They need to make the penalty much stiffer. Such as a mandatory 10 year prison term per charged count without the possibility of parole.

For a technological solution - why not just make purchasing a skimmer (it ain't like criminals build them themselves) as difficult as buying pseudoephedrine?

To paraphrase Wendell Philips, eternal vigilance is the price of convenience. I've caught 3 attacks on my account since 1985, across several banks. BitD I used telephones and bank kiosks and just kept track, simple. Before there were smartphones that broadcast your information to the world, there were landlines - but even with the security of solid wire, ppl CHOSE to use cordless phones, broadcasting to everyone, just for the convenience of the cordless. Never did myself, tho I heard many speaking, entering or otherwise revealing their PINs and everything else on my scanner. With those 7-dollar or more ATM access charges, I don't need much more incentive to roll my wheelchair to the nearest bank, chain store or bank affiliate...

Maybe they can put those little scanner things on ATM's that can scan account holders' thumbprints in place of a PIN. (?) Just a thought...

Sometimes it is impossible to tell that you're being skimmed because they put the intercept in the line. An innocent-looking terminal at a cigar shop in Bellevue stole my information. I am sure you remember this one. It was a few years back. Fortunately nothing happened with my info since they busted the store owner like 2 days after I was in there.
