the officers and their families well.

Mill Creek is a small department with just 26 sworn officers.

Chief Crannell put the two officers on paid leave and handed over the case to an outside investigator.  That investigator interviewed more than a dozen officers and reviewed hundreds of documents including dispatch records, e-mails and text messages.

The investigation cost Mill Creek $18,000.  The conclusion: The two officers "engaged in sexual activity while on duty approximately ten times ... even though they understood their behavior was inappropriate.”
 
“I think the public has the expectation that police are ethical and moral and they are sworn to uphold the law and act as a model for the community and in this case those two officers failed that obligation,” said Crannell.
 
The chief warned the officers they would probably be fired for conduct unbecoming and neglect of duty if the case went to a disciplinary hearing. 

"Absent sufficient and convincing circumstances or exonerating facts there was a high likelihood would have terminated them,” said Crannell.

Both officers resigned.

Were Mill Creek’s actions too harsh?  For answers, we went to a national expert on police ethics.  Neil Melton is head of the state board that regulates the practice of law enforcement in Minnesota.

"Yes, it's fair.  They're paid by the public to serve and protect the public.  To remove yourself from public service by having sex on duty absolutely violates the trust of the citizens,” said Melton.

Bellevue Police Department

This isn't just happening at one police department.   We found a similar case in Bellevue. It also involved allegations of sex on duty but it was handled much differently.  Mill Creek's investigation lasted two months.  Bellevue's just three days. 

The Bellevue case involved a male officer with eight years on the department and a female dispatcher.   According to an internal report obtained by the KING 5 Investigators, in 2008 the two had sexual relations while on and off duty in the police administrative office in Bellevue City Hall, including a bathroom and conference room used by the chief and command staff.

"My first reaction was shock.  Certainly, because I knew the employee, he worked directly for me,” said Bellevue Police Chief Linda Pillo.

In fact, he worked in the chief’s office. But she didn’t learn of the allegations until 2009.  She immediately launched an investigation.     
 
During extensive questioning the dispatcher said she and the officer had sex in the police department at least eleven times and that one of those times caused a delay in the officer performing police duties.

A suspect had stolen a police car and hit two people.  But the officer was in the bathroom having sex when he was needed to help send out a press release.  Even so, he was never fully questioned.

"The officer took full responsibility immediately.  And there really were no questions about what the other employee had said,” said Pillo.

The chief offered him a deal: he could go back to patrol with a 4 percent pay cut and she would drop the investigation.    

It's a decision that has some officers quietly seething.

"It was a discipline that I feel was appropriate and sent a strong message that that type of behavior was not tolerated in this police department,” said Pillo.

“Some people tell us, in your own department, that it sent a message that he got away with it,” said reporter Linda Byron.

“Well I'm sorry to hear that, because he did not get away with it,” said Pillo.

Melton says the Bellevue officer should have been fired.

“I don't think that's an acceptable outcome, would people perceive this as it being swept under the rug?  Did this officer receive preferential treatment?  I don't think the public good is served by a decision like that,” said Melton.

Sex in the workplace isn't a crime and it happens in the private sector, too.  But the badge that commands respect, demands it, too. 

"Because if the public doesn't have faith that the police can police themselves, then we've lost all credibility,” said Melton.

What a state to pay these cops paid leave for having sex on the job. I wonder why no other company's do that just cops.They resign but how much of a pension did they get? I can see the investigator now asking the cop how he can get a piece of the action too.Did she get off without a ticket or did she have to pay because us tax payer have to pay!! Which is BULL!!!

I worked for the police department in Washington State. I'm posting this to all of the good cops. You are the majority. There are a few bad cops and the public looks at stories like this and think we are ALL are slime. These bad cops could be putting your lives in danger. I'm not just talking about this sex on duty stuff. You know the really bad stuff that goes on and I'm not going to post it here. If I had to do it all over again, I should have reported those bad cops anonymously to the Chief, all city/county counsel members, and most importantly the FBI. If you are a cop you know the worse place to have your name negatively reported is with the FBI. I did send a copy of the report in the Mill Creek View paper that names Officer JENNIFER CLARK and Officer JASON DIDRICKSON to the FBI. If they try to get another job in law enforcement their names will show up in a background check. Remember, most cops are good, the bad ones need to be shown the door!

It doesn't seem much different than a couple of cops stopping for coffee and doughnuts during their shift, which used to surprise me -- but hey, their radios are on and the car is always right outside if they get a call. Still, they could be driving around LOOKING for things that look suspicious. Anyway, two cops having sex doesn't bother me -- instead of doughnut holes, they're working other holes, big deal.

We pay firemen to SLEEP on the job. Do you think it takes longer to zip up your pants than to get dressed? Police may not be at the station 24/7, but if the poop hits the fan, they get rattled out of the rack. So even if they are home, they are in duty.

nuvuewindows5397 - you cannot be serious. Officers on duty need to be immediately available for dispatch - what if another officer needed help? They were wrong, very wrong. I don't care of officers see each other off duty - or even have lunch together on duty if they are a couple, but they still need to conduct themselves professionally and be immediately available while on duty. Having one's pants around their ankles doesn't make one readily available. Lives are at stake in police work and the responsibility of wearing that badge should not be taken lightly.

My best friend applied to work at Mill Creek this spring and after having an interview with Chief Crannell, he was told that his "record was too clean" to be a good fit. Apparently Mill Creek PD likes to think of police work as a "get your hands dirty" business. I have to admit that I was waiting to see a story like this, but thought it would be about a dog fighting ring or similar. Perhaps the City Council needs to clean house.

Wow Bellevue 4% so if he was making 50,000 a year, now he only makes 48,000 a year. His two week paycheck would go from approx. 2083 before taxes to 2000. That showed him, that showed him good. LOL That amounts to about $5.00 per day. How about fire him and hire a qualified cadet out of the academy who doesn't endanger the public by neglecting his duty.

Bob Crannell is a JOKE! My husband worked for the Mill Creek Police Department for years and everyone knew that this was going on years ago! Bob Crannell doesn't know how to run a police department!! What you should of asked him was how many officers have left his department since he was hired as Police Chief....Mainly because of those two officers that resigned.

City employees are paid by taxpayer dollars. As employees there are job descriptions and I am certain that sexual intercourse while being paid by my tax dollars is NOT in that job description - 1st reason to fire them both. And give written warnings to their supervisors. 2nd reason to fire them: immoral behavior. Police on-the-job conduct should be beyond reproach if they are to command respect from those they have sworn to protect and serve. In my opinion, a salary decrease of 4% means nothing to them or others who may engage in similar behavior. Being fired with public statements from the Police Department would indicate there are morality issues being up-held and would deter such behavior by others while "on the clock". After all, this is not a Hollywood movie - it's REAL reality. There must higher standards for those in public service. Bellevue Police Chief Linda Pillo - there's a serious flaw in your discipline enforcement.

They were not taking advantage of their position in a currept way (for onces). we should be going after the bad cops who destroy communities. not good cops with no blemishes doing what alot of people do at work. i would rather them express their stress like that then open fire on a 17 year old boy becuase they have no other way to let their emotions out." Couple things = 1 Our tax dollars paid for them to be able to stay on the job! or for them to decided to retire thus receiving retirement. 2 They already don't do their jobs. They work to earn the government city's money. Tickets ect. 3 I don't make a lot so a 4% deduction in pay is nothing, should have been much higher 15% or more to make a difference. That guy didn't get anything. Retirement should have been cut as well. 4 If you can't show up because I get raped or robbed, yet have time for sex that says a lot about our evolving society

Cops are human too. Unfortunately...the human race has devolved into a lower life form. So you will see it across the board: Cops, lawyers, bankers, politicians, anybody with power to control others destiny. Humans in general are getting sleazy, so humans in places of power are going to be sleazy too. Just look at how things are going...fraud, lieing and cheating seems to be the norm. Like the sleazy mom that smothered her kids, or the sleazy cop that killed his wife, or the sleazy bankers that are stealing your house, or the sleazy politicians that say one thing to get your vote and then do something different. I'm NOT a bible thumper, but I do believe we have all devolved into a low class form of what we used to be. Humans have become low class without morals or regard for each other, so this kind of stuff is to be expected. I say: Get used to it.

This is about the bible thumpers finding ways to push their morals off on everyone else. The equivelant of the folks from Westboro Baptist Church that attend the funerals of our finest military folks. They are entitled to a break, and it should not matter if they are in the back room or at the local Starbucks. It would be different if the cop was offering to forgive a speeding ticket if the pretty young blonde spends some time in his car. All parties were 18 and willing participants. As was stated in the story, nothing unlawful occured.

Hey - it's Bellcrap - ooops - Bellevue - what do you expect? They think they're perfect (NOT just the police department), above the law, better than the rest of the region. So, why punish someone acting in such a reprehensible way. They'll probably put on a 2k run and raise money for him, promote him, and give him the keys to the city - if he hasn't already stolen them! It's the Bellevue way.

In this instance cops are not being held to a higher standard of moral behavior if they are fired for this. Most of us would be fired if we engaged in this behavior on company time. It is deriliction of duty whether you are an officer or anyone else. It is theft of company time. Only in a Union environment, or with weak department leadership, would questions like "how should these things be handled?" even come up. The officers SHOULD be fired when they engage in conduct that is unbecoming an officer just like. This is totally unacceptable. It is a no-brainer.

It's true certain professions such as police officer, clergy, public officials, etc., are held to a higher standard of ethical and moral behavior. Sometimes that's not fair, but it goes with the territory, so to speak. The Bellevue police chief, Ms. Pilo, should be put under the microscope for her handling of this case. The officer's actions could have cost lives. When it comes to the police, this is not your typical office tryst; it can cause huge complications. Demoting him to patrol is a slap in the face of officers who do their jobs and patrol is one of the most dangerous. He had a cushy job and should have been fired! Period, end of story. The Mill Creek situation seems to have been handled in a proper manner. Other departments should learn from them. I am a huge supporter of the police and firefighters, but yes, they must behave in a proper manner.

Since when should going back to being a patrol officer be a PUNISHMENT?! That’s the problem—a chief who sees this as a punishment! Being a patrol officer should be a privilege and an honor. The patrol officer is the connection, the protection, the service to the public. The patrol officer should be the one who gets the 4% bump in pay! One of the differences in this type of thing happening in private businesses is the fact that Tax Payers are not paying for them while they are getting it on. I'm pretty sure the private business owner would not be happy with paying someone while they were having sex, and as a tax payer, I am certainly nopt happy with paying these officers while they are.

Public or private sector, employees are getting paid to work, if they are not working then they need to be dismissed. Also, the employees management needs to be penalized (demoted or?), managers get paid more to manage their staff. If they can't keep track of their employees then they also need a penalty. There are too many qualified people willing to put in at least 8 hours of work and those that are goofing off need to be let go and management demoted, regardless if its a public or private job. Like in any jobs (lawyers, doctors, pilots, bankers etc.) there are always a few bad apples, the majority work hard and do their best - these bad apples and their managers need to get the boot!

Yep, I think most of us have either wanted sex at work or have had sex at work but you have to draw the line somewhere, what if one of these cops got a serious call while doing the dirty? It is a lapse of judgement but nothing to be fired over unless policy strictly prohibits fornication while on duty.

The sad part of this is the cops had to be investigate when they should have stood up and said yes, we did it and we don't deserve to be cops. The cost the community probably $25,000 or more with lost wages and the cost of the investigation. Yeah,,, theres our heros at work folks. I've had sex at work with my wife but nobody was depending on me being available for a life and death situation where mere seconds count. If it weren't for the union protecting them they could have been fired on the spot.

What’s the number one cause of divorce for police officers? Dispatchers. It’s a long establish joke/axiom. Since when should going back to being patrol officer be a PUNISHMENT?! That’s the problem—a chief who sees this as a punishment! Being a patrol officer should be a privilege and an honor. The patrol officer is the connection, the protection, the service to the public. The patrol officer should be the one who gets the 4% bump in pay!

Better Yet, how about a married officer that was having an affair with a married woman. The officer was able to convince the woman to divorce her husband and be with him. The officer and the woman had the husband arrested on false charge, when the case hit the procurers office the plaintiff was told to be quiet. 7 years earlier the officer was involved in a incident that involved an attempt to kill himself with his police revolver in front of his wife, because she was pregnant. Why are people like this allowed to be in a position of power. One again the police are above the law.

Hey Lynda, the most important part of this story is missing. The officers names. Even when cops are found to be guilty of misconduct and even though they are "public officers, and employees", the public is not entitled to their names. Ever. Why? Because they see themselves as better than the average person on the street. They are out in the open about their double standards, and over the years, the public, and the media have accepted this premise.
