Seattle superintendent's job at stake after blistering report

SEATTLE – Seattle Public School Superintendent Maria Goodloe-Johnson's job is on the line. That's according to the president of the school board following the release of a blistering report Friday into a troubled school program that raises questions about an attempted cover-up.

The report examined who in the district knew about possible fraud by the man who ran the Regional Small Business Development Program, Silas Potter, and his direct boss, Fred Stephens.

Friday's report was commissioned by the Seattle School Board.

"There have been absolutely management oversight flaws and errors made here and they appear to go all the way to the top of the organization," said School Board President Steve Sundquist. He says that includes Goodloe-Johnson.

The board hired former prosecutor Patty Eakes, who found a memo to be the first warning sign about serious problems in Potter's program. It was the first in a series of red flags that were either ignored or covered up.

On Feb. 8, 2007, a risk manager issued the warning about Potter's program, including "one instance in which he saw there could be potential fraud by a contractor," said Eakes.

In the summer of 2008, problems persisted and the Sutor Group was hired to conduct an investigation. That December, it reported serious problems with oversight of Potter's programs.

By then, Goodloe-Johnson was well aware of the report's findings. She met with others in January to discuss the troubled program. Among them was Stephens.

Two days later, Stephens wrote an e-mail indicating Goodloe-Johnson didn't want the Sutor report revealed to the school board.

"That's what I found most concerning, because of the nature of the Sutor Group report, the fact that nobody could remember discussing it with the board, talking about the details of how severe those findings were, I thought was troubling," said Eakes.

The following month, Goodloe-Johnson glossed over the Sutor report at a board meeting.

"It obviously was a missed opportunity for the Superintendent to share with us the full gravity of the situation," said Sundquist.

By the end of 2009, Potter's program was actually growing with even more questionable spending than before.

Then in February 2010 came perhaps the biggest red flag and a bold move by Potter. He established a private company in the same name as the public program he was running – the Regional Small Business Development Program. People thought they were writing checks to the school, but in fact, they were going to Potter's private company and his bank account.

A recent audit reveals Potter diverted $1.8 million in school district money to benefit his private company.

In June of 2010 -- more than three years after the first red flag -- the school district finally called Seattle Police to report the alleged fraud.

Goodloe-Johnson was unavailable for comment Friday. Several people say she was dealing with a sick family member.

Stephens, who now is with the Department of Commerce, tells us by e-mail that he's deeply troubled by the audit, but puts the blame on Potter.

Potter and several hundred thousand dollars diverted to his company, are nowhere to be found.

The board will meet in executive session Tuesday and perhaps decide the fate of the superintendent and the district's chief financial officer at its regular board meeting on Wednesday.

Has anyone noticed that the only ones assailed in this witch hunt are people of color? Even in our diverse Seattle, what is going on here is racist at its core. White people would never be subjected to this.

backtothebasice - In the Olympia School District the highest district administrators make over $100,000 and that is just their salary, it doesn't take into account their benefits and vacation, etc. I've seen people who helped with a middle school math adoption get "rewarded" for their help with cushy district jobs--administrator positions, principal positions, and TOSA positions. Considering the curriculum has resulted in a downward trend on the state assessments, it doesn't seem to me that any of the administrators should be rewarded, instead they should be fired because parents pointed out that the scores would drop. Guess what, they did (unfortunately). Until a huge number of taxpayers tell districts to stop wasting money, it is going to continue. For some reason they don't feel they have to be accountable and, in reality, they don't. Taxpayers keep giving them money and they take that as affirmation that they are doing a great job.

msndis You really hit it on the head. Greed!! I can not believe how many people in this district as well as surrounding districts are classified as "managers" The Evergreen freedom foundation lists all the school district individual salaries just search teacher salaries. It includes the higher ups. You can see where the money actually goes. Elem school principals pulling in close to 100K a year! not all but some. 80K seemd to me a norm around for Managers and then up. They say that if we dont pay them these dollars they will move to CA.. Well? Look at CA now. I hope that King 5 will explore salary levels-positions and perks in local school districts. Is their heart into the job or is it all about the salary level. The money going into these positions is incredible for what we are getting out of it...

Silly to think of why the person in charge of the school district and knowing that something was happening under her watch even if she did not know how bad it was would ever be held accountable. Then when she hears of a report that would be damaging thinks, hey why don't we just pretend this report never existed.

I don't know what is going on in Puyallup but I can tell you that the Olympia School District has its own ethical problems within the district administration. The commenter who stated that the board members only hear what the Superintendent want them to hear is correct. Until taxpayers demand that school boards hold their administrators accountable for everything going on in the district, nothing will change. Until taxpayers stop "supporting" schools with their yes votes on district levies, nothing will change. There is plenty of education funding but state, regional and district administrators suck it up and it doesn't trickle down to the students. Think what that $1.8 million could have done IN THE CLASSROOMS but it was being spent (actually taken) from district appropriations.

This fracas does not surprise me one bit. Nor do the people who WANTED to complain, but did not fearing being falsely labelled "racist". This happens more so than this "politically correct" city has wished to admit, and acknowledge. Problems with Employees who are not White get pushed under carpets in the interest of staying overly tolerant, here. I think that (realistically speaking) even tolerance should have its limits. One can't be expected to put up just ANYTHING, you know. When I worked with monstrously badly-behaved women, at Seattle's Municipal Court who happened to have been black, I felt very stifled by the not-so-veiled threat (by them, their black supervisor and black friends) that if I dared find fault with any of them (REAL fault as they were horribly unprofessional & one was an ouright homophobe. I DID complain anyway, and got blamed, of course, just as I had thought I would. This city needs to deal more honestly with race / racial issues.

Would some of the typical Seattle area well-intentioned, well-educated citizens help me understand about "white guilt" , and the need for pigmentation $et-aside monies? Does the school board feel that the underachieving "kids of color" must have administrators, superintendents, managers, etc. of their same color- in order to feel better about learning to read, do math, and develop a disciplined mind ? Are we all so deluded by someone's "selling" skills , or ability to "look good" that no one actually checks real credentials, values accomplishment vs. talk, and dare impose measurable accountability? Why are the citizens of Seattle so afraid of speaking the truth about a city full of kids who are not really motivated to discipline themselves and pay attention in school ? I guess that is why many ( most?) intact families that value education have left the district, or choose private schools. Does anybody notice? or Care?

It looks like a clear case of trying to sweep this situation under the rug and hope it goes away. This tends to happen when administrators are incompetent and worried more about their own reputation than about the organization they have a public trust to supervise. Government officials often get away with this kind of stuff for years because there are so many levels of bureaucratic red tape and they often operate with virtual tyrannical authority. The reason the school board members are taking this to the media is that they can't get rid of her on their own, even for serious wrong doing, without the anger of the public backing them up. The system is broken and healthy market forces and competition are sorely needed to challenge the status quo. We are one of the few states that don't offer our public school dependent students viable alternatives such as vouchers and charter schools. Its time for change.

Not that this is directly relevant, but it's really time to put these types of programs to bed. What Potter oversaw was a program to give minority and female-owned companies a leg up when competing for school-district construction contracts. In a different era, that might have made sense. But we're in an age where an African-American man has been elected president, and a woman certainly could have been. Isn't it time for women and minorities to compete for contracts on the same playing field as everyone else?

Public schools are not the problem - we have many successful public schools in Washington, despite the fact that the state refuses to fund them correctly. It's greedy people that abuse their positions of power that are the problem. You can't pin this on "public schools", that's like trying to pin bank failures on account holders. And @sailarmy - I'm curious to know - what is going on in Puyallup that even comes close to this?? I think you have no clue what you're talking about.

It never ceases to amaze me how terribly greedy people can be. How utterly disappointing that our government has abandoned its system of checks and balances and allowed our poorly managed, hard-earned taxpayer dollars to line the pockets of the undeserving and corrupt. From welfare fraud to ridiculously high parking and gas taxes and now this. What a joke. Here's a novel idea: manage our money properly to begin with so you don't keep taking more and more from the citizens. Our federal, state, and local governments better get their acts together. This is unacceptable.

It is nice to know that at least the Puyallup school district isn't the only district with crooked administration led by a politically driven superintendent! Hopefully this will open up the opportunity for all School district high administration to be scrutinized....definitely time~

I did not work for Seattle but in one district I worked for I personally heard the superintendent say "What the board doesn't know won't hurt them". That and ALL communication with board members was via the superintendent. There is so much going on that the school boards are not told it's not even funny.

Anything that happens within a School District, the Superintendent knows aboout. Considering that she did not want the report to be distributed to the School Board, she probably has something to hide. Like maybe a kickback or two to turn the other way. This sure wouldn't be the first time a PUBLIC employee got caught with thier hands in the coookie jar. Just have to wait now for Mr Potter to get caught and brought back to Washington state for chrges and his trial.

HADENOUGH, Im not sure the meaning of your question. People that steal money should not get their job back and they should get a prison sentence. Staling or diverting money from schools, community support agencies, community groups that are supposed to be looking out for the public deserve longer prison sentences. But, reality hits. The laws of this state are lax for almost every crime thats listed. Usually the criminals are classified as a first time offender and given plea deals. Each county DA should STOP giving plea deals no matter what. If they did the crime, they can do the time, all of it. If you believe that the laws are 2light, contact the state legislature, contact who ever represents your area. Send emails to them, the attorney general, the governor. Do it 2x or 3x a week. Just do it. Want a more severe jail time or prison time for DUI or for killing someone or for texting on their cell phone.... call or email someone about it. Organize your thoughts and email it.
