A 15-by-15-foot solar panel in Kirkland's Finn Hill Neighborhood is stirring up bad energy.

In recent weeks, a homeowner decided to cement the panel on his property to harness the energy of the sun for electricity. But nearby neighbors are not happy about it.

"This is an industrial structure that doesn't belong in a residential neighborhood," said nearby homeowner Stacy Shartrand. She and her neighbors say the giant black panel that rotates with the sun is an eyesore and creates glare that shines directly in homes.

Several families are trying to convince the city planning department to take it down.

The owner of the panel told us he would work through the issues with the city planner and will address the complaints with the neighbors.

The city planner says the owner must relocate the device because it is too close to the neighboring property line. It is also larger than indicated on his permit.

The city says the owner is prepared to move the panel, but it's staying.
